The Federal College, which was formerly known as National Technical Teachers College, was established in the year 1977. The mandate of the college since its inception was producing technical, vocational and science teachers for primary and secondary schools in the Country. The College was charged with the responsibility of providing full-time courses in the sciences, vocational education, arts and social sciences as well as the professional preparation of teachers for the award of NCE.
It was expected to organize workshops, seminars, conferences and in service courses to up-date and widen the academic and professional knowledge of practicing teachers. The college was also expected to engage in research and the application of theoretical knowledge to concrete situations for the overall development of the country. The College prepares students to acquire National Certificate in Education (NCE). The academic programe is normally for three years, at the end of which if a student satisfy the stipulated academic requirements would be awarded the Nigeria Certificate in Education(NCE) but students with problems in one way or the other are given another two years’ grace period within which to clear the problems.

Job Description
A candidate for the post should be resourceful and conversant with current Federal Government financial rules and regulations as is applicable in particular to Federal Colleges of Education in Nigeria.
He should be honest, transparent and capable of providing sound leadership in financial Management and Administration.
Responsibilities
The Bursar is a Principal Officer of the College. He is the Chief Financial Officer of the College and is responsible to the Provost for the day-to-day Administration and control of the financial affairs of the Institution.
Among others, some specific duties of the Bursar include:
Planning, organizing, coordinating and executing the financial affairs of the College in accordance with the Government financial regulations, treasury circulars and the Governing Council's decisions/directives under sound financial discipline and management.
Maintaining proper books of account and financial records on income and expenditure, as well as assets and liabilities of the College.
Advising the Provost on all College financial matters.
Providing regular and special reports to the Governing Council on the College financial matters.
Coordinating the preparation, submission and defence of the College annual personnel, overhead and capital budget estimates.
Maintaining an up to date record of Federal Government Financial Regulations, directives and circulars.
Maintaining good rapport with the Government Financial regulatory bodies/agencies to ensure appropriate compliance with Government financial rules and regulations.
Preparation of the College annual financial statement for statutory audit by External Auditors.
Qualifications
Candidate must possess a good honour Degree or Higher National Diploma (HND) or its equivalents in Accountancy or Finance, from a recognised Institution of higher learning.
Candidate must possess a relevant Master's Degree from a recognised Institution of higher learning with at least 18 years of cognate experience. Possession of Doctoral Degree is an added advantage.
Candidate must be a Member of a recognised Professional body in relevant field.
Candidate must have been a Deputy Bursar on CONTEDISS 15.
Evidence of a continuous mandatory professional development.
Proficiency in Information Communication Technology (ICT).
Successful candidate must not be above the age of Fifty Nine (59) years of age at the time of taking up the appointment.
Vision Statement:
All candidates must submit in clear terms in not more than two pages, their vision and mission statements for the College in the next five (5) years with particular reference to the Bursary Department.
Tenure:
The appointment is for a period of five (5) years.
