MSI Nigeria Reproductive Choices is part of Marie Stopes International’s Global Partnership which is in over 37 countries worldwide and it operates in Nigeria through six service delivery channels.

Job Title: State Clinical Training Officer (SCTO)
Location: Abuja (FCT)

Core Responsibilities
Ensure effective and impactful training and supportive supervision of assigned providers addressing MSI Quality Assurance thematic areas.
Ensure competency of the providers in areas of counseling, infection prevention medical emergency preparedness and services provision are maintained at a high level, documented, and properly conveyed in monthly reports.
Support/Lead in Advocacy Client Mobilization and External Relations
Ensure adequate supply of commodities as well as relevant procedural equipment including overall support and management of these facilities.
Ensure MSI Nigeria’s data reporting and management procedures and guidelines/protocols are strictly followed.
Facilitates timely identification and reporting of incidents, ensures action plans are in place and lessons from resolved incidents are shared at SDPs.
In collaboration with the Regional Quality Assurance Advisor, plan and implement state-level Quality audit, independent of the channel-wide internal audit, and data from same for
Training and Supportive Supervision:
Ensure all assigned providers are on competency level one all year round.
Conducts monthly or bi-monthly supportive supervision, coaching, and mentoring of all trained providers based on needs.
Keeps the Continuous Supportive Supervision checklists and records, follows up on action plans and ensures updates are tracked and reported.
Must collate and maintain up-to-date training and competency database for all team members supervised; use same to develop the Training Needs Assessment.
Support the preparation and submission of monthly and quarterly facility performance reports on training and quality assessment activities in the assigned state.
Ensure facilities maintain and comply with quality across all areas of PSS Operations in line with established standards set by the government of Nigeria and MSI Nigeria.
In collaboration with RM and Quality Advisor lead review meetings aimed at performance improvement, based on the outcome of supportive supervision, mentoring and quality assessment findings using best practice at the state level.
Documents best practices and /lessons learned from MSI Nigeria’s PSS operations.
Supports in logistic planning and delivery of clinical training with the most effective and efficient manners, ensuring maximum knowledge gain.
Supply, and Facility Management:
Ensure zero stock of commodities in all assigned facilities including consumables during SSVs
Manage training supplies, in line with the medical supply distribution guideline.
Ensure the availability of clinical governance guidelines, manuals and job aids used by facilities in adequate quantity and track referral linkages of service utilization.
Facilitate, follow up and support facility referral and reporting of incidents related to FP and SA/PSC services.
Ensure all infection prevention materials are in place and in use.
Facilitates availability of clinical supplies at SDPs and ensures expired stocks are not present at SDPs.
Advocacy Client Mobilization and External Relations:
In collaboration with the RM and Clinical Training and Quality Advisors, work with stakeholders, including the Government, other Implementing Partners, and internal stakeholders within MSI Nigeria to achieve project and organizational deliverables.
Act as the focal person for MSI Nigeria at the state level including representing MSI Nigeria at some level meetings/platforms where necessary.
Ensure the visibility and credibility of MSI Nigeria brand in the state.
Support the development and maintenance of excellent relationships with government (SMoH), partners and other public institutions in the state with a view to strengthening MSN's impact and future funding opportunities at field level.
Ensure strong links between communication and community mobilization activities, at the systems level.
Work with providers and FP coordinator to identify viable creation options in line with MSI Nigeria’s Demand Creation strategy.
Data Reporting and Management:
Ensure all service data from assigned facilities are collected and reported into ORION by 3rd of the new month.
Ensure all service data entered ORION are correct, complete, consistent, within the reporting date and up to date.
Validate the data reported by the facilities and sign off before entry into ORION.
Comply with data validation rules, and timeline in ORION.
Ensure that all reported data are archived chronologically in the state offices for data audit purpose.
Be available throughout data entry review period and be prepared to make corrections in the entries between 2nd and 5th of the new month.
Must achieve model sites.
Conduct provider review meetings to mob-up data on need arises basis and report same for documentation according to the stipulated SOP for mop-up data archiving.
Working with RME unit, ensure assigned facilities/providers are trained on data reporting tools and ensure compliance as part of all SSVs.
Review all MIS data for accuracy before entry.
Ensure data reporting tools are available and in use in all assigned facilities all year round.
Develop integrated monthly reports capturing performance on the team’s operations and clinical quality deliverables.
Where applicable, conduct monthly collation of Client Record Audits and completed client feedback forms and transfer to RMEA for analysis and records.
Conduct monthly facility-level performance management including report rate analysis for each facility on within his/her supervision.
Leadership:
As a member of the operations team, demonstrate a strong commitment to MS mission and goals working with other team members and channels.
Ensure that a high level of communication is maintained with state team members including other MSI Nigeria departments.
Encourage a positive culture, work environment, and attitude among team members in the assigned state of coverage.
Others:
Any other duty as assigned by the line manager and Regional Clinical Quality Advisor
Required Qualifications
A Medical Doctor, Registered nurse or Midwife or other related areas in medical sciences
Familiarity with the different cultural, social, and religious identities in Nigeria, international health, development issues and the international donor community
Excellent communication, presentation, and negotiation skills, Strong interpersonal, oral, and written communication skills
Technical Expertise in long-acting reversible contraception (LARCs) specifically IUD and Implants insertion and removal
Significant experience providing competency-based training and certification for providers (Nurses/Midwives and Doctors) in modern methods of family planning
Experience of providing training for national and International NGOs in Nigeria (Experience of DFID, USAID, Gates-funded projects, including working in a diverse team environment preferred)
Experience managing facilities, clients and teams.
Willingness to frequently travel to project implementation sites.
Experience in the usage of computers and office software packages
Familiarity /Experience with geography of the intervention states is desired
