Job Profile

• The State Program Officer will coordinate all aspects of service delivery, commodity security, quality of care implementation in line with the SRH Programs priorities and objectives, ensuring adherence to global quality standards at the state level.
• The job holder will spend 50-60% of the time in the field coaching and mentoring, optimizing service delivery channels for productivity aligned to program deliverables and quality improvement, and sustainability.
• They will execute and recommend strategies to improve and ensure quality, professionalism, client safety and regulatory compliance for all SRH services.
• The incumbent will work with sub-national, partners, and DISC team on all supply related issues ensuring all year-round commodity security (esp. DMPA SC).

Job Role
The successful candidate will perform the following responsibilities:

Project Coordination and Implementation:

• Work with the state to develop a state Implementation plan that will help to guide the roll out of the state and service delivery interventions annually, quarterly, and monthly
• Serve as liaison between SFH Home office and the state government structures: the PHCDB/A including the Ministries of Health and other line intervention ministries for state involvement and program ownership
• Engage with the relevant stakeholders to identify, map, and select suitable intervention health facilities where the project implementation models would be performed.
• Collaborate with the State/LGA FP Coordinator and lead in the selection, and capacity building of FP providers and CHEWs in each LGA.
• Coordinate State and LGA training for State/LGA FP providers and CHEWs on Empathy Counselling, FP contraceptive technology, commodity security and continuous on-the-job mentorship.
• Participate and contribute effectively at State, National, and DISC program calls as required.

Mentoring, Quality Improvement, and SSV:

• Work with the State and LGA teams to institute quality improvement systems in all intervention health facilities to ensure adherence to global standards on quality of care
• Build the capacity of all State and LGA RH/FP officials to attain proficiency in counselling for choice, empathetic counselling, FP and self-injection service delivery.
• Support quarterly state and LGA-led supportive supervision and mentoring by RH/FP Supervisors
• Conduct weekly field mentorship and supervision visits to LGA RH/FP Supervisors and selected Providers.
• Reports of these visits with key findings on standard checklists and in line with SFH protocols are to be shared with relevant units in the state and HQ
• Ensure adherence to global/national quality of care in all DISC coordinate community level service delivery
• Ensure availability of relevant provider and clients job aids and IEC materials in all intervention facilities
• Support state/LGA/facilities to ensure all year-round commodity availability and prevent stock out through regular monitoring and engagement with State logistician, FP Coordinator, and LGA FP/RH Supervisors.

Program Documentation:

• Possess and regularly update a database of all DISC facilities, trained providers, and mentorship/SSV
• Review, document, and analyze service delivery data from the weekly and monthly for data to action and mentorship.
• Support review of state, LGA, and facility service delivery performance through quality improvement team, quarterly/biannual coordination meetings for program efficiency
• Ensure all supported sites have and use appropriate data collection and reporting tools and adequately forecast to mitigate stockout.
• Submit monthly state and service delivery report for on or before the 10th of the next month.
• Articulate and develop abstract, success and human stories from the project implementation biannually.

Advocacy, Partnership, and Catalytic Impact:

• Lead periodic collaboration and advocacy efforts in the state towards the scale up of DMPA-SC/SI, integration of project high impact solutions, and improved project visibility
• Maintain excellent relationship with the RH/FP/ M&E/ Health Education department/units of State Ministry of Health, PHC board, Partners, and Donors
• Engage actively with State RH/RMNCAH TWG and LMCU for the promotion and integration of selfinjection and self-care messaging in the state health system
• Support policy engagements to aid institutionalization of the Self -care /Self Inject into the State SRH /FP response such as Annual Operational Plans, Job aids, Costed Implementation Plans, and adoption of National DMPA SC Self-Injection Guideline
• Support International Days (IWD, ISD, WCD) commemoration

Finance and Administration:

• Prepare and submit quarterly state/LGA monthly state and service delivery work plan and budget in line with program strategy and deliverables
• Ensure timely retirement of all staff advances in accordance to SFH policy and approved budget on or before 30th of the month.
• Ensure proper financial documentation of all program and stakeholders’ activities
• Ensure proper accountability of project materials under your care.
• Attend to any other assigned duties.

Qualifications / Experience

• Relevant Degree in Pharmacy, Public health, Nursing, Medicine or any clinical related field from a reputable institution
• At least 3-5 years’ experience post-NYSC of supporting women to initiate and continue family planning, especially injectables and other STM with strong mobilization and promotional skills.
• Experience in health system strengthening, monitoring and evaluation will be an added advantage.
• Experience in development of community engagement strategy
• Previous experience working with NGOs

Skills and Competencies required:

• Significant knowledge of FP in Nigeria
•  In-depth reproductive health in Nigeria
• Excellent interpersonal, communication (oral and written), presentation skills
• Supervisory and mentoring skills.
• High level of integrity.
• Must have a continuous drive for learning and knowledge sharing.
• Must be excellent at report writing and possess strong M&E skills.
• Candidates should be experienced in donor-funded projects and advocacy skills.
• Multitask, mentor and work with minimal supervision.
