Over the years HIFASS has provided manpower and associated support to HJF Medical Research International, Ltd Gte in support of Research and Nigerian Military HIV program across 34 Military Formations.

Job Title: Barrack Health Committee (BHC) Coordinator
Location: Lagos

Basic Functions
Under the direction of the HJFMRI Prevention Manager, the Barrack Health Committee(BHC) Coordinator will support and facilitate the development and implementation of effective approaches to HIV/AIDS community level activities at Nigerian Ministry of Defense (NMOD) - WRAIR supported program across selected Barrack Health Committee( BHC) sites.
S/he also serves as direct technical program support to AFPACand collaborate with the MODHIP SO 1 Prevention and HJFMRI Prevention Manager on funded President’s Emergency plan for AIDS Relief (PEPFAR) across these sites and with members of BHCs, on the implementation of behavioral, biomedical and structural prevention activities and implementation science activities.
The incumbent will be domiciled at AFPAC and is expected to participate in meetings and trainings related to program implementation, prevention policy and strategic, including meetings with PEPFAR Nigeria teams, collaborators and donor agencies when and if required.
Location: Armed Forces Program on AIDS Control(AFPAC) Lagos.
Essential Job Functions, Duties and Responsibilities
Work with the Armed Forces Program on AIDS Control (AFPAC) counterparts alongside MODHIP SO1 Prevention and HJFMRI Prevention Manager to implement, monitor, evaluate and scale up combination prevention packages by and with BHC committee members across selected NMOD sites.
Work closely with Prevention program teams at AFPAC, MODHIP, HJFMRI and WRAIR Africa implement facility and community evidence-based HIV prevention interventions and approaches that will result in behavior change and contribute to the achievement of PEPFAR and Government of Nigeria Prevention program goals and targets in collaboration with BHC members across NMOD selected sites.
Contribute to strengthening BHC membership knowledge and skills towards developing of community level activities, events, meetings, instituting referrals and linkages between facility and community BHC activities and services for military personnel, their families and civilians living within and around barrack communities.
Work with the AFPAC, HJFMRI Prevention Manager and MODHIP SO 1 Prevention to support mainstreaming of Gender and other wrap around services such as mental health into BHC activities.
Support the development and implementation of yearly and quarterly work plans that will contribute to the achievement of program targets and support the implementation these work plans.
Work with the ADPAC and HJFMRI Prevention Manager to ensure accurate, consistent and correct data is collected at the source; review such qualitative and quantitative data periodically for rends, gaps and comparison to set program targets and use such data to inform program decisions.
Support the planning, implementation, and evaluation of capacity building activities, including development of training materials, activity budgets, co- facilitation, logistics, and liaising with partners (Nigerian Ministry of Defense) where necessary.
Liaise with AFPAC to develop and review target specific Behavior Change Communication messages and materials, and support the distribution of commodities, tools and other program materials.
Participate in the development of technical documents, knowledge and skills related to implementation of research protocols, abstracts, program reports and program profilin and BHC Community Advisory Board(CAB) roles and responsibilities in research activities in barrack and surrounding community settings.
Build capacity, mentor and supervise a core team of BHC activities -program strategies, tools and procedures to standardize the quality of services and activities implemented by BHC across all selected sites.
Submit monthly reports on BHC activities to program team; co-host BHC quarterly in-person meetings and virtual platforms on BHC activities.
Supports and functions as a critical team member of AFPAC, MODHIP, WRAIR and HJFMRI Prevention team as directed towards contributing to activities related to specific HIV/AIDS Prevention including OVC and HIV testing activities.
Any other task assigned by the HJFMRI Prevention Manager with knowledge of AFPAC leadership.
Job Specifications
Minimum Education/Training Requirement: Bachelor’s degree in social sciences, health policy, public administration, sociology, psychology, anthropology, or related social sciences is required. Level IV (fluency) Speaking/Reading/Writing in English Language.
Prior Work Experience: Minimum of five (5) years of public health experience in developing, implementing, monitoring and evaluating Prevention activities for HIV/AIDS programs that involve coordination with diverse community led OR based organization with funding from local or international agency or implementing partner.
Knowledge and skills:
Working experience in designing, implementing, and coordinating community led groups and organizations on comprehensive HIV prevention services.
A good knowledge of the military settings and community programs in diverse settings with diverse populations and history of working closely with government health care system and structures including familiarity with state ministries of Health (MOH), State Agency for the Control of AIDS (NACA), Non-governmental organizations.
Knowledge of HIV/AIDS program design, implementation, monitoring and evaluation of programs including development of workplans, budgets and report development
Working experience in implementing and supporting PEPFAR, Global Fund or other donor community-based programs and activities in diverse community settings.
Working experience with health and/or social service providers, with demonstrated ability to transfer knowledge, skills and implement supervision and mentoring over community based and led organizations and institutions
Ability to develop and/or adapt training curricula to reach diverse community audiences using participatory approaches and techniques for diverse literacy levels of community representatives.
Ability to develop budgets and programmatic strategies and translate them to work plans for use and implementation.
Ability to identify areas for program improvement and to propose solutions to problems related to operations.
Ability to work independently under minimal supervision and routine oversight.
Excellent knowledge of the Microsoft Office suite -excel, PowerPoint and other.
Excellent communication skills (oral and written) to support technical writing.
Exceptional interpersonal skills, capacity to build strong professional relationships with a range of stakeholders in a challenging, multi-cultural environment.
Ability to assess priorities and competently complete a variety of activities with a high level of accuracy and timeliness.
Other Specification: Candidates must be resident or ready to relocate to Lagos. No relocation allowance is provided.
Salary
N250,000 - N260,000 monthly.
