The HWM Activity seeks to engage the services of two (2) local consultants to support the project’s closeout documentation including key outputs and outcomes, lessons learned and recommendations for future HRH interventions.
Reporting Line
The Consultants will report to the HWM Country Director with dotted reporting lines to the HWM Technical Director, and Monitoring, Evaluation, Learning (MEL) and Research Specialist.
Location
This Consultancy position is based in Abuja and operates from the HWM Abuja office, and may require travel to the HWM focus States (Bauchi, Ebonyi, Kebbi, Sokoto and the FCT).
Responsibilities
The Consultants will drive the implementation of the following tasks that contribute to the achievement of all HWM’s Intermediate Results (IRs).
Data Collection:
Design a data collection approach for gathering data to develop the closeout report.
Gather relevant documents, including project plans, progress reports, financial statements and stakeholder feedback.
Conduct interviews or surveys with key stakeholders e.g., HWM team members, and project beneficiaries, to collect quantitative and qualitative data.
Comprehensive list of stakeholders interviewed.
Repository of all data collected.
Performance Analysis:
Analyze HWM’s performance against established objectives and expected results.
Assess adherence to budget, timeline and scope identifying variance and their causes.
Powerpoint presentation of findings to the HWM Team
Documentation of findings:
Develop a comprehensive closeout report for the HWM Activity that includes:
An analysis of HWM’s objectives and expected results against performance, outputs and outcomes.
Successes.
Key lessons learned.
Areas for improvement.
Recommendations for future HRH interventions.
The report should also highlight:
HWM’s collaboration with government stakeholders to improve HRH management (production, recruitment, deployment, retention and motivation)
The use of data by government stakeholders in decision-making to improve HRH production, availability, motivation and retention.
The strategies and practices that worked best to increase and retain healthcare workers in rural areas.
Comprehensive closeout report for the HWM Activity
Deliverables
The Consultants will submit other deliverables including:
A monthly report containing an update on the implementation status of assigned tasks and expected deliverables.
End of consultancy report containing a summary of activities carried out to achieve the deliverables -at the end of the consultancy (June 30, 2025).
Timing and Level of Effort
The period of performance of this consultancy is from January 2025 to June 30, 2025. The expected level of effort is 60 days for each consultant (not to exceed 8 hours per day in a consecutive 5-day work week).
Approach
The Consultants are expected to execute the scope of work in close collaboration with the HWM team and relevant HWM stakeholders at the national and sub-national levels to produce high-quality technical deliverables.
Qualifications
A minimum of a Master’s Degree in a relevant field such as Public Health, Social Sciences, Project Management or a related discipline.
At least five years of experience in research, designing data collection approaches and tools, data analysis, or program evaluation, particularly in health or human resource management contexts.
Excellent writing skills for drafting comprehensive reports that present findings, analyses, and recommendations.
Understanding of project management principles, including budget adherence, timeline management, scope assessment, and evaluating project performance against established objectives and expected results.
Strong communication and interpersonal skills to effectively engage with stakeholders, including team members and beneficiaries.
Familiarity with HRH management practices, including recruitment, retention, and motivation strategies for healthcare workers.
Ability to analyze successes and lessons learned from the project to provide actionable recommendations for future HRH interventions.
A portfolio demonstrating previous relevant work and references from past clients or projects that highlight expertise in similar tasks.
