Deployable EIE Specialist (Child Protection) at Plan International

We are recruiting to fill the position below:

Job Title: Deployable EIE Specialist (Child Protection)

Location: Nigeria
Type of Role: 12 month fixed term contract

Role Purpose

  • Our new global strategy prioritises humanitarian scale up. To respond to the growing unmet needs in emergencies and to strengthen the speed, quality, relevance and appropriateness of our emergency response and readiness work, we are investing in our humanitarian deployable capacity.
  • The Deployable Education in Emergencies (EiE) Programme Specialist is a member of Plan International’s Global Education in Humanitarian action unit. While on deployment the specialist provides technical support to Plan International’s Country Offices (COs).
  • This normally involves responding to medium and large-scale emergencies by developing, implementing, monitoring and evaluating EiE programmes.
  • This role will have a specific focus on the integration beween EiE and child protection in emergencies (CPiE) programming. When not on deployment the specialist contributes to Plan’s EiE workplan as agreed with the team. This may include continued follow up from a distance with deployment countries.

Programme Design and Assessment (15%):

  • Ensure all EiE work has a strong child protection, gender and inclusion focus, in line with Plan International’s Global Strategy.
  • Support and lead on multi-sectoral needs assessments including joint, rapid education/ child protection needs assessments in collaboration with Plan International’s EiE and CPiE programmatic areas, the Education Cluster / Child protection sub-cluster/working group, community members, children and adolescents in all their diversity, including documentation and dissemination of assessment findings.
  • Support Plan International’s COs in designing integrated EiE and CPiE response plans, based on identified needs and priorities and -where possible- through a process of community participation.
  • Contribute to a portfolio of high-quality, conflict-sensitive EiE/ CPIE integrated programming globally.
  • Provide technical assistance to COs in the design of gender-aware (and where possible, gender-transformative) integrated EiE-CPiE programme strategies, plans and proposals for emergency preparedness, anticipatory action and/or response, in collaboration with key education and child protection stakeholders, communities, children and adolescents in all their diversity.
  • Ensure that EiE and integrated EiE-CPiE interventions are in line with humanitarian response plans and linked to longer-term programming and national education/child protection plans and systems.

Programme Implementation (35%):

  • The post holder will deploy to COs to provide technical support and leadership on Education and Child protection integrated programmes including preparedness, anticipatory action and rapid response in humanitarian crisis settings.
  • Work with other sector teams, including but not limited to CPiE, gender in emergencies, Cash and Voucher Assistance (CVA) and Food Security and Nutrition (FSN) teams to support integrated EiE programming that prevents and mitigates child protection risks and addresses multi-dimensional, age- and gender-specific barriers to education for children and adolescents.
  • Work with other sector teams, including CPiE, sexual and reproductive health and rights (SRHR) and climate change and resilience, to strengthen safe learning environments that promote social and emotional learning and psychosocial support and supporting the wellbeing of children and adolescents in all their diversity.
  • Ensure alignment of Plan International’s EiE work with child protection, gender and inclusion priorities whilst also ensuring innovation is central to Plan International’s approach.
  • Ensure the effective planning, implementation and coordination of EiE-CPiE integrated programming for out of school children including children associated with armed forced and armed groups (CAFAAG), child survivors of gender-based violence (GBV), children on the move. This programming includes but is not limited to actions to support immediate access to and retention in education and child protection services, transition through different levels of accredited formal and non-formal education, and referral to multi-sectoral services.
  • Ensure that EiE interventions are aligned with the Inter-Agency Network for Education in Emergencies Minimum Standards (INEE MS), Minimum Standards for Child Protection in Humanitarian Action (CPMS) and other global humanitarian standards, guidelines and tools.
  • Identify integrated EiE-CPiE programme supply needs and coordinate with the logistics team to ensure timely procurement and delivery.

Representation and Partnership (10%):

  • Work with CO colleagues to represent Plan International at relevant clusters, working groups, and in other fora related to EiE and CPiE.
  • Participate in the development of the Education Cluster/Working Group response strategies, including the Humanitarian Response Plan, Humanitarian Needs Overview and Rapid Response Plan processes, ensuring a focus on gender and inclusion.
  • Support the integration of EiE and CPiE responses in preparedness, anticipatory action and rapid response planning between the Education Cluster, CP AoR/working group and other agencies.
  • Support COs to identify opportunities and establish dialogue for partnerships and collaboration with other humanitarian agencies and education stakeholders, particularly local partners, representatives of people living with disabilities (DPOs), women’s and youth groups, education authorities, vocational and tertiary education institutions and teaching unions.
  • Support the development of Plan International’s profile in EiE and CPiE integrated programming particularly in regards to girls in all their diversity.

