Medecins Sans Frontieres (MSF) is an international, private, non-governmental, non-profit humanitarian organization. Our organization offers assistance to populations in distress, to victims of natural or man-made disasters, to victims of armed conflict, without discrimination irrespective of race, religion, creed or political affiliation. We have been working in Nigeria since February 1996. A Memorandum of Understanding between Medecins Sans Frontieres and the Federal Government of Nigeria facilitates this. We are at present co-operating with the Federal Ministry of Health, State and Local Government departments of health on various health projects.
We are looking to fill one (1) Nutrition Supervisor position in our Gummi Emergency Nutrition Response Project under Moderate Acute Malnutrition (MAM) programme.
Main Objective and Responsibility of the position
Ensure the implementation of all nutritional related activities of the programme and coordinate and manage the team under his/her responsibility according to the MSF protocols in order to improve the nutritional conditions of the target population
General Accountabilities
Schedules and organizes all nutrition related activities, its organization design and sizing as well as its associated budget in order to efficiently maintain the continuity of the nutritional healthcare at the standard quality levels.
Supervise, in close coordination with the HR department, the associated processes (recruitment, training, evaluation, development and communication) of the nutrition staff of the project in order to ensure both the sizing and the amount of knowledge required, improve people capabilities and skills.
Supervise the implementation of the nutritional program according to MSF protocols, standards. This includes:
Draw up outpatients activity planning,
Follow up the evolution of patients and discuss the problem cases taking part in the medical assistant’s round, and install referral system
Check that medical and nutrition prescriptions are carried out.
Check the diffusion, knowledge and application of medical, nutritional and anthropometric protocols.
Supervise nursing care and hygiene circumstances.
Ensuring that all staff using medical devices are qualified and trained. Ensuring cleaning and minor maintenance tasks are performed according to the protocols. Reporting any malfunction to the project biomedical service.
Ensure that mothers are well informed about the functioning of the centre, the state and evolution of their child: their tasks (help with cleaning, feeding their child, etc.)
Supervises, in cooperation with the pharmacist and project medical referent, the management of the pharmacy, ensuring reception and storage of orders, preparing new orders when required, supervising expiration terms and consumption patterns, in order to ensure, a rationale use as well as pharmacy stock levels are permanently updated and above minimum safety point.
Ensure correct nutritional data collection (registers, nutritional forms, morbidity forms), compile weekly and monthly statistics for the outpatients unit, report this information to the line manager and provide feedback on the results to the team. In these sense, this function includes all kind of nutritional information that nutritional supervisor has in his /her hands
MSF Section / Context Specific Accountabilities
Management, Technical support & Quality of care improvement within nutrition Activities at the TSF/ATFC level:
Oversees nutritional activities to ensure that therapeutic foods are regularly available and meet quality and quantity standards.
Always performs the duties/organization of the department as scheduled with the NAM.
Ensure patients admitted in the TSFP/ATFC meet the criteria (as by the MSF/WHO guidelines)
Department operating needs are met: Medical supplies, Nutrition therapeutic food (RUSF, RUTF, etc), IPC/WATSAN supplies as well as stationaries and reporting data tools.
Ensures the functioning of TSFP/ATFC at all points of the patient circuit (triage, consultation/appetite test & MUAC re-screening, weighing, Malaria testing, vaccination, RUSF/PPN and other systematic drugs distribution point) and Monitor staff practices at all points in the supplementary/ ambulatory care circuit.
Ensure, according to the established plan (task of each) the patients’ follow-up in the ambulatory program and systematically track and document all defaulters, lost of follow up, death.
Ensure that patients receive the amount of RUSF/RUTF according to their age, social specif situation and the MSF protocol.
Evaluate the consistency of the quantity and quality of therapeutic foods given to patients
Ensure Health and nutrition providers systematically takes the addresses of the patients absent at the distribution and instructs the HPs for their research.
Monitor and coach supervises about the rational prescription and usage of systematic antibiotic and/or other medical drug available in the TSFP (as to support AMS overall project goal).
Ensure that all health workers are adhering to clean, safe and tidy environment with the TSFP/ATFC to support the IPC best practices and patient safety.
Ensure the proper maintenance of equipment used in the ATFC and report any malfunction to the NAM.
Uses a checklist to ensure that the equipment provided is present and functioning properly.
Monitoring and evaluation, Data collection & Reporting:
Notable useful indicators: Admissions - Discharges (Cured - Abandon) - Movement of patients between ATFC and ITFC (Referrals) are taken into account during the supervision.
Ensure proper use of all administrative procedures and documents (individual patient card and notebook, discharge paper, transfer paper, etc.) and existing data management tools.
Ensure all the patient records (ration cards, registers ) are properly fill in regularly and updated, that the information collected through them allow to monitor quality of care and apply appropriate corrective measures.
Monitor and report against the nutrition (TSFP/ATFC) performance indicators (adhoc or monthly basis) and feed the necessary information need to report to other key partner involved and co-supporting the nutrition intervention.
Ensure that data is collected for effective program monitoring and adjustment (decision making).
Patients’ movements are effective and written daily on the board; and as well as soft copy on the share point.
Prevention, Health Promotion and community engagement around nutrition best practices; including complaint response and feed mechanism at the community level:
In close coordination with the HP ensure:
Food committee management are formed at each nutrition sites (mainly composing of local community leaders, representation of the people enrolled in the programming, volunteers’ representative, the in charge of the health facility and MSF Staff mainly NAM, HP, Nutrition supervisor ATFC/TSF, MTL,)
Based on the context analysis, establish a complaint response & feedback mechanism in the nutrition sites that guaranteed safe spoken up, equal access to services provided by MSF and his partner in the stipulated nutrition sites.
Contribute to development of the strategy to increase earlier usage of the Nutrition services by the community and other primary & community health services rendered by MSF in Gummi LGA and specifically in the 3 TSF/ATFC coverage areas namely Daki Takwas, Birning Magaji,and Gayari throuth TPHC and ICCM. Support the HP to implement the FAMILY MUAC at the community level.
Support the Integrated disease surveillance and response strategy as one the pillar to increase the project capacity to respond to emergencies.

Requirements

Education:
Nurse qualification. Desirable with a Nutritionist Diploma.
Experience:
Essential: Minimum 2 year experience as nut nurse (TSFP, ATFC or TFC program) +Desirable: Integrated disease and response (IDSR), nutrition surveillance and response, Qualitative nutrition survey.
Languages:
Mission language and local language essential. Spoken Hausa is essential.
Good knowledge of food security and nutrition issues, especially in the Northwest Nigeria region, is desirable.
