Background
The purpose of the five-year (2020-2025) “State Accountability, Transparency and Effectiveness” (“State2State”) Activity is to increase the accountability, transparency and effectiveness of selected state and local governments (LGAs) in Nigeria.
This will be achieved by: strengthening governance systems (with a focus on public financial management [PFM] and procurement, as well as monitoring and evaluation) related to the delivery of services in key sectors (basic education, primary health care, and water, sanitation and hygiene [WASH]); increasing government responsiveness to citizen needs and priorities; and improving government and civil society capacity to manage conflict (through work on prevention, mitigation and reconciliation with the same sectoral partners, not stand-alone assistance to the police or judiciary).
State2State will achieve this purpose by facilitating the strengthening of subnational governance systems in a sustainable manner, supporting the efforts of local reformers, and building on locally derived solutions including, to the extent possible, reforms already working in other parts of Nigeria.
Position Objectives
This position will support the Human Resource Manager in day-to-day HR administrative functions.
The Human Resource Assistant will support recruiting, and provide support in identifying training needs for new and existing staff, as well as planning programs to improve employee welfare.
The HR assistant will also support in the payroll process in preparing and collating timesheets, maintain employee records and ensure the HR department runs smoothly day to day.
Responsibilities
The Human Resource Assistant will support the Human Resource Manager in day-to-day functions:
This includes assisting with payroll functions in reviewing staff timesheets for the S2S Activity on Monthly basis.
Assisting with general employee processes such as recruitment- posting of job adverts, screening CVs against SOWs, developing spreadsheets which summarize candidate’s qualifications and Scheduling of interviews, conducting reference checks for candidates.
Maintain a tracker of staff accrued annual leave, medical leave, and other leave records.
Support human resources processes by administering tests and scheduling new hires for orientation.
Continually learning the latest and best HR practices to improve workplace efficiency.
Perform other related duties as assigned by his/her supervisor.
Reporting:
The Human Resource Assistant will report primarily to the Human Resource Manager and secondarily to Director of Finance and Admin (DFA).
Minimum Requirements
Bachelor’s Degree in Human Resources, Philosophy, Business Administration, Public Administration, Economics, or other relevant fields.
Four (4) years of experience in a Human Resources.
The ideal Human Resource assistant will have experience working within recruitment processes, including writing, and posting job advertisements, conducting background checks on candidates, and assisting with the recruitment interviews and be good at creating compelling graphic designs.
Candidates should also have experience with general human resource computer programs, such as Microsoft Office.
Working knowledge of US Government operations, policies, and procedures, preferred.
Highly organized and the ability to multi-task.
Strong analytical skills with good critical thinking skills, good in graphic design & creativity, supported by proficient writing skills.
