Job Title: Analysis of Findings from Nigeria's Sub-National HRH Situational Assessment Consultant
Location: Abuja (Remote)
Background and Purpose of the Consultancy
The Nigeria Health Commissioners Forum (NHCF), in collaboration with the HWM Activity, conducted a comprehensive sub-national situational assessment of Nigeria's Health Resources for Health (HRH) policies and implementation practices. This assessment aimed to identify challenges and opportunities in the management and development of the health workforce, providing evidence-based recommendations for improving the production, recruitment, and retention of skilled health workers.
The primary objective of this consultancy is to analyze the findings from the situational assessment and develop materials for publication contributing to the body of knowledge on HRH in Nigeria.
Reporting Line:
The Consultant will report to the HWM Country Director with dotted reporting lines to the HWM Technical Director and Monitoring, Evaluation, Learning (MEL) and Research Specialist.
Location:
This Consultancy is remote-based.
Tasks
The Consultant will drive the implementation of the following tasks that contribute to the achievement of the following HWM’s Intermediate Result (IR):
Analyze qualitative and quantitative data collected during the sub-national HRH situational assessment ensuring thorough examination and interpretation of results.
Conduct a review of relevant literature to contextualize findings within existing research.
Identify the target audience for the publishable materials and corresponding reputable platforms for publishing the developed materials.
Prepare research manuscripts (minimum of 2) for publication based on the requirements or standards of the publishing entities.
The manuscripts will cover but are not limited to the evaluation of:
Wage bill policies on public health sector staffing and resource utilization
Health labour market dynamics and challenges
Opportunities and challenges in the private health sector to scale up HRH production, and recruitment, enhance competencies, and eliminate quackery.
Deliverables
Minimum of two (2) research manuscripts developed from the findings of the sub-national HRH situational assessment.
Evidence of acceptance of the research manuscripts submitted to publishing entities.
Other Deliverables:
Monthly report containing an update on the implementation status of assigned tasks and expected deliverables.
End of consultancy report containing a summary of activities carried out to achieve the deliverables -at the end of the consultancy - March 31, 2025.
Timing and Level of Effort:
The period of performance of this consultancy is from November 2024 to March 31, 2025.
The expected level of effort is 90 days (not to exceed 8 hours per day in a consecutive 5-day work week).
Approach:
The Consultant is expected to execute the scope of work in close collaboration with the HWM team to produce high-quality technical deliverables.
Qualifications
A minimum of a Master’s Degree in Medical / Social Sciences.
Expertise in conducting research using mixed methods.
Proficiency in data analysis techniques, including statistical analysis and familiarity with data analysis software.
Ability to critically analyze research data and draw meaningful conclusions that can inform future studies or practical applications.
Reasonably successful with developing research manuscripts and publishing health-related research articles.
