Job Title: Data Enumerator

Locations: All LGAs in Kano and Kaduna
Employment Type: Contract

Activity Brief

  • Talent Lab is seeking to engage qualified candidates for SCIDaR, as enumerators to provide support to the Bill and Melinda Gates Foundation (BMGF) funded project - MLE for targeted performance management of Malaria SNT in Nigeria(MLE Malaria SNT) evaluation process at the Local Government Area (LGA) level.
  • The project aims to evaluate the effectiveness and outcome of malaria prevention, diagnosis, and treatment interventions across Kano and Kaduna states.
  • To achieve this, it is essential to conduct health facility spot checks to gather data on service delivery, facility readiness, and patient satisfaction with malaria services.
  • This will also include data on health workers' experiences using key informant interviews (KIIs). SCIDaR will collect data every quarter leveraging on the monthly integrated malaria health facility data validation by the Roll Back Malaria (RBM) team at each LGA.
  • The data collected will directly inform the evaluation evidence for Learning question 3 - “How well (or not) are the malaria outcomes being achieved and what underlying factors contribute to the observed performance”.
  • This will contribute valuable insights into all four (4) Learning questions that the evaluation process will be answering with robust evidence.

Primary Objective

  • The primary objective of the LGA enumerator' role is to collect accurate and reliable data through health facility spot checks within their assigned LGA.
  • Enumerators must be conversant with the specific health context of the LGA, have relevant experience in conducting field/community-level interviews in the local language, and be willing to travel to communities within the LGA as required.

Scope of Work
Each enumerator will:

  • Conduct spot checks at designated health facilities within their assigned LGA
  • Collect data on various indicators, including availability of malaria diagnostics and treatment, stock levels, healthcare provider practices, and patient satisfaction.
  • Ensure data quality by adhering to established protocols and guidelines.
  • Ensure prompt and accurate reporting of findings to the evaluation team.

Expected Immediate Outputs
Each enumerator is expected to:

  • Attend training sessions to understand the evaluation objectives, data collection tools, and protocols.
  • Conduct facility visits according to the predefined schedule.
  • Use standardized tools on android-supported devices (e.g., checklists, and questionnaires) to collect data.
  • Ensure completeness and accuracy of the data collected.
  • Maintain confidentiality and ethical standards during data collection.
  • Report any challenges or issues encountered during data collection to the supervisor.

Key Responsibilities
Data Collection:

  • Conduct spot checks at health facilities as per the assigned schedule.
  • Utilize standardized tools to collect data on malaria prevention, diagnosis, and treatment services.
  • Verify the availability and condition of malaria diagnostic tools and treatment supplies.

Data Quality Assurance:

  • Ensure the accuracy and completeness of the collected data.
  • Adhere to data collection protocols and guidelines.
  • Ensure prompt reporting of any inconsistencies or field challenges to the supervisor.

Reporting and Documentation:

  • Submit completed data collection forms and checklists promptly.
  • Prepare summary reports highlighting key findings and observations.
  • Maintain detailed records of visits and data collection activities.

Coordination and Communication:

  • Coordinate with health facility staff to schedule visits and facilitate data collection.
  • Provide support in organizing and facilitating community engagement activities related to data collection, as required.
  • Communicate effectively with the evaluation team and report on progress regularly.
  • Participate in team meetings and debriefing sessions as required.

Ethical Standards and Confidentiality:

  • Uphold ethical standards in data collection by ensuring confidentiality and showing respect to participants.
  • Obtain necessary permissions and informed consent from health facility staff and patients.
  • Uphold a professional demeanor and represent the project positively in interactions with stakeholders and community members.

Deliverables:

  • Quarterly completed data collection forms (on CAPI-supported devices) and checklists from each facility visit.
  • Summary reports of observations and any notable findings.
  • Timely submission of data to the evaluation team in the state.
  • Provide regular updates to project supervisors on progress, challenges, and any emerging issues during fieldwork.
  • Participate in debriefing sessions and contribute insights for project improvement based on field experiences.

Qualifications

  • A minimum of a National Diploma; a degree in a relevant field (e.g., public health, social sciences) is preferred.
  • Prior experience in qualitative data collection, preferably in health-related projects or research.
  • Familiarity with malaria surveillance, monitoring, and evaluation concepts and methodologies is advantageous.

Essential Skills:

  • Strong attention to detail and accuracy.
  • Excellent communication and interpersonal skills.
  • Proficiency in using data collection tools and software.
  • Ability to work independently and as part of a team.

Other Requirements:

  • Willingness to travel within the assigned LGA.
  • Familiarity with local health systems and malaria programs is an advantage.
  • The ability to speak the local language(s) is desirable.

Duration and Remuneration:

  • The duration of engagement will be for billable 10 days every quarter for the next 2 years.
  • Enumerators will be remunerated at a prevailing market rate as determined by SCIDaR and which is commensurate with their qualifications and job experience.
  • Payment will be made based on the completion of deliverables and satisfactory performance evaluations.

Supervision and Support:

  • Enumerators will receive guidance and support from LGA Field Consultants and the SCIDaR’s State Evaluation lead throughout the project. They will be part of a larger evaluation team and will collaborate closely with other enumerators and LGA Malaria staff.
  • Regular check-ins and feedback sessions will be conducted to ensure enumerators have the necessary support to effectively fulfill their responsibilities.

  • Enumerators are expected to adhere to the project's code of conduct and ethical guidelines at all times.
  • Any instances of misconduct or breaches of confidentiality will be addressed promptly and may result in termination of engagement.
