Background
Navanti has a requirement for a Field Office Director / Coordinator to support the Nigeria Third Party Monitoring Project (NTPMP), which assists USAID/Bureau for Humanitarian Assistance (BHA)/Nigeria by providing independent, verifiable data on the outputs and quality of its humanitarian assistance activities.
Due to the non-permissive environment, where USAID/BHA/Nigeria staff cannot visit activity sites, the NTPMP ensures oversight and accountability of implementing partners, mitigates risks, and improves the delivery of goods and services.
TPM findings will inform real-time program adjustments, future program designs, and ensure program accountability.
The Field Office Director / Coordinator will oversee all staff at Navanti’s Maiduguri field office, including technical and operational teams.
This position will play a critical role in managing and coordinating field operations to ensure effective, on-time, and within-budget implementation of NTPMP activities in one of the most challenging environments in Nigeria.
The individual in this role will report directly to the Deputy Chief of Party (DCOP), located in the Abuja office.
Core Responsibilities
Lead day-to-day operations of the Maiduguri field office, ensuring smooth execution of technical and operational activities.
Supervise and manage staff, including 4 Field Managers, Enumerators (hired as needed), Office Manager, Security/Logistics Specialist, and Driver.
Coordinate technical activities, field data collection, and ensure quality control and timely reporting on the performance of humanitarian assistance activities.
Liaise with field managers to ensure that field operations are conducted in alignment with USAID/BHA standards and TPM protocols.
Oversee logistics and security arrangements for field teams, including coordination of transportation, procurement, and accommodation needs.
Ensure that field office activities adhere to budgetary and operational guidelines, reporting any discrepancies or challenges to the DCOP.
Act as the main point of contact for the Maiduguri office, ensuring clear communication between the field office and the Abuja headquarters.
Mitigate risks and provide field-based insights to inform real-time program adjustments and decisions.
Monitor contextual factors in the operational environment to inform the team’s adaptive management approach.
Minimum Qualifications
Nigerian citizen/resident required.
A Master’s Degree in a related field (a Master’s is preferred, however, Navanti will consider applicants with a Bachelor’s Degree + 10 years of relevant experience).
A minimum of 5 years of progressively responsible professional experience in project management, field office leadership, humanitarian program implementation, or other experiences related to the contract subject matter.
Experience conducting quantitative and qualitative analysis related to humanitarian assistance strongly preferred.
Experience overseeing field operations in remote or hardship conditions.
Proven track record of managing multidisciplinary teams in a complex operating environment.
Excellent teamwork, interpersonal, verbal and written communication, and problem-solving skills.
Fluency in English, written and spoken; fluency in Hausa or other regional languages is a plus.
