Job Title: Consultant (Development of Price Intelligence Excel Template for Health Sector MDAs)
Location: Kebbi
Position Objectives
The consultant is expected to provide unique yet tailored support in developing a “Price Intelligence Template”, for the health sector MDAs, which adequately captures macroeconomic factors, such as inflationary adjustments, fluctuating foreign exchanges, seasonal market price changes and other variables, in determining the cost estimates for overhead and capital expenditure components of the budget.
Additionally, the consultant will provide technical guidance and training on the deployments of this tool across the health sector MDAs.
Responsibilities and Deliverable
The Consultant will be expected to deliver the following activities with deliverables that are technically acceptable to State2State, including review and feedback, followed up by timely responses from the Consultant:
Desk review of relevant State laws and policies; health budget trends and expenditure cost allocation, including identification of reoccurring expenditure cost items and health sector specific cost items such as procurement of ambulances, purchase of hospital beds, renovation of primary health care facilities, annual procurement of antiretroviral (ARV) medications amongst others.
Development of an Excel-based price intelligence template to cover all operational (overheads) and capital-related health sector cost items.
Virtual Pre-deployment joint State Partners review and validation of the Excel tool to ensure its fit-for-purpose and comprise of the health sector needs and in line with the Bureau of Price Intelligence and Public Procurement
Incorporation of reviews for further improvements of the price intelligence Excel templates
Facilitate a 3-day technical training session on the use of the Price Intelligence Excel Template for MDAs in the Health Sector.
Activity report with the final Price Intelligence Template.
Reporting:
The Consultant will report to and have his/her technical deliverables reviewed and accepted by the State2State Technical Director – Public Financial Management through the State Team Lead (STL).
Minimum Requirements
Minimum of a Master's Degree in a relevant field such as Data Science or Analytics, Health technology and administration, Accounting, Finance, Economics, Public Finance Management, etc.;
Advanced knowledge of Excel functions (e.g., VLOOKUP, pivot tables, data visualization).
Sound understanding of statistical analysis and market research, as well as the ability to analyze pricing data and trends using macroeconomic variables.
Proven experience in financial modeling and data analysis, including big data management.
Minimum of 5 years of experience working in Data analysis, public procurements, Public Financial Management (PFM), budgeting, public policy, and governance-related matters.
Sound understanding of health sector regulations and compliance requirements, including familiarity with procurement processes and pricing strategies in the health sector. Experience working with counterparts at the state government level, with a specific understanding of subnational public procurement and annual budgeting processes. .
Previous experience working with government officials or in government offices.
Experience with USAID or other donor-funded projects focused on governance, public finance management, or health will be an added advantage.
Excellent report writing, facilitation, and problem-solving skills.
Membership in professional bodies such as the Chartered Institute of Procurement & Supply (CIPS), Project Management Professional (PMP), Certified Data Analysis and/or Advance Excel Certified ICT Programmer etc. are an essential requirement.
