Role Overview
Under the supervision of the Director, Planning and Health Information, the incumbent shall coordinate and supervise the development of strategic, medium-term, and annual work plans with milestones and results framework for the organization as well as champion efficient resource utilization.
She/he shall also coordinate the preparation of annual work plans across the Institution and provide technical assistance to directorates in the development of projects and programmes.
Role and Responsibilities
Coordinate the development of the Organisation’s Strategic, Thematic and Annual
Support the other directorates in their thematic and annual planning
Coordinate the development and implementation of health financing strategies (Health Accounts, Universal Health Coverage, etc.)
Provide technical support to member countries in their health sector planning and reform exercises.
Coordinate the development of the Organisation’s projects and
Analyze Member States’ National Health Development Plans to identify WAHO entry points and prepare, in collaboration with other directorates, a WAHO response plan.
Coordinate the implementation of the Organisation’s Strategic
Contribute to preparing the Organisation’s periodic activity
Coordinate implementation of the Organisation’s projects and
Coordinate the search for funding for the Organisation’s plans, projects, and
Supervise the monitoring and evaluation of the implementation of the Organisation’s Strategic Plan, Projects, and Programmes.
Coordinate health cooperation with States and other Community Institutions, Partners, and regional and international organisations.
Collaborate with Directorate heads and project managers to allocate resources based on project priorities, timelines, and strategic objectives.
Work closely with various stakeholders to ensure alignment of resource allocation with organizational goals.
Perform any other related tasks as assigned.
Academic Qualifications and Experience
Medical doctor with Master’s degree (or equivalent) in Public Health, or Health Economics or Health Planning, or Planning, or Development Economics, or Policy Management, or Strategic Planning and Management, or a similar discipline, from a recognized university.
Have ten (10) years of professional experience in the planning, design, financing and implementation of development policies, programmes and projects, preferably in the health sector, of which five (5) years in supervisory
Knowledge in designing and planning health
Knowledge of strategic planning techniques, institutional and organizational evaluation, result based management (RBM) and monitoring & evaluation techniques, including theories, standards and models, quantitative/qualitative/mixed methods, validity/reliability testing of data, data analysis and interpretation, and sound knowledge of rules, policies and guidelines of technical partners, donor agencies, members states.
Professional technical knowledge/expertise in developing planning processes to facilitate analysis, synthesis, priority setting, costing and communication and developing methodology to monitor and evaluate programmes.
Professional ability to negotiate funding with partners and apply good judgment.