Resource Mobilization (10%):

  • Build and maintain relationships with relevant government departments, UN agencies and NGOs.
  • Establish/maintain new/existing relationships with key donors.
  • Support Plan International’s COs to build a diversified portfolio of funding for EiE and EiE-CPiE integrated programming.
  • Support development and submission of quality proposals in response to identified opportunities at CO level and in collaboration with local partners.

Programme Monitoring and Evaluation, Reporting and Accountability (10%):

  • Work closely with the Monitoring & Evaluation (M&E) team in COs to develop an integrated EiE-CPIE M&E framework that appropriately monitors the evolving needs of most vulnerable children including CAAFAG and child survivors of GBV in line with the Education Cluster and CP AoR response strategies.
  • Strengthen the capacity of EiE, CPiE and M&E staff to collect and analyse quantitative and qualitative data related to EiE-CPiE programming, ensuring all data is disaggregated by sex, age and disability.
  • Document and disseminate key learning from EiE-CPIE integrated programme responses and use assessments, evaluations and lessons learned to redefine response strategies and EiE interventions, in coordination with the Education Cluster/child protection AoR/working group, authorities, teachers, caregivers and communities, including children and adolescents in all their diversity.
  • Prepare timely reports on EiE projects in compliance with internal and donor requirements.
  • Provide input for regular CO sitreps.
  • Ensure accountability activities effectively and efficiently support community members, including teachers and children and young people in all their diversity and that feedback from all relevant stakeholders is considered throughout all phases of the response.

Learning and Capacity Development (10%):

  • Provide training, coaching and mentorship to programme staff, partners and other key stakeholders on EiE-CPiE integrated programming and related issues such as gender equality and inclusion. Identify and if necessary adapt/develop resources related to priority EiE-CPiE topics, as required.
  • Promote best practices on EiE-CPiE integrated programming internally and externally.

Research, Policy and Advocacy (10%):

  • Drive learning, knowledge management and policy impact by authoring, commissioning and contributing to publications, policy documents, briefing notes and other resource materials ensuring that Plan International has distinct knowledge and evidence on EiE-CPiE programming.
  • Support COs to develop case studies and reports of programme innovation and successes.
  • Engage with key technical groups within Plan International, representing EiE and CPIE .
  • Contribute to relevant global advocacy and policy objectives with documented learning and evidence.
  • Work with the Education Cluster/child protection AoR/working group to develop advocacy strategies informed by contextually relevant evidence and analysis to influence national-level plans, programmes and policies.

  • Global Hub Hmanitarian Team, EiE Team, global child protection in humanitarian action unit, Research and MEAL teams, Plan International networks including longer-term development programming teams
  • CO programme and operational support staff
  • Regional humanitarian staff, including EiE and CPiE technical networks

Technical Expertise, Skills, and Knowledge
Essential:

  • Significant experience in the planning, design and implementation of integrated, conflict sensitive, gender-aware (or better) education programmes in humanitarian settings, that link to contextually relevant, long-term development frameworks.
  • Technical expertise should include:
    • Excellent knowledge and understanding of key issues relevant to EiE and CPiE, including programming to address the unique needs of (adolescent) girls in all their diversity
    • Knowledge of child safeguarding and prevention of sexual exploitation, abuse and harassment (PSEAH).
    • Good knowledge of INEE Minimum Standards, Child Protection Minimum Standards (CPMS) and related resources, and other humanitarian standards including the Core Humanitarian Standard
  • Experience of conducting education needs assessments and M&E activities and an understanding of Sex Age and Disability Disaggregated Data (SADDD), Accountability to Affected Populations (AAP) and child/adolescent/youth participation, with specific attention to girls.
  • Experience with advocacy, particularly influencing around children, adolescents’ and girls’ education, inclusion and education continuity in crisis contexts.
  • Experience of working in a range of humanitarian contexts (e.g. refugee, conflict, rapid onset), including with the Education Cluster and cross-sectoral and education authority collaboration.
  • Experience of capacity strengthening and mentoring on education technical areas with a variety of audiences, and the ability to work comfortably with diverse colleagues in high-pressure environments.
  • Ability to secure funding from public and private funding streams; excellent skills in writing funding submissions and donor reports
  • Excellent negotiation and representation skills
  • Fluency in English, written and spoken.
  • Strong team management, staff capacity building and motivation skills in teamwork and networking.

Desirable:

  • Fluency in French, Spanish, Arabic or any other relevant languages.
  • Significant network with other organisations involved in this field.
