Consultant - Strategic Plan Development & Proposal Writing for CSOs at Pro-Health International - 6 Openings

Pro-Health International is a faith-based, non-profit organization that has provided free health care services to under-served populations in Nigeria for over 32years.CDC and USAID have funded PHI to implement HIV/AIDS prevention, treatment, and care projects, OVC projects and Global Health security projects.

The ICHSSA-4 project is a 5-year USAID-funded award that commenced in December 2019 and will run up until December 2024. The project is being implemented by a consortium of partners, with Pro-Health International (PHI) as the lead partner and Catholic Relief Services (CRS) as the sub in Adamawa, Bauchi Taraba, Sokoto, Zamfara and Kebbistates. The ICHSSA 4 project aims to ensurethat Orphans and Vulnerable Children (OVC) are cared for and protected by their households, communities, local and state governments to reduce their vulnerability to HIV.

We are recruiting to fill the position below:

Job Title: Consultant - Strategic Plan Development & Proposal Writing for CSOs

Locations: Abuja (FCT), Adamawa, Bauchi, Kebbi, Sokoto and Zamfara
Employment Type: Contract

Consultancy Specific Objective

• We seek to procure the services of a consultant who will work with the ICHSSA-4 Project team to specifically contribute to strengthening of governance capacity of 16 Civil Society Organizations (CSOs) through providing technical support to develop strategic plans and building skills for proposal writing across states of Adamawa, Bauchi, Taraba, Sokoto, Kebbi and Zamfara.
• These were major gaps identified from the CSO Organizational Capacity Assessments conducted by the project across all CSOs.
• The expressions of interest should be from seasoned consultants or firms in academia, social research, Project management, institutional development, or humanitarian evaluation with a background in international development, HIV/AIDS programming, OVC programming, humanitarian aid, research methods, or other related fields. The lead consultants should possess:

Competencies and Expertise

• Extensive Experience: A minimum of eight years in organizational development, capacity building, institutional development, or project management.
• Strategic Facilitation: A track record of successfully facilitating strategic planning and organizational development initiatives.
• The consultant should have demonstrable experience in resource mobilization or proposal development.
• Sector Expertise: A robust understanding of Nigeria’s national HIV andOVC response, with preferred experience in HIV/health systems development or social protection.
• CSO Proficiency: Demonstrated experience collaborating with Civil Society Organizations, with a deep knowledge of their organizational systems.
• Communication Excellence:Outstanding facilitation, communication, and report-writing abilities.

Adaptability: 

• The capacity to maintain high performance under pressure and adhere to stringent deadlines.

Methodology:

• Facilitation of a 2-day proposal writing workshop and a 3-day strategic planning workshop.

Expected Outcomes for the Consultant

• The consultant is expected to provide technical support to the16CSOs in developing strategic plans, a crucial step identified through the organizational capacity assessment process. By investing in strong strategic plans and proposal writing, these CSOs will be better equipped to achieve their vision and mission and deliver impactful services in their communities.
• Timeline: This assignment will be completed on the 26thof July
• The total number of days for this assignment will be 20 workdays.

Deliverables:

• Draft proposals of interest from 16 CSOs
• 16 5-Year Strategic Plans for all the CSOs
• Training report; Proposal Writing & Strategic Plan development
• General report; consultancy

Reporting:

• The consultant will be reporting to the Director of Programs representing the ICHSSA-4 SMT. He will provide overall coordination and technical oversight of the consultancy. For all field activities, logistics, appointments, and direct interactions with CSO partners, the consultant will be supported by ICHSSA-4 State team leaders for the Northeast and Regional Team lead for the Northwest.

Logistics:
PHI shall be responsible for all consultancy flights, road transport, per-diem, and in-town accommodation and mobility. Other expectations would be solely managed by the consultancy, which may include:

• Equipment rentals
• Be responsible for his/her working equipment and laptop.
• Printing of tools to use during the consultancy.

• Technical proposal with a clear understanding and interpretation of the ToR, including detailed tasks, recommended methodology summary and proposed schedule, your relevant experience, how you meet the profile required, and details of time required.
