Job Summary
The Project Manager will be responsible for overseeing the implementation of a complex project focused on health financing, particularly within the context of a Drug Revolving Fund (DRF), Post-Partum Hemorrhage (PPH), and other related health system strengthening initiatives.
The role involves working with consortium partners and managing collaborations with multiple stakeholders, including government agencies, academia, NGOs, and donors.
The position requires someone with a deep understanding of health financing and the ability to lead diverse teams to achieve project objectives.
The Project
The project seeks to enhance maternal health outcomes by implementing a comprehensive postpartum hemorrhage prevention (using heat-stable carbetocin), early detection (using calibrated drape for diagnosis), and treatment (using oxytocin, misoprostol, and tranexamic acid (TXA)) bundle enabling health system-strengthening interventions in seven targeted states (Delta, Ebonyi, Kano, Katsina, Lagos, Niger, and Plateau).
Additionally, the project will explore opportunities to strengthen systems and enhance service delivery and supply chain for other major causes of maternal mortality, including preeclampsia and sepsis. Specifically, the project aims to improve financial access to high-quality PPH care within secondary and primary health facilities across focus states by facilitating innovative financing mechanisms for PPH bundle.
Job Responsibilities
The successful candidate will be responsible for the following:
Project Management and Coordination:
Manage strategic relationships and stakeholders including government, donor, and consortium partners
Track and report project progress, ensuring timely deliverables
Lead and manage external communication and engagement including representing the organization in high level stakeholders’ meetings
Oversee the planning, implementation, and monitoring of project activities
Ensure alignment with project goals, timelines, and activity budgets
Coordinate with consortium partners, ensuring effective collaboration and communication
Manage project risks and develop mitigation strategies
Prepare weekly updates and monthly, quarterly, annual project reports.
Health Financing and DRF Management:
Provide technical advisory support to the states to improve financial access to high quality PPH care
Provide technical leadership in health financing, particularly in the establishment and management of DRF systems at facility levels targeted at PPH bundle and other complementary medicines and supplies and their supply chain
Provide technical assistance through supportive supervisory visits and mentoring and coaching to improve stakeholders’ advocacy, planning and budgeting capacity to mobilize resources for maternal health interventions
Work closely with financial experts to ensure sustainable financing models are implemented
Advise on best practices for health financing in low-resource settings
Develop/adopt/adapt relevant tools for effective management of the DRF and target medicines and supplies.
Communication and Publications:
Develop and implement a communication strategy to disseminate project outputs, results and impact
Produce relevant knowledge products, process guides, protocols and Information, Education and Communication (IEC) materials requisite for knowledge transfer in the management of DRF and PPH interventions
Publish abstracts, articles, and blogposts showcasing project approach and results.
Monitoring and Evaluation (M&E):
Establish M&E frameworks to track project progress and outcomes
Lead the analysis of project data and use insights to inform decision-making
Monitor and evaluate the impact of PPH and DRF interventions across project focus states.
Capacity Building:
Provide capacity building support stakeholders at the state, local government and health facility levels on DRF and PPH bundle uptake
Identify capacity gaps within the project team, develop and implement training programs to strengthen team capabilities
Foster a learning environment that encourages continuous improvement.
Business Development:
Actively seek opportunities within existing project to expand HSDF’s business
Contribute to writing high-quality proposals to secure new grants and funding for impact-driven work
Maintain strong and positive working relationships with partners and key stakeholders, including donor agencies and the government.
Qualifications and Competencies
The successful candidate is expected to have the following qualifications, technical competencies, and behavioral competencies.
Educational Background:
An advanced degree in medicine, public health, health economics, health services, or a related field, preferably Masters.
A master’s degree in public health, health economics, health services, or a related discipline will be advantageous.
Experience and Expertise:
At least 7 years of experience in project management within the health and social sector, especially in health financing.
Proven experience leading advocacy efforts, working across consortiums, managing diverse teams, and collaborating with multiple stakeholders.
Significant experience in health insurance management and benefits package design
Demonstrated experience managing interventions to reduce PPH and related drivers of maternal deaths.
Experience leading innovative health financing and health workforce initiatives in Nigeria.
Experience in communications and publications, with a track record of developing successful communication strategies and producing high-quality reports.
Strong leadership and team management skills.
Ability to manage complex projects with multiple components and stakeholders.
Proficiency in project management tools and software.
Strong analytical and problem-solving skills.
Ability to work under pressure and meet tight deadlines.
Proficiency in Microsoft Office suite (Outlook, Excel, Word, PowerPoint, etc.)
Excellent organizational and time management skills
Experience organizing and mobilizing various stakeholders and resources to improve health outcomes
Ability to work both independently and as a member of a team and to handle multiple priorities is required
Proficiency in French is a plus
