We are recruiting to fill the position below:

Job Title: National Migration Data & Governance Consultant

Context

  • As a major country of origin, transit, and destination, Nigeria's mixed migration dynamics are complex and, in most cases, impact the migration narrative for the entire West African Region. Socio-economic drivers of migration continue to influence young Nigerians' migration decision-making, including using irregular migration paths, often facilitated by migrant smugglers. Nigerians who travel irregularly endure harrowing journeys to countries of destination in search of a better life, and in some cases, they are subject to abuse and exploitation.
  • The UNODC 2018 Global Report on Trafficking in Persons states that Nigerians represent by far the highest number of identified Victims of Trafficking (VoTs) in West Africa.
  • The dearth of adequate data-driven migration governance regimes has further aggravated these migration complexities as a gap exists between policy and reality. In the absence of data-driven policies based on migrants' needs and strong institutional frameworks, migrants are put at risk, migration prone communities are put under strain, and the benefits of migration to development can be jeopardized. To this end, investments in data collection and analysis on regular and irregular migratory flows, the vulnerability of migrants, migration-related crimes such as Trafficking in Persons (TiP) and Smuggling of Migrants (SoM) and the economic impact of migration must be made available to inform inclusive, evidence-based migration policies.
  • Nigeria-Strengthening Facts Based and Data-Driven Migration Governance and Management aims to enhance the capacity of the Federal Government of Nigeria in its approach to responding to Migration related issues through investments in data collection, collation and analysis of migration data that will inform policy and decision making.
  • The impetus is driven by a need to bridge the gaps between the policies that exist, and the realities faced by migrants made vulnerable to migration related crimes such as TiP and SoM, as well as the need to to improve fact-based migration governance in the country.
  • In partnership with the relevant Ministries, Departments, and Agencies, the joint intervention will strengthen fact-based and data-driven migration governance through the review of the 2015 NMP and the development of the National implementation plan for the GCM.
  • To ensure that the revised NMP and the implementation of the GCM plan are fit for purpose and responsive to emerging migration dynamics, the need for and importance of strengthening fact-based and data-driven migration governance and management in Nigeria cannot be over emphasized.
  • In addition, several discussions have been made with various MDAs to establish a single-window system for data management, where the relevant agencies can obtain information on migration according to their functions and mandates. While the legal aspects of data protection have been examined, data protection principles cannot be over emphasized.
  • Through this intervention, migration data governance through enhanced institutional and operational capacity on migration data management will be strengthened through improved stakeholder coordination and capacity building according to the needs of stakeholders through a whole of government and whole of society approach.
  • In addition to capacity building activities, stakeholders will also be equipped with skills and knowledge to effectively implement the updated 2015 National Migration Policy, and an effective action plan for the implementation of the Global Compact for Migration
  • IOM is seeking a national consultant to provide support services towards strengthening fact-based and data-driven migration governance and management in Nigeria and enabling access to reliable information for policy formulation and development planning, as well as strengthening the coordination among the Ministries, Departments & Agencies (MDAs) with data mandates specifically the National Population Commission (NPC), National Bureau of Statistics (NBS), and the National Agency for the Prohibition of Trafficking in Persons (NAPTIP); Conduct a capacity assessment of these MDAs as well as a comprehensive assessment of their data management capacities, identifying strengths, weaknesses and gaps in data collection, analysis, management and dissemination.
  • To facilitate a participatory process and support the key migration mandated MDAs for the review of the National Migration Data Management Strategy while analysing emerging migration trends and developments to inform the revision process; working under close supervision of the National Programme Officer, Policy, Governance, Laison and Support (PGLS), the consultant will conduct in-depth review of the existing Memorandum of Understanding (MoU) on migration data sharing, existing policies, procedures, legislation related to migration data management and governance to identify areas for improvement and enhance coordination and collaboration as well as ensure alignment with the revised Migration Strategy and other relevant policy framework.

Core Functions / Responsibilities

  • The consultant will conduct a comprehensive capacity assessment of the four key Migration Data Management driven MDAs: National Population Commission (NPC), National Bureau of Statistics (NBS), Nigeria Immigration Service (NIS) and the National Agency for the Prohibition of Trafficking in Persons (NAPTIP), including a review of existing policies, procedures, and guidelines related to data governance within each organization to Identify gaps and areas for improvement in terms of data collection methodologies, data quality, and data sharing mechanisms to provide recommendations for enhancing capacity, including training programs, resource allocation, and collaboration opportunities.
  • The consultant in close coordination with the migration data management working group and relevant MDAs, will coordinate the review of the National Migration Data Management Strategy (2013) to align with current trends, challenges, and international best practices and develop a revised document that includes clear objectives, measurable targets, and implementation timelines.
  • The consultant will carry out a revision of the Memorandum of Understanding (MoU) between relevant MDAs and develop a revised MoU that reflects a clear agreement aimed at enhancing cooperation and data sharing.

