Resolve to Save Lives (RTSL) is a global health organization that aims to save millions of lives by reducing preventable deaths from cardiovascular disease and preventing infectious disease epidemics. Since September 2017, the Prevent Epidemics team at RTSL has been working closely with governments, the World Health Organization, the World Bank, and academic and other partners to strengthen national capacity to prevent, detect and respond to epidemic threats. Some key initiatives include Program Management for Epidemic Preparedness (PMEP) to grow institutional leadership and management capabilities and 7-1-7 to establish a global goal for early detection and response.

Position Purpose
The Senior Technical Advisor will lead the implementation of RTSL's global hypertension medicines access strategy.
This role will provide strategic direction to design and implement initiatives to improve access to hypertension medicines in low- and middle-income countries (LMICs).
The Senior Technical Advisor will coordinate with in-house experts, external partners, and stakeholders to ensure successful program outcomes, including enhancing healthcare readiness, creating demand, increasing access to finance, strengthening coalitions, and supporting effective procurement mechanisms.
The Senior Technical Advisor, Hypertension Medicines Access is a two-year fixed-term position with the possibility of extension based on business need.
This position is open to remote employment and will require flexibility to overlap with ET working hours.
Core Responsibilities
Strategic leadership:
Develop and refine strategic plans to enhance access to affordable, quality hypertension medicines
Set program goals, objectives, and key performance indicators (KPIs) in alignment with organizational priorities
Provides subject matter expertise into medicine access grant and funding applications
Partnership and stakeholder engagement:
Build and maintain relationships with key stakeholders, including governments, healthcare providers, technical partners, and patient advocacy groups
Collaborate with global and local partners to align strategies and leverage resources for maximum impact
Represent RTSL at national and international forums, conferences, and meetings
Technical assistance and capacity building:
Design and implement programs that address barriers to accessing hypertension medicines, such as cost, supply chain inefficiencies, and regulatory challenges
Support training programs for healthcare workers and supply chain managers on best practices
Manage and support short-term subject matter experts to implement medicine access interventions in selected geographies
Market shaping:
Advocate for policies and regulations that support increased access to hypertension medicines at national and international levels
Facilitate market-shaping activities to ensure competitive pricing and supplier participation
Develop and disseminate national and regional hypertension medicines demand forecasts to market players to ensure adequate production and supply of medicines
Supply chain management:
Support country governments to design and implement supply chain systems strengthening interventions to enhance the efficiency and reliability of medicine distribution
Collaborate with stakeholders to develop and implement effective procurement strategies to ensure the cost-effective and timely acquisition of anti-hypertensive medicines at the regional levels
Qualifications
A degree in Pharmacy and a Graduate degree in public health, economics, business administration, public policy, or a related field
At least 10 years of relevant experience working in global/ regional/ national medicines access campaigns, market shaping, leading country-level procurement, and supply chain management programs with a focus on healthcare systems, NCDs, or pharmaceutical supply chains
Proven experience in program management and working with donors, governments and other stakeholders in LMICs
Strong analytical skills, including data analysis and demand forecasting
Ability to communicate technical knowledge and expertise in both policy and operational environments
Excellent written and verbal communication skills in English
Demonstrated ability to work across sectoral boundaries and in diverse, multicultural settings
Able to commit to approximately 30% of travel
Preferred Qualifications:
Knowledge of regulations and policies that govern medicine access globally and in selected countries
Experience with communications and advocacy campaigns

The salary range for applicants based in the US is $120,000 to $140,000 annually.
The exact offer will be determined by various factors, such as the candidate’s skills and experience relative to the requirements of the role.
For applicants based outside the US, salaries are set according to national labor rates for the international NGO sector.
