Job Description
NRC has been present in Nigeria since 2015 and has been working to help displacement-affected communities meet their basic needs, improve their livelihoods, access essential services, and enhance their resilience to future shocks through our six core competencies: water, sanitation, and hygiene (WASH), Shelter, Education, Information-Counselling and Legal Assistance (ICLA), Livelihoods and Food Security (LFS), Camp Management, and Protection.
NRC provides immediate assistance during the onset of emergencies through the rapid response mechanism (RRM).
With a workforce of 370 staff and a presence in key locations such as Maiduguri (in Borno State), Yola (in Adamawa State) and Jos (in Plateau State), NRC can respond to the needs of those affected by the conflict across North-East, and North Central Nigeria.
These strategic locations have allowed NRC greater reach from the north and south parts of the North-East and North Central region and allowed NRC to contribute to bridging the gap between humanitarian aid and development cooperation, including by focusing on equitable access to basic services and strengthening the rights of displaced people and returnees. In addition to the Country Office and the above-mentioned Area Offices, NRC has sub-office structures in Dikwa, Monguno, Biu, Mubi, Pulka and Gwoza.

If you are those people, the Norwegian Refugee Council in Nigeria is looking for an enthusiastic and passionate Logistics Officer to join our team in Maiduguri, Borno State. 
You will be responsible for the overall establishment and implementation of the NRC logistics systems and procedures for the NRC Area North office.
Responsibilities
Generic responsibilities:
Supervision and capacities building of logistics team under his supervision
Implement NRC’s logistics policies and procedures with regards to procurement, fleet, warehouse and assets management at office level.
Ensure compliance with NRC’s Logistics Handbook, other NRC policies and donor requirements in all procedures and processes.
Ensure anti-corruption, transparency, and cost efficiency principles in all processes (e.g. in vehicle management, asset management, warehousing and procurement of service/goods and works)
Implement a filing system/archive according to local requirements
Ensure NRC fleet, warehouse and assets management system are in place and followed at area level
Provide support on market surveys and assessment.
Prepare weekly and monthly reports and sent to Logistics Coordinator
Specific Responsibilities
Procurement:
Ensure that all procurements are done in accordance with NRC logistics policies, procedures and donor regulations
Check and receive purchase requisitions and initiate the procurement process according to NRC procurement regulations and thresholds
Ensure RFQs and ITBs, are prepared and sent out within the agreed lead time
Complete and issue purchase orders in accordance with NRC regulations.
Check procurement documents (Bid analysis, Purchase orders and Payment documents etc...) and submit to signatories for verifications and approvals.
Check payment documents as per procurement checklist before submission for approvals and to finance.
Follow up with suppliers and organize delivery of materials.
Conduct regular market surveys to identify suitable and reliable suppliers and service providers
Maintain updated vendor data base at area level
Fleet Management:
Managing and tracking of all vehicles on the fleet, when required to support the area offices
Ensure that vehicles are checked on a daily basis, and that regular service and maintenance is carried out as per agreed schedule as well as managing service agreements such as vehicles fueling.
Ensure vehicles have current and lawful documentation.
Receive travel requests and maintain trip schedules and Staff Movement Board.
Produce logistics site report, vehicle and generator cost performance report.
Ensure proper usage and Maintenance of the Area Office Generator by keeping an up-to-date generator logbook for usage and services.
Asset Management:
Maintaining up-to-date control of all assets including tracking donor, value, and location, managing staff issue, and recording all asset movements and disposals
Oversee the issuance and return of assets to/from staff in the absence of assets focal person
Update asset register and send to country office every month in the absence of the asset’s focal person
Warehousing Management:
Will only provide supportive role in the absence of area warehouse staff.
Manage and maintain the physical warehouse.
Ensure quarterly stock check and reconciliation.
Ensure random spot check on stock in the warehouse
Ensure all program stock are released through NRC stock release/requisition form and accompanied with a waybill to Beneficiaries/point of usage.
Qualifications
Professional competencies:
These are skills, knowledge and experience that are important for effective performance.
Bachelor'S Degree in Business Administration or any related field.
Experience from working as Logistics Officer in a humanitarian/recovery context
Previous experience from working in complex and volatile contexts
Documented results related to the position’s responsibilities
