Job Summary
The Supply Chain Manager will provide leadership support in procurement and health commodities supply chain management, from market research and supplier identification to logistics and post-procurement support, warehousing, distribution, utilization and reporting.
Under the supervision of the Director of Management Support Unit, the incumbent will provide procurement and logistics functions for organizational expenditure with external suppliers responsible for the provision of professional expertise and will be at the forefront regarding the implementation and development of procurement strategies.
Essential Duties and Responsibilities
Prepare logistics and support plans, deployment of timelines and budget requirements for current and planned programs.
Develop in-house capacity among program management, medical services, laboratory services and M&E staff in all aspects of supply chain management including forecasting, and contract management of partners and implementing agencies involved in the supply chain management of health commodities.
Advise senior management on the most cost-efficient organization of health commodities (i.e., medicines, laboratory reagents and other medical supplies and consumables) procurement and distribution and ensure accountability of processes.
Provide capacity building to regional offices on systems and monitoring for health commodities supply and utilization in Nigeria.
Ensure that all documentation relating to procurement and supply chain for commodities in the organization, suppliers, implementing partners and regulatory bodies are complete and compliant.
Provide technical assistance to all tiers of government in Nigeria to strengthening national systems for procurement and supply chain management of health commodities.
Provide commercial advice on, and authorization of, contracts, purchase commitments and expenditure made in the organization.
Develop and manage the procurement department including setting targets and monitoring performance.
Develop and deliver a procurement strategy across the organization to deliver the target benefits and financial savings including approving purchase category strategy and savings plans
Engage support and agreement for the strategy from key stakeholders so that implementation and compliance are optimal; promote the effective management of suppliers to sustain value throughout the life of the contract
Provide specialist advice, guidance and service on leading practice procurement to all departments; lead the organization in identification, assessment and management of potential risks associate with differing sourcing strategies;
Provide insight through the analysis of spend, supply markets and savings; maximize the use of the project funds by identifying best practice and leveraging the spend within and outside the organization including monitoring available framework agreements available to non-profit agencies
Ensure all goods and services purchased comply with corporate social sustainability policies and donor requirements
Define and manage key supplier relationships to deliver breakthrough performance in cost, service and quality, including technical input to negotiations on strategically significant contracts and negotiation and management of third party service providers
Develop and agree annual departmental cost savings targets for the annual budget process and annual procurement plans with directors and departmental heads.
Develop a savings reporting mechanism with Finance Director which is understood and accepted by the user departments.
Produce regular reports on performance and provide comprehensive management information and in-depth analysis when requested including spend analysis, savings secured and potential savings - for forecast and budgets.
Qualifications and Requirements
Post-graduate Degree in a relevant discipline and five years of experience working on international projects
Minimum three years professional experience of supporting international procurement and distribution of health commodities such as medicines, laboratory reagents, hospital and laboratory equipment and personal protective equipment.
Ability to work with others and to develop and maintain compatibility among project staff, subcontractors and recipients of assistance.
Significant international work experience in large scale HIV/AIDS, TB or Malaria program. Health commodity logistics, and/or supply chain strengthening essential.
Excellent written, oral and interpersonal communication skills, with ability to work as a team member.

Strong leadership in a complex environment with a high level of uncertainty around predicted or future demand.
