Job Summary
We are in search of an innovative, creative, self-motivated and dynamic Senior Clinical Services Associate, RMNCH+N, Lagos.
The ideal candidate will be a seasoned health professional with robust RMNCAH+N/PMTCT/development experience, ideally a registered nurse midwife with additional public health qualifications.
The incumbent will mentor and train frontline health workers, collaborate with stakeholders, and improve RMNCAH+N and PMTCT services in supported facilities and in the community.
They will support interventions for cervical cancer screening, SRH for AYP, work on technical reports, and lead technical project activities. The incumbent will monitor and evaluate project activities, work closely with government officials, community leaders, and other organizations, and support the Lagos State Government in expanding GANC/PNC implementation activities.
They will support state-level implementation of high-impact interventions, provide medical and technical expertise, strengthen in-facility service provision, and contribute to the development of guidelines and standards.
The incumbent will also carry out technical writing, data analysis, and engagement of state parallels to increase uptake of GANC/PNC services.
The Senior Clinical Services Associate, RMNCH+N, will work with other project staff at a 50% LoE(level of effort) to provide comprehensive Technical Assistance to the state, by; strengthening the State leadership to ensure the provision and integration of quality G–ANC/PNC with HII for pregnant women.
This dual role infers that the incumbent also functions as a Senior Clinical Service Associate - PMTCT, 50% LoE supporting the implementation of prevention of mother-to-child transmission (PMTCT) services in Lagos, Nigeria.
This includes providing clinical leadership, ensuring adherence to national guidelines, and monitoring the quality of care provided to all pregnant women in Lagos, including HIV-positive pregnant women.
Provide technical support in the development, planning, implementation, monitoring and evaluation of activities, strategies and policies around technical assistance to Lagos State Government with particular focus on integrating Group ANC into maternal and child health Services.
Provide medical and technical expertise and training support to SMOH/SPHCDA in the area of Group Antenatal care
Provide technical assistance to SMOH/SPHCDA for the takeoff of G ANC in selected sites.
A key responsibility here will be supporting SMOH/SPHCDA to select sites using listed criteria.
Support the state in the adaptation and development of training materials for GANC.
Ensure close collaboration and coordination with stakeholders/partners to ensure smooth implementation of activities and achievement of results
Regularly monitor and review program activities to ensure quality, accountability, and contractual compliance with agreed deliverables and performance indicators
Support the documentation of project best practices, success stories and preparation of necessary materials, tools, and other resources needed to collect data for formation of knowledge management products.
The post holder will demonstrate concerted effort to stay abreast of new developments, literature and evidence generation in relevant technical areas and integrate them into the project, attending workshops, conferences and meetings as appropriate.
The RMNCAH+N Specialist will ensure work closely with MEAL counterparts and state parallels to ensure weekly, monthly and quarterly data collection, data management and analysis, directing the use of gender disaggregated data to identify gaps in access and uptake to ultimately improve service delivery of high impact interventions for GANC/PNC models of care in Lagos state.
The Lagos State G-ANC/PNC Deployment RMNCAH+N Specialistwill provide technical supervision for state-led cohesive approaches and interventions geared towards holistic improvement of maternal and newborn outcomes in Lagos State.
Other duties as assigned as necessitated by program needs.
Clinical Services Associate PMTCT, IRIS Project, 50% LOE:
Technical Support and Integration:
Provide technical assistance in developing, planning, implementing, monitoring, and evaluating activities related to HIV prevention.
Focus on strengthening collaboration between Prevention of Mother-to-Child Transmission (PMTCT) and RMNCAH+N services in the state.
Medical Expertise and Training:
Offer medical and technical expertise in HIV/AIDS prevention, care, and treatment.
Train healthcare providers on antiretroviral prophylaxis implementation within PMTCT programs.
Support the capacity building of AYP-focused programs to provide tailored SRH interventions to vulnerable adolescents and young persons
Support the implementation of Cervical cancer screening and treatment services for women of reproductive age on the IRIS project.
Scale-Up of ARV Prophylaxis and AP3 Priority Interventions:
Strengthen the provision of combination antiretroviral regimens and antiretroviral treatment (as appropriate) for mother-baby pairs
Work with stakeholders to implement congregational approaches to pediatric and PMTCT case finding in religious and traditional settings.
Work closely with mentor mothers at facility and community level to ensure effective follow-up and linkage to OVC wrap-around services.
Ensure effective scale-up of services to prevent mother-to-child transmission.
Other duties as assigned as directed by program needs and available resources.
Key Performance Indicators
More emphasis placed on Technical Assistance to Government of Lagos State; Ministry of Health, State Primary Development Board, Local Government entities as demonstrated by number of briefs, reports and data sharing engagements held with the state.
Proportion of identified sites that complete LDHF Group ANC trainings and are fully onboarded for GANC roll out.
Proportion of planned joint supervision and mentoring visits successfully completed in conjunction with the state team per quarter
Number of training, mentoring and supervision engagements successfully carried out by State Government Officials
Strengthened MNCH+N TWGs at the state - Number of TWG’s supported.
Proportion of live births in the state attended by Skilled Birth Attendants
Proportion of eligible women accessing at least one high impact intervention service at designated facilities in the state.
Proportion of zero dose children identified and linked to the health facility
Proportion of women who delivered and accessed post-natal care services
Proportion of PHC with improved systems and operational efficiency in line with improvement KPI matrix
Percentage of pregnant women who were CTRR in PMTCT settings in the state Measure the proportion of women of reproductive age (15 - 49 years) who receive HIV testing during antenatal care visits. - target 98%
Percentage of HIV-Positive Women identified who were Initiated on Treatment: Track the number of pregnant women identified as HIV-positive and started on antiretroviral therapy (ART) for their own health and to prevent transmission to their babies. - target 98%
Percentage of mother-baby pairs who remain engaged in PMTCT services from pregnancy through breastfeeding and beyond. - Target 98%
Percentage of HEIs and other VCs Linked to Wrap-Around OVC Services: Evaluate how effectively mentor mothers facilitate connections between HIV-positive mothers and comprehensive OVC support services.
Qualifications and Experience
The ideal candidate will be a seasoned health professional with robust PMTCT/development experience, ideally a qualified nurse midwife with additional public health qualifications.
Minimum 5 years’ post-NYSC experience in developing country health care programs or program support functions.
Experience working in Lagos state and familiarity with critical stakeholders being an added benefit
Data analytic skills will be an advantage.
Ability to work independently with strong problem-solving skills including the ability to foresee problems and initiate appropriate action.