Main Responsibilities:

  • Submit a detailed inception report including work plans that cover mapping of the membership of the Migration Data Management Working Group (MDWG), responsibility and mandate as well as preparatory documents detailing emerging migration trends and development.
  • Facilitate the review and validation process of the National Migration Data Management Strategy with the MDWG and the relevant MDAs.
  • Conduct capacity building needs assessment of the key migration agencies (Nigeria Immigration Service (NIS), National Population Commission (NPC), National Bureau of Statistics (NBS) and National Agency for the Prohibition of Trafficking in Persons (NAPTIP) on migration data management detailing strengths, weaknesses, gaps and actionable recommendation areas for improvement in the existing data collection methodologies, data quality, and data cooperation and coordination mechanisms and align them to regional and global best practices.
  • Develop capacity building plans following the needs assessment for each of the institutions.
  • Facilitate capacity building and training sessions of the MDWG and relevant MDAs to enhance stakeholders' understanding of effective data governance principles and strengthened coordination mechanisms.
  • Produce a revised Memorandum of Understanding between migration date generating Ministries, departments and Agencies reflecting the latest developments in migration data governance and outlining enhanced coordination mechanisms and responsibilities.
  • Provide standard draft reports of the workshops and meetings for IOM’s review and inputs.
  • Provide a final report capturing IOM’s review and inputs.
    • First deliverable: Submit detailed inception report including a detailed workplan for the consultancy. Delivery Date: August 16, 2024 - First instalment payment.

IOM Project To Which The Consultancy Is Contributing:

  • The consultancy is within the Policy, Governance and Laison Support Unit (PGLSU), within the implementation context of the Programme Strengthening Fact-Based and Data-Driven Migration Governance and Management in Nigeria with the support of Migration Partnership Trust Fund (MPTF).
  • The consultant will work under the direct supervision of the National Programme Officer (PGLS), IOM Abuja and in close collaboration with the The Migration Data Management Working Group (MDWG), an inter-agency group comprising technical staff from NPC NBS, NIS, NCFRMI, and NNVS.

Tangible And Measurable Output of The Work Assignment:

  • Second deliverable: produce a report of the capacity building needs assessment of the key migration agencies, specifically - (Nigeria Immigration Service (NIS), National Population Commission (NPC), National Bureau of Statistics (NBS) and National Agency for the Prohibition of Trafficking in Persons (NAPTIP) and develop capacity building plan following the needs assessment for each of the institutions. Delivery Date: Oct. 15, 2024 - Second instalment payment.
  • Third deliverable: Submit a revised and validated National Migration Data Management Strategy and the Memorandum of Understanding on migration data sharing. - Delivery Date: Oct.20, 2024 - Third instalment payment.
  • Fourth deliverable: Approved reports of four capacity building and training sessions for the MDWG and relevant MDAs to enhance stakeholders' understanding of effective data governance principles and strengthened coordination mechanisms. Delivery Date: January 30, 2025 - Fourth instalment payment.

Travel Required:

  • The consultant may be required to travel on a needs basis as approved by the Project Manager.

Performance Indicators For The Evaluation Of Results:

  • Consultative meetings with relevant MDAs as well as non-governmental organizations, the academia and other groups that make up the the Migration Data Management Working Group (MDWG) conducted;
  • Timely execution of assigned responsibilities.
  • Timely reporting and documentation of proceedings and milestones.
  • Satisfaction with coordination efforts and overall performance of the consultant.
  • The payment of the consultancy fee under this contract will be based on participation in the various activities and completion of the deliverables under the contract.
  • This does not include travel costs and daily subsistence allowance for travel duties undertaken with the Project manager's approval in fulfilment of assignments within the scope of the contract.
  • The consultant’s payment shall be based on the financial proposal approved by IOM. Payment will be issued in percentages upon submission of the deliverables stated below.
  • 15% of the consultancy fees will be paid after the task's inception report, including the work plan and methodology, is submitted and approved.
  • 25% of the consultancy will be paid after submission and approval of the report of the capacity building needs assessment of the key migration agencies, specifically - (Nigeria Immigration Service (NIS), National Population Commission (NPC), National Bureau of Statistics (NBS) and National Agency for the Prohibition of Trafficking in Persons (NAPTIP) and developing a capacity building plan following the needs assessment for each of the institutions.
  • 30% of consultancy fees will be paid after the submission of the revised and validated National Migration Data Management Strategy and the Memorandum of Understanding on migration data sharing.
  • 30% of the consultancy fee will be paid after the submission and approval of reports of four capacity building and training sessions for the MDWG and relevant MDAs to enhance stakeholders' understanding of effective data governance principles and strengthened coordination mechanisms.

Education, Experience And / Or Skills Required

  • Post Graduate Degree from an accredited academic institution or university in Migration Studies / International Development / Public Policy or related field with fifteen years of progressive working experience (Twenty years for candidates holding a first level university degree) in Nigeria on migration data governance, policy analysis and development related to migration, migration management and governance.
  • Demonstrated, proven technical knowledge to the thematic focus of the consultancy experience in developing comprehensive frameworks or guidelines on data governance and management.
  • Demonstrated experience in conducting capacity assessments, strategy development, and policy analysis.
  • Demonstrated experience in drafting fact-based migration data and governance documents, including strategic migration data analysis, policy development and implementation is required.
  • Knowledge of international best practices and standards on migration governance, migration data collection, analysis and dissemination.
  • Strong facilitation and stakeholder engagement skills.
  • Solid understanding of migration related issues in the Nigerian context.
  • Previous experience similar assignment with IOM, or other UN agencies is an advantage.
  • Previous migration data centred work experience is an advantage.

Languages:

  • Fluency in English is required (Oral and Written).

Advantageous:

  • Have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).
