We are recruiting to fill the position below:

Job Title: Cooperating Country National Personal Service Contractor (CCN PSC) USAID Project Management Specialist (Monitoring & Evaluation)

Period of Performance: Five (5) years renewable, estimated to start o/a November 2024..

Statement of Duties
General Statement of Purpose of the Contract:

  • The USAID Project Management Specialist – Monitoring & Evaluation (PMS M&E) is a position within the Peace and Democratic Governance (PDG) Office. S/he will report to the Supervisory Democracy Officer.
  • The incumbent is expected to provide a broad range of support to the PDG Office in all matters related to M&E, including data collection, analysis, and reporting.
  • S/he is involved in multiple aspects of PDG’s activities ranging from specific duties related to the coordination of PDG’s M&E tasks, to more general responsibilities such as drafting stories of outcomes achieved within the PDG portfolio and representing PDG in external meetings involving other donors, implementing partners and Government of Nigeria (GON) officials.
  • PDG manages programming in elections, civil society and media, subnational governance, and conflict mitigation. The Specialist may be expected to perform work-related travel.

Statement of Duties to be Performed
The Project Management Specialist (Environment) has the following duties:
Program and Project M&E Support (70%):

  • As the point of contact for M&E, s/he has a wide range of responsibilities that fall under two major areas: 1) technical support for PDG’s M&E tasks; and 2) management and maintenance of performance M&E information systems, such as The Development Information System (DIS).
  • The incumbent exercises a significant level of independent work and is expected to call upon a broad understanding of all activities undertaken by USAID/Nigeria and to be familiar with USG and Agency policies and procedures as related to U.S. development assistance.
  • The PMS M&E will be responsible for working with the PDG office leadership and other relevant mission personnel on tracking and reporting on performance measures that support each of PDG’s technical divisions: conflict mitigation and management; elections; civil society and media; and subnational governance.
  • S/he will play an important role in PDG’s regular M&E planning efforts and performance reviews to assess program and activity progress against the development objectives.
  • S/he will be responsible for assisting the PDG Office in annual Performance Plan and Report (PPR), Operational Plan (OP), and bi-annual Portfolio Review (PR) planning and reporting as well as field- based monitoring, and any special performance reviews, assessments, or evaluation exercises.
  • S/he will provide advice and recommendations based on current knowledge of and best practices in M&E techniques and methodologies.
  • The PMS M&E will work closely with PDG team members to maintain PPR indicator data and manage the PPR process, including ensuring that all reported data meet the minimum requirements for data quality, including completion of data quality assessments (DQA) as needed.
  • In consultation with the Agreement/Contract Officer Representative (AOR/COR) s/he will review activity work plans, quarterly reports, and other activity deliverables to ensure alignment with the project scope and annual monitoring evaluation and learning plan (AMELP) target.
  • These monitoring activities of PDG implementing partners include tracking progress against program descriptions, implementation plans and annual work plans; assessing progress and potential barriers to achievement of results; recommending program modifications to address problems; and documenting results in coordination with technical offices and relevant support offices. S/he will help identify when evaluations are helpful or necessary, what factors should be considered in the design and execution of evaluations and assessments, suggest mechanisms and approaches for conducting evaluations, and interpret evaluative findings for PDG use and for wider audiences.
  • S/he will lead the preparation of briefers and other communication products for internal and external audiences.
  • Edits and proofreads memos and documents. Coordinates with other technical and support offices to develop communication materials, facilitate meetings, and conduct presentations to internal and external audiences.
  • S/he will also ensure appropriate clearance of PDG internal and external documents according to USAID/Nigeria mission orders and assist with preparing speeches for USG officials.

Data Collection and Analysis (30%):

  • The PMS M&E is responsible for coordinating inputs for the Agency’s performance reporting systems, including DIS.
  • S/he will communicate to PDG’s implementing partners about USAID’s annual reporting and will collect, compile, and review the data tables from implementing partners to ensure quality control and compliance with agency guidance.
  • S/he will work closely with the Agreement Officer’s Representatives/Contracting Officer’s Representatives (AOR/CORs) or Activity Managers to prepare performance narratives as well as other required narratives focusing on performance management issues, indicator data, and impact/results.
  • S/he will be responsible for creating activity files and custom indicators in DIS for all PDG activities.
  • S/he will provide leadership, thoughtful analysis, and technical support to the monitoring and evaluation needs of PDG by ensuring that: 1) implementing partner performance monitoring systems are operating effectively and that reliable impact indicators are established; 2) data is collected and analyzed periodically to support management decisions; and 3) the PDG Office is in compliance with all reporting responsibilities, including periodic writing of PDG program accomplishments in Agency newsletters.

