We are recruiting to fill the position below:
Job Title: Regional Learning and Culture Officer - Africa
The Regional Learning and Culture Officer is responsible for consolidating learning needs from Individual Development Plans (IDPs), Competency Assessment Training Needs outcomes and developing a learning calendar for the region and compiling the consolidated learning needs from the countries.
The role will document and track all annual learning plans for the regional office while curating all in-country learning plans as provided by the Country People team.
Working within Heifer International’s procurement guidelines, the role holder facilitates the procurement process for the identification of service providers to actualize the learning calendars and delivering on the plans for the year, resulting in the achievement of our Annual Training Plan / individual training days target and Return on Investment on Learning and Development initiatives.
Project Manages regional learning events working collaboratively with country teams where required.
With guidance from the Director Learning and Culture collate Employee Engagement, Learning and Culture assessment outcomes, analyzing the survey and creating reports, organizing stakeholders’ forums for continuous engagement on Culture and Employee Engagement initiatives. The role will also backstop for any of the in-country Learning & Culture Officers.
This position will be based at the Africa Regional Office in Lagos, Nigeria.
Responsibilities & Deliverables
Learning Program Consolidation and Resourcing (25%):
Collating learning needs from Team and Individual Development Plans (IDPs) from Performance Learning Objectives, Training Needs Analysis, Competency Assessment, Hiring Process, Talent Plans and Skills Survey.
Developing a learning calendar for the Regional office and collating Country Learning calendars.
Project manages the learning calendar so that all annual learning plans are delivered on time and in full to result in the continuous capacity building of regional talent.
Fostering initiatives to deliver a learning organization culture.
Fulfilment of Learning Initiatives (Training Delivery) (25%):
Manages the vendor recruitment process for service providers to actualize the learning calendars and deliver on the plans for the year.
Setting up of training sessions such as workshops, e-learning modules, and on-the-job training.
Coordinate with external trainers or training providers as needed.
Coordinate learning events in country and inclusion of country teams in Regional Learning events.
Create and promote internal communication campaigns to highlight learning opportunities and cultural initiatives.
Track and report on the learning and culture budget for the regional office.
Seek cost-effective solutions for training and development initiatives.
Onboarding learning need analysis for new joiners that introduce them into organizational culture and ways of working.
Workplace Culture (25%):
Collate Employee Engagement assessment reports/ action plans and outcomes for Regional Office and Countries.
Set up and manage stakeholder events.
Monitor and report on continuous engagement of country teams on our Heifer Africa values including the behavioral index action plans.
Coordinate with cross-functional teams to ensure consistent communication and implementation of cultural initiatives.
Be a champion of the organizational culture, helping the team understand and live the organization’s core values through project management of programs that promote a collective and shared experience.
Learning Metrics and Evaluation (10%):
Monitoring the delivery of our Annual Training Plan / individual training days target.
Coordinate post-training assessment to ensure effectiveness of the Learning and Development initiatives.
Ensure learning effectiveness KPI reporting.
Analyze learning metrics and feedback to make continuous improvements.
Operations (10%):
Monitoring uptake and usage of the courses on the e-learning platform/ HR systems and ensuring our database is up to date.
Any Other Assigned Function (5%):
May perform other job-related duties as assigned.
Minimum Requirements
Bachelor’s degree in human resources or organizational development, Education, Business Administration and/or related social science field.
5-7 years of experience in a busy learning and development function.
Experience managing learning service providers.
Proven experience on coordinating trainings and delivery of learning programs.
Strong understanding of organizational culture and its impact on employee engagement.
