The United Nations Office for Project Services (UNOPS) is an operational arm of the United Nations, supporting the successful implementation of its partners' peacebuilding, humanitarian and development projects around the world.  Mandated as a central resource of the United Nations, UNOPS provides sustainable project management, procurement and infrastructure services to a wide range of governments, donors and United Nations organizations.

The Role 

  • To deliver the UNOPS Integrated People Strategy, the People and Culture Group is developing  several new programmes, systems and processes, and managing the associated change processes.
  • Our vision for career development and mobility is to ensure our people have the opportunities to develop their skills by moving through roles laterally in a variety of functions, organizational contexts, and duty stations, enabling them to develop a well-rounded set of skills and capabilities. 
  • The HR Advisor, Global Mobility will report to the Deputy Director, People and Culture.  It is a specialized and experienced HR role, which will have responsibility for developing and designing a pilot for the UNOPS international mobility framework. This includes the global mobility architecture and an interlinked career progression approach which allows for internal exchanges of personnel and stretch assignments throughout the organization.
  • These frameworks will be applied to a range of internal contexts including UNOPS staff members and International ICA contract holders, as well as international and national workforce.

Responsibilities
Global mobility framework:

  • Develop the global mobility architecture for UNOPS, including policies, processes and practices on personnel rotation.
  • Develop the policies, processes and practices for short term internal exchange of personnel, including stretch assignments.
  • Collaborate with cross functional teams to ensure proposed mobility, exchange and stretch assignment  policies, processes and practices will meet organizational objectives.
  • Ensure mobility practices are well integrated with other talent management initiatives including internal strategic workforce planning and internal recruitment processes.
  • Develop the tools and resources required for personnel to understand and utilize these frameworks.  
  • Work closely with UNOPS Process Innovation and Digitization programme, to ensure mobility considerations are included in new digital platforms and tools.
  • Ensure the mechanisms are in place for regular feedback from program participants for policy evaluation purposes

Mobility implementation pilot:

  • Manage the roll out of any mobility, exchange and stretch assignment policies or related practices, ensuring appropriate piloting is in place to test and revise practices as required.
  • Make recommendations on how the ongoing implementation of talent rotation practices will be implemented, to support strategic workforce planning, career development and succession planning.
  • Collaborate with the HR Analytics team to ensure processes are in place for the data collection and analysis required to support periodic reviews of talent in rotational positions.
  • Lead the communication strategy related to the introduction of new mobility practices and any related pilot programme.  
  • Design the annual process of reviewing talent in rotational positions and make recommendations on how this will be implemented going forward.

Requirements
Education Requirements:

  • Advanced Degree from an accredited university preferably in Human Resources, Organizational Development, Business Administration, Public Administration or related discipline.
  • A combination of a Bachelor's degree with an additional 2 years of relevant work experience may be accepted in lieu of the education requirements outlined above.

Experience Requirements:

  • Seven (7) years of relevant progressively responsible experience in HR management  related to career development, succession planning and global mobility planning, some of  which should be in a globally present company or an international organization is required;
  • Demonstrated experience in leading successful global mobility programs is desirable;
  • Experience in managing HR projects within UN system organizations is desirable; and
  • Experience dealing with UN regulations, rules and policies in the areas of contracting, procurement and human resources is desirable.

Language Requirement:

  • Full working knowledge of English is required.
  • Knowledge of another official UNOPS language is an asset
