Job Purpose
The Finance Manager will support Palladium Nigeria Programmes as a member of the Business Support Team (BST). The specific purpose of the position is ensuring effective and efficient accounting systems in line with Palladium, client’s and global best practices, providing ‘quality assurance’ for all BST and Palladium programmes financial transactions and processes and sharing financial best practices across projects. The role will be responsible for the following:
Responsibilities
Business Support Team (BST) Financial Management (50%):
Support Nigeria payroll, working with other Palladium head offices (US, UK, etc.) to quality assure general payroll transactions which will include timely Journal entry management and payroll deductions and remittance management.
Process the Palladium Nigeria entity periodic financial returns. This includes submission of cash, and bank field vouchers, monthly forecasts, and Funds Transfer, ensuring supporting documentation for audit purposes, and submission within deadlines stipulated by Financial Management and Account Payable Teams
Provide monthly financial management reports and interpret financial information, develop cost efficiency metrics and support BST in maintaining forecast targets and providing updates off or on track.
In collaboration with Financial Management, establish BST account codes, ensuring they meet client’s and project’s requirements for cost allocation, monitoring, and evaluation.
Participate in preparing statutory financial statements and work with CD to oversee finance planning, goals, and a framework to meet these goals.
Coordinate and work with external auditors, tax officers, bank staff, and other officials as necessary, liaising closely with the Senior Compliance and Operations Manager (SCOM), to conclude business income tax calculation and filing; reconcile tax balances, working closely with tax officers and the SCOM to prepare Nigeria Entity's monthly reports; support the SCOM with Annual financial budgets and filing processes
Review monthly reconciliation of general ledger accounts with sub-ledgers and detailed transaction listing on cost points.
Prepare monthly BST funds request and ensure the accuracy of BST code for Abuja Facility forecasting and FV entering
Development of Nigeria financial processes manual amongst other financial knowledge management products, supporting the wider Nigerian team on best financial practices.
Ensure update of BST work plan (Gantt charts), ensuring effective communication of priorities and risks to manager promptly.
Process Projects in-country periodic financial returns. This may include submission of cash and bank field vouchers, monthly forecasts, and Funds Transfer, ensuring supporting documentation for audit purposes, and submission within deadlines stipulated by Account Payable.
Support Nigeria payroll for projects under corporate payroll platform to quality assure general payroll transactions which will include timely Journal entry management and payroll deductions remittance
Manage Project Nigeria bank accounts communications and reconciliation processes.
Prepare Payment Approval Forms (PAFs), ensuring compliance with Palladium and Client’s Procurement and Payment SOPs and proper documentation. This includes the preparation of periodic statutory payment approvals and schedule sharing (e.g., WHT, ITF, NSITF, Pension, NHF, etc.)
Quality assures all financial transaction documents (payments, receipts, transaction forms etc) before they are made ensuring that all expenditures are properly numbered and coded and described (within character limits, number of units and that cost categories clearly identifiable)to appropriate activities;
Manage the travel advance review, payment and retirement on a timely manner, this includes, ensuring that that staff budgets for traveling and other expenditure are properly and timely funded; all travel advance forms are checked in line with programme financial guidelines; and appropriate and timely reimbursements and retirements are made in line with Palladium policy.
Manage the filing and archiving of all projects expense documentation ensuring the existence of a clear audit trail for audit purposes.
Responsible for reporting on all in-country selected projects ‘accounting operations
Ensure strict staff compliance to Palladium and programme’s accounting and finance manuals.
In collaboration with Financial Management and individual projects Operations team, establish projects account codes, ensuring they align with Account Payable month end financial reporting requirement.
Maintain appropriate recurrent payments register (Communication allowances; advances; Statutory remittances (WHT, PAYE, NHF, Pension etc) for monthly or regular payments.
Respond to month end queries regarding shared cost
Manage the filing and archiving of all programmes financial documentation ensuring the existence of a clear audit trail for audit purposes
