Job Summary

• We need a National Consultancy: National Coordinator to support National Population Commission to Develop a Costed CRVS Strategic National Plan of Action from 2024- 2030 for 6 Months.

Purpose of Activity/Assignment

• The purpose of this consultancy is to support the efforts the Federal Government of Nigeria, National Population Commission (NPC) and partners on the development of a costed CRVS Strategic National Plan of Action from 2024- 2030.
• Using an integrated approach, the CRVS improvement National Strategic Plan 2024-2030 is required to highlight a robust, efficient, effective and integrated CRVS data management system (on Births, Deaths, marriage and Divorce) that interfaces with other national institutional databases such as the National Identity Management Agency (NIMC) Nigeria Immigration Services, National Bureau of Statistics, INEC and the Federal Ministry of Health, etc. 

Scope of Work
Within the delegated authority and under the supervision of the Chief, Child Protection Section and WHO, the consultant as the National coordinator will support the following processes:

• Provide technical and operational support to guide the efforts of National Population Commission to develop a costed CRVS national Strategic Improvement Plan of Action: 2024-2030.
• Lead a team of other facilitators, provide overall strategic guidance and support to the core team from NPC and other stakeholders involved in the processes to the development of draft CRVS National Strategic Improvement Plan of Action 2024 – 2030.
• Undertake a rapid assessment of the achievements, successes and challenges in the implementation of the 2018- 2022 CRVS Strategic National Plan of Action.
• Develop and deploy the template/questionnaires to stakeholders, conduct the quick assessment, ascertain the status and progress made, the key successful areas and the general uptake of each component of the CRVS plan from 2018-2023, most importantly on the 6 generic priority intervention areas and proffer set recommendations on the following:
  • Enabling Policy, Coordination& Legislative Environment.
  • Registration Practices, Coverage & Completeness.
  • Death Certification and Cause of Death.
  • ICD mortality coding practices.
  • Data Management Systems.
  • Monitoring and Evaluation
• Analysis of findings from the assessment and identification of potential innovative priority intervention areas for recommendation to NPC and other stakeholders for inclusion into the CRVS improvement plan.
• Based on the recommendations, develop first and foremost draft CRVS National Strategic Improvement Plan of Action: 2024-2030 using the following modalities and coordination meetings:
  • Provide technical support to the NPC Core team established for the process development of the Strategic Plan of Action and coordinate all the related activities, workshops, meetings, events, as required.
  • Provide technical guidance to NPC core team to map out detailed modalities for the development process including setting the timetable, identifying stakeholders, supporting materials and taking follow up actions till the completion of the development process.
  • During the development process, proactively build and strengthen strategic partnerships with other governments agencies, NGOs and the private sector and leverage these partnerships to achieve wider acceptance of the developed costed CRVS National plan of Action 2024-2030.
  • Support all the workshops organized for relevant stakeholders on the development and validation of the costed CRVS National plan of Action 2024-2030.
• In collaboration with NPC and other stakeholders using standardized model tool, cost all elements of the improvement action plan and develop robust Monitoring, Evaluation & Learning Plan (MELP) based on agreed results framework from the Federal Ministry for Budget and National Planning.
• Coordinate and synthesis findings from different workshops, draft the report based on stakeholders input, and present to UNICEF, WHO and NPC for comments.
• Integrate different comments, finalize report and present to NPC, UNICEF, WHO and prepare a comprehensive costed CRVS National plan of Action 2024-2030

Knowledge/Expertise/Skills Required
To qualify as an advocate for every child you will have:

• Demographer, Public health expert or similar social scientist with proven experience in CRVS as well as in conducting assessments.
• An advanced university degree (PhD) in Public health, Social Sciences, Development Studies, Community Development, Education and/or related field is required.
• Excellent oral and written skills; excellent drafting, formulation, reporting skills.
• Accuracy and professionalism in document production and editing.
• Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development.
• Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel.
• Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment;
• Self-motivated, ability to work with minimum supervision.

Experience:

• A minimum of ten (10) years of relevant progressively responsible professional experience at the national or international levels with implementing and/or supporting national CRVS frameworks with demonstrated capacity to manage programmes involving many stakeholders is required.
• Experience with large scale projects including ICT, budget development and racking, and web-based technologies.
• Published materials and research papers in reputable national and international journals on civil registration, public health, monitoring and evaluation, capacity building, and research works.
• Experience with the UN is an asset.
• Developing country work experience and/or familiarity with emergency is considered an asset.
• Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
