Project Overview
Data.FI is a multi-year global project funded by the U.S. Agency for International Development (USAID) to support the host countries’ HIV and COVID-19 responses and the US Government’s Global Health Security Agenda (GHSA) initiatives.
Data.FI partners with programs to accelerate and sustain access to high-quality data to expedite HIV and COVID-19 epidemic control and maintenance. By improving global, regional, national, and community/local in-depth analyses of HIV and COVID-19 epidemiologic and programmatic data, Data.FI expedites program achievements to improve client services and attain and sustain control of the epidemics.
The project supports host country governments to enhance existing health information systems (HIS), informing management responses to gaps in programming and sustaining impact by supporting local partner transition.
Data.FI also plays a key role in USAID's goals of helping partner countries on their journey to self-reliance and transitioning local organizations to prime recipients of US Government funding.
Data.FI project activities commenced project implementation in Nigeria in 2019 and over the years, the project has enhanced the data analytics systems with interoperability across internal and external digital health platforms, and data use activities such as investments in situation room methodology through capacity building of leadership at both the federal level and State Ministries of Health (SMOHs).
In FY25 (October 2024 – September 2025), Data.FI is received additional funding from USAID and being tasked to support the Federal Ministry of Health’s National Tuberculosis (TB), Leprosy, and Buruli Ulcer Control Programme (NTBLCP) and selected State TB and Leprosy Control Programmes (STBLCPs) through strengthening data management systems to promote data use, strengthen monitoring and evaluation (M&E) capacity through mentoring, and support the operationalization of existing TB Situation Rooms (TBSRs) at the national and state levels.
Data.FI will leverage on project past experiences to collaborate with the NTBLCP, STBLCPs and other TB stakeholders to build on existing gains and strengthen data use to enhance data-driven decision-making and learning among stakeholders.
This activity will foster a collaborative platform for knowledge sharing, capacity building, and collective problem-solving. The expected outcomes would include improved data literacy, enhanced data quality, increased collaboration, and better-informed policies.
Purpose of Position
Palladium is seeking to employ a TB Monitoring and Evaluation (M&E) / Surveillance Advisor for delivery of workplan activities related to supporting and enhancing the performance of the TB M&E and surveillance system in tandem with the NTBPLC and STLCPs and the performance management of USAID/Nigeria’s TB implementing partners in data visualization, analytics and use.
(S)he will be responsible for designing and implementing the M&E activities of the Data.FI TB activity and performance tracking of indicators as mandated by USAID.
(S)he will maintain and ensure timely update of the Automated Partners Reporting Platform (APPR) data for timely submission data reports to USAID, NTBLCP, and other stakeholders.
The M&E/Surveillance Advisor will report to the Data.FI Nigeria Senior Public Health Surveillance Advisor and work closely with the Data Use and Analytics team.
This is full-time position with a contract for 1 year, renewable subject to availability of funding.
Primary Duties and Responsibilities
Lead in the preparation of consolidated reports that include concise narratives and relevant tables to meet national and donor reporting requirements.
Ensure prompt update of analytics and visualizations on the APPR, USAID’s Comprehensive Access review Dashboard (CARD), and other platforms as may be required.
Provide technical support to reporting and administration of the APPR system; ensure its optimal use at the national level and facilitate access across the hierarchies.
Update and maintenance of indicators, generating indicator code lists, and configuration of data elements on the APPR. Based on PEPFAR MER Indicators and other custom TB indicators, generate indicator code lists to be implemented on the APPR.
Provide technical support to the implementation of the TB situation room methodology at the national and sub-national levels. Research, plan, analyze, and organize data to develop policy briefings, publications, and reports.
Support implementation and standardization of a unified TB data use strategy and data review guidelines at the national level and across the states of focus.
Proactively analyze TB data; develop data packages, reports, and slide decks on state and country level performances. Provide SI (data collection, analysis, reporting, and use) support to the USAID/Nigeria and NTBLCP.
Support implementation of data reviews for rapid action methodology at the national and state levels.
Work with the Deputy Country Director in preparing quarterly/annual reports on project progress and monitoring project activities on a regular basis.
Respond to routine data analysis requests from the USAID HIV/AIDS and TB (HAT) team and provide necessary feedback in a timely manner.
Working with the SI Specialists in the states, support implementing partners to facilitate and support high-frequency reporting (HFR) processes to identify barriers to data use and generate solutions to address those barriers.
Support documentation of best practices and use cases at the national level.
Conduct regular analysis and reviews of national-level performance on key priority indicators.
Work with implementing partners to standardize monitoring and evaluation systems. Any other duties assigned as per the dynamic programming environment
The TB M&E and Surveillance expert will be responsible to assist NTBLCP and stakeholders in their efforts to generate TB quality data for decision-making at all levels
Continuously assess NTBLCP’s M&E and surveillance system to identify gaps, weaknesses, bottlenecks in data management, and use the findings to develop interventions in improving the data management procedures
Support with monitoring the performance of high TB burden states through the analysis of core indicators.
Respond in a timely manner to ad-hoc data analysis requests by NTBLCP and USAID.
Required Qualifications
A Master's Degree in Public Health, Statistics, Health Informatics, or a related field.
Experience working with the NTBLCP and/or other infectious disease control programs in Nigeria.
Minimum of five years’ relevant experience in TB disease surveillance, data collection and reporting, experience working with Health Management Information Systems supporting data management, data analysis and data dissemination for decision making. Sound technical experience working with DHIS2 systems preferred.
Demonstrated extensive experience working on M&E methodologies, data collection and analysis, and dissemination of findings.
Experience in leading and conducting rigorous and evidence-based data quality assessments (DQAs).
Technical Knowledge working with patient-level and aggregate data management systems; experience with LAMISPlus in Nigeria and National OVC Management Information System (NOMIS) preferred
Proven skills in data analysis with proficiency in statistical packages – Stata, SPSS, NVivo, advanced MS Excel, BI applications or other relevant statistical packages
Sound problem solving, analytical, and decision-making skills.
Ability to work well under pressure, skilled in crisis management, and problem solving
Ability to work in a dynamic and agile environment with changing requirements and priorities
Excellent written and verbal skills in English to communicate technical information to audiences with varying levels of technical expertise.
