Job Title: Consultant - Youth Focused Analysis on 2024 Humanitarian Response Plan (HRP)

Job Summary

• We are looking to hire an experienced consultant with a robust background in designing, implementing and evaluating youth focused programs and initiatives for the purpose of critically analyzing and assessing the 2024 humanitarian response plan; specifically evaluating its approach to addressing youth-related issues.
• Familiarity with the humanitarian context is essential to effectively contextualize the analysis within local realities and also provide actionable recommendations to enhance youth-focused interventions within the response plan. 

Introduction

• The 2024 Humanitarian Response Plan (HRP) outlines strategies and initiatives aimed at addressing critical humanitarian needs in Nigeria’s Borno, Adamawa and Yobe (BAY) States.
• It focuses on providing assistance and protection to vulnerable populations affected by various crises, including conflict, displacement, and natural disasters. The plan emphasizes efforts to ensure access to essential services such as healthcare, food security, clean water, and shelter.
• It also aims to strengthen resilience and livelihood opportunities for affected communities while promoting humanitarian principles and coordination among aid organizations.
• The overarching goal is to mitigate suffering and support sustainable recovery across the BAY States.
• In addressing youth-focused issues within humanitarian response, the essence lies in recognizing and responding to the specific vulnerabilities, needs, and capacities of young people affected by crises. Integrating youth-focused interventions across various sectors are to ensure a comprehensive and holistic response to their diverse needs.
• By addressing these needs, humanitarian responses can effectively support and empower youth affected by crisis, contributing to their wellbeing, development and future prospects despite challenging circumstances. 

Purpose of the consultancy

• It is in line with the above that ActionAid Nigeria is looking to hire an experienced consultant with a robust background in designing, implementing and evaluating youth focused programs and initiatives for the purpose of critically analyzing and assessing the 2024 humanitarian response plan; specifically evaluating its approach to addressing youth-related issues. 
• The main purpose of this consultancy is to determine “the youth friendliness” of the 2024 humanitarian response plan for empowering youth affected by crisis through;
• Provide a textual background on the humanitarian situation in the BAY States, highlighting factors influencing youth vulnerabilities (e.g conflict dynamics, displacement, socio-economic conditions) to inform the analysis. 
• Reviewing the existing 2024 Humanitarian Response Plan (HRP) to gain a deep understanding of the challenges and opportunities for youth participation in humanitarian efforts in Nigeria.
• Outline youth friendly initiatives in the HRP that seeks to empower youth voices, address their specific needs and foster their active engagement in decision making processes to ensure more effective and inclusive humanitarian actions. 
• Provide actionable recommendations based on findings from the analysis.

Duration:

• The estimated duration of this assignment is 10 days. (August 12th to August 21st, 2024)

Required Skills, Experience and Education

• At least an advanced Degree in Humanitarian Studies, Social Sciences, Public Policy, Youth Studies or a related discipline is essential. 
• Comprehensive knowledge of humanitarian principles, practices and framework is crucial. 
• A good understanding of youth-to youth approaches in humanitarian and development context
• Familiarity with the humanitarian landscape in the BAY states, including challenges faced by youth in crisis situation, is highly advantageous. 
• Strong analytical abilities to interpret complex data, identify trends and draw meaningful conclusion.
• Experience in facilitating youth consultations, participatory approaches and ensuring meaningful involvement of youth in decision making.
