Sirri Care Foundation (Sirri Care) is a Non-Governmental Organization that was founded in 2019 and incorporated in 2020 with the mission of empowering, preventing and protecting vulnerable communities. We are recruiting to fill the position below:

Job Title: GBV Facilitator

Location: Maiha / Gombi LGA, Adamawa
Employment Type: Part-time

Job Summary

  • The 2030 Agenda for Sustainable Development asserts that gender equality and women’s empowerment are crucial to achieve sustainable development, with the elimination of violence against women identified as one of the key areas.
  • Ending abuse and violence, including sexual and gender violence is also a key priority to end abuse, exploitation, trafficking and all forms of violence against women and children),
  • Actions for Gender Based Violence ‘are therefore needed to put the focus on capacities of working in the social welfare and other systems to adequately recognize and address gender related issues, including gender specifics of boys and girls related to behavioral problems (such as mental health problems, trauma, victimization, abuse-related problems, aggression etc.). Also gender social norms needs to be considered, reflecting on masculinity and femininity. Gender specifics of professionals working in the social welfare and justice institutions also have to be taken into account, especially related to the direct work (approach, methods) and their roles in building and maintaining the relationship with adolescents and youth.
  • Conduct workshops on GBV and child safeguarding, child rights and human rights, the value of education for 150 paternal grandmothers, husbands, fathers and caregivers.

Purpose:

  • Build the capacity of community support networks for 150 paternal grandmothers, husbands, fathers and caregivers.

Target Group:

  • Paternal grandmothers, husbands, fathers and caregivers.

Purpose and Objective of the Consultancy

  • The purpose of this assignment is to build the capacity of community support networks on GBV and child safeguarding, child rights and human rights, the value of education for 150 paternal grandmothers, husbands, fathers and caregivers.
  • To provide 150 (paternal grandmothers, husbands, fathers and caregivers) with a thorough understanding of GBV, its forms, causes, and consequences.
  • To equip 150 paternal grandmothers, husbands, fathers and caregivers. with practical skills and tools for GBV response and prevention.
  • To raise awareness on child safeguarding, child rights, and human rights.
  • To emphasize the importance of education in preventing GBV and promoting child and human rights.
  • To foster a supportive and collaborative environment for addressing GBV within the organization and the broader community.

Scope of Work

  • This assignment targets stakeholders in schools, communities and local authorities in the target locations of Sabon Layi and Kwambon Layi of Gombi and Maiha LGA respectively Adamawa State

Specific scope of work entails the following:

  • Assess the sustainability of the intervention in achieving transformation of attitudes, values and beliefs related to gender-power relations in support of addressing violence against women and girls;
  • Determine the impact of the intervention with respect to supporting the overall programme objective of the prevention of violence against women and girls;
  • Analyze how human rights approaches and gender equality principles are integrated in implementation;
  • Identify and validate lessons learned, good practices and examples, and innovations of efforts that support the prevention of violence against women and girls;
  • Provide actionable recommendations with respect to social mobilization interventions.

Proposed Methodology and Approach

  • Overall methodology should apply mixed approach to build necessary knowledge and skills related to case disclosure, prevention, as well as sensitivities involved in support provision. The training should provide the participants with the knowledge to assess and analyze the gaps in GBV response and the best practices in tackling, as well as ways and rationale to reduce and eliminate GBV, including sexual violence and abuse. During design and development phase, findings of desk review should be considered analyses of the available resources and most recent efforts in this area performed by other relevant actors, including quantitative data and qualitative information from various sources, administrative data, surveys, studies and analysis carried out previously to inform the level of knowledge of experts working in child protection system.

Special focus should be given to:

  • The short- and long-term effects of Gender Based Violence, including the impact of adverse childhood experiences, mental health and responses to trauma that may affect the child in the future;
  • Key skills and approaches for disclosure of gender-based violence and responding to a disclosure;
  • Key skills and approaches for working with adolescent survivors of sexual violence and abuse as well as gender-based violence, including trauma-informed responses, strength-based work and building resilience, including the role of education and employment;
  • Effective ways of working with children and adolescent survivors of sexual violence and abuse as well as gender-based violence, including group/peer support, strengths-based working and cognitive behavioral approaches; importance of education in preventing GBV and promoting child and human rights.
  • Relevant legislation and how to apply it in practice;
  • Services and support for children and adolescent survivors of sexual violence and abuse as well as gender-based violence in Somalia;
  • Case studies in social welfare system and best practice from the world;
  • Employment of a systematic review of literature and evidence to identify critical barriers that girls and boys, victims of sexual violence and abuse experience as well as gender-based violence in interventions in social welfare and other relevant systems;
  • Proven/ effective interventions to address the barriers;
  • Find examples of effective implementation of cross-sectoral initiatives.

Timeline of Activities:

  • The task is expected commence within July 2024. A detailed workplan and timelines to be proposed by the consultant will be reviewed with the Project Team prior to the commencement of the assignment. The consultant will be required to indicate the number of days and rate for the consultancy work with a realistic action plan. As a guideline, the breakdown should consist of inception phase, pre-training preparation (training needs assessment, training manual), training workshop and reporting phase.

Expected Deliverables
All deliverables will be completed with guidance, input and feedback from the Project Manager or designate. In reference to the scope of work above, the consultant is expected to lead and accomplish the following:

  • Undertake survey and training needs assessment for the participants to be trained.
  • Develop interactive and detailed training modules/training session plan and all accompanying background material for the delivery of the training workshop on capacity building of the participants on prevention of
  • The training workshop shall include components of collaboration and coordination among participants in providing response and ensuring effective prevention coordination, provision of support to survivors, mediation and communication skills. The training workshop shall also include detrimental effects of gender-based violence on women and girls, short- and long-term consequences (educational achievements, productivity, mental and psychological health) and gender sensitivity.
  • The training should cover the identification and detection of survivors, reporting and response.
  • As part of the training, deliver the training guidelines in addition to content and tools.
  • Develop training report (max. 10 pages) outlining the main opportunities, challenges and way forward.
  • The report should include recommendations for further addressing of violence against adolescent girls and women by various service providers including Government, NGOs and INGOs among other key agencies.

The consultant will be expected to also:

  • Submit a detailed work plan for the consultancy period inception report and a training manual that covers topics including but not limited to protection, GBV prevention and response, basic case management and psycho-social skills, training skills, advocacy and coordination skills.

Further Information:
Logistics:

  • The consultant’s travel from base to the field and back after the end of the contract will be covered by Sirri Care Foundation

Professional fee:

  • The consultant will propose the professional fee as part of their financial proposal. (Daily rate X number of days = Total professional fee).

Tax and insurance:

  • The consultants shall be responsible for their income tax and/or insurance during the assignment.

Code of conduct:

  • The consultant is bound by the principles and conditions of Sirri Care’s Code of Conduct.
  • A contract will be signed by the consultant upon commencement of the assignment which will detail additional terms and conditions of service, aspects on inputs and deliverables.

Qualifications

  • Advanced University Degree in Law, Gender, Development Studies, International Relations or other related disciplines.
  • Excellent knowledge of Gender Based Violence prevention and response programming
  • Demonstrated experience mainstreaming good practices on Gender Based Violence and Gender across the programming and practices in government, humanitarian organizations and communities/schools.
  • Excellent and demonstrated understanding of Child Protection and ethical issues in programming
  • At least 3 years’ experience in gender sensitive programming
  • Familiarity with international standards and policies related to GBV including IASC GBV Guidelines.
  • Demonstrated experience in the development of training curricula and solid understanding of adult learning principles.
  • Fluency in Hausa language is a mandatory requirement for this consultancy.