Supervisory Relationship:

  • Immediate Supervisor is U.S. Direct Hire (USDH) Peace and Democratic Governance Office Director or his/her designee, who outlines duties and responsibilities in terms of Mission policies and objectives.

Supervisory Controls:

  • Supervision of not anticipated.

Physical Demands:

  • The work requested does not involve undue physical demands.

Minimum Qualifications Required

  • Education: A minimum of a bachelor’s degree in political science, Health/Behavior/Social Sciences, Economics, Statistics, Mathematics, Computer Science, Demography, Evaluation, Public Administration, Public Policy or Information Systems is required.
  • Prior Work Experience: Minimum of five years of progressively responsible professional experience working in a monitoring, evaluation and learning role, that includes the collection, analysis, communication, and presentation of data in a relevant sector and information related to the targets, indicators, and/or budgets of development assistance is required. At least three of these years must be with international and/or donor organizations. Demonstrated experience with information systems, database software and statistical packages is required.
  • Language Proficiency: Level IV (Fluent) oral, reading, and writing ability in English is required.
  • Job Knowledge: Expert knowledge of monitoring and evaluation methodology, data quality assurance, analysis, communication, reporting and best practices in data dissemination and data use as required. The ability to identify, analyze, interpret, and present data and research findings to a diverse audience is required. Strong knowledge of the objectives and operations of USG and/or comparative international donor programs in education and/or social development is required. Expert knowledge of team management techniques to plan, organize, and direct project teams and activities is critical to the success of the position. Experience using web-based data systems is required.

Skills and Abilities:

  • Ability to plan, organize, manage, monitor and evaluate large donor funded activities. S/he must have expert skills and abilities to manipulate and analyze data sets; to adapt to continuously changing guidelines and requirement from USAID; and to work under pressure with tight deadlines S/he must demonstrate ability in the design monitoring and evaluation methods to produce, analyze, use and share information with a variety of actors in different environments is required.

    S/he must have strong verbal, writing, and diplomatic skills in order to form good working relations with implementing partner’s staff, high level nation and state government officials, other development partners and external stakeholders.

    Expert writing skills to prepare and edit technical and ad-hoc reports that clearly translate highly complex programmatic information into actionable information, in keeping with Agency standards, are required.

    S/he must have advanced ability to use IT software specific to governance or social development programs and statistics; and must be expert in Microsoft Excel as well as proficient in PowerPoint, Word and email platforms or their Google equivalents.

    Demonstrated skills using and interpreting statistical software such as SPSS Statistical Software and/or STATA Statistical software is an advantage.

    S/he must have strong capacity to manage activity goals and achievements, both technical and financial; must have skills in project programming and strategy development; and must be able to work effectively in a team environment to achieve consensus on policy, project and administrative matters.

    S/he must have the ability to acquire knowledge of and understand USAID programming policies, procedures, regulations and documentation, and of the objectives and methodology of assigned activities.

Evaluation and Selection Factors:

  • The Government may award a contract without discussions with offerors in accordance with FAR 52.215-1. The CO reserves the right at any point in the evaluation process to establish a competitive range of offerors with whom negotiations will be conducted pursuant to FAR 15.306(c). In accordance with FAR 52.215-1, if the CO determines that the number of offers that would otherwise be in the competitive range exceeds the number at which an efficient competition can be 

    conducted, the CO may limit the number of offerors in the competitive range to the greatest number that will permit an efficient competition among the most highly rated offers. The FAR provisions referenced above are available at https://www.acquisition.gov/browse/index/far.

    Offerors that meet the minimum requirements, as outlined in this solicitation, will be evaluated, and ranked based on the following adjectival evaluation criteria and characteristics:

  • CCNPSCs are responsible for filing and paying local income taxes, consistent with Nigerian law.
