Job Description
The M&E Specialist will report to the Monitoring, Evaluation and Research Manager to provide technical leadership in the development and operationalization of Helen Keller Nigeria projects Performance Measurement Plan (PMP) to generate strategic data for program management, reporting and documentation of best practices.
In addition, the M&E Specialist will work closely with the MER Manager to lead the design and implementation of the program monitoring and evaluation framework and information system to track delivery against targets, outcomes and impacts.
S/he shall lead the analysis of data collected for assessment of progress and determination of areas of improvement.
S/he shall guide reporting processes amongst technical staff and consolidate program reports, promote learning and knowledge sharing of best practices and lessons learnt. S/he shall support all the technical staff in M&E functions.
Responsibilities
Management Responsibilities:
Spearhead the strategic design and implementation of the HKI projects PMP in line with Donor and national reporting requirements.
Work independently with authority from the Program Manager (s), within strategy and policy guidelines.
Makes decisions with regards to work responsibilities and is accountable for them.
Has access to information within projects, and is responsible for program data generation and management of budget and all assets in the M&E unit.
M & E Technical Responsibilities:
Establish systems for the flow of information from service-delivery points to projects central data base and ensure timely M&E technical support to all implementing LGAs/facilities. As well as conduct periodic data quality audits.
Ensure Helen Keller Nigeria PMP provides adequate/accurate data for Donor reporting; and provides inputs into other national and international reporting systems.
Build the capacity of Helen Keller M&E staff in the design and implementation of a coordinated and effective monitoring and evaluation system.
Ensure state-of-the art database management practice at Helen Keller.
Analyze M&E data on a monthly, quarterly and annual basis and flag action areas to the project management.
Link and analyze resource inputs, outputs and outcomes and report on project effectiveness and efficiency.
Work with Helen Keller management to document and publish best practices.
Liaise and network with relevant Helen Keller Intl project partners and collaborators to harmonize our reporting systems.
Provide clear documentation of programmatic achievements and keep Helen Keller management informed on monthly, quarterly and annual basis.
Coordinate writing of reports and take responsibility for compilation of project report to the donor and partners.
Develop a strong monitoring & evaluation plan consistent with Donor results framework.
Plan and organize routine data quality audits, and serve as a catalyst to enhance systems that bridge data collection with analysis and data-driven decision making and planning.
Any other responsibilities as assigned by supervisor/managers.
Key Performance Indicators:
Successful implementation of the Helen Keller Nigeria projects:
Effective tracking and reporting of program indicators
The development of Helen Keller projects Performance Measurement Plan (PMP)
Development of M&E framework and tools for the projects
Implementation and reporting of annual work plans.
Qualifications
A first degree in statistics, mathematics or public health or science related filed.
Minimum of masters degree in biostatistics, epidemiology, public health or related field.
Minimum of 5 years working as an M&E specialist in a development field.
Ability to analyze data using different M&E tools such as EPIinfo, SPSS, SAS or similar statistical software
Familiarity with android-based survey collection tools will be an advantage
Demonstrates technical knowledge pertaining to job requirement
Critical thinking and problem-solving skills;
Able to work under pressure minimal supervision and able to meet up deadlines.
Ability to use computer software such as Microsoft office, internet.
Must possess good interpersonal skills and a good team player.
Demonstrated excellent personal integrity and confidentially
Experience in M&E system design.
Experience in data processing and with computers.
