Job Title: General Manager, Supply Chain Management

Job Summary
Responsible for oversight of the supply chain management function in supporting business delivery across the company and ensuring full commercial value from implementing the terms of the Joint venture agreements with government and other companies.
The role will be responsible for developing and executing appropriate contract strategies, C&P processes of goods, materials, services and resources for the assets and the organisation.
Member of top management overseeing procurement, Contracting, warehousing, materials, and logistics
Specific Duties and Responsibilities
Develop and manage Supply chain processes, procedures and systems aligned with JV management framework to provide assurance of the contract process to vendor selection to payment by (JV) partners.
Develop material management & planning policies and practices that support the business strategy and ensure proper utilization of resources within the JV.
Lead Supply chain, procurement warehouse and logistics units to provide commercial advice and services that enable departments achieve their business goals within the JOA, NCD and community requirements.
Drive a contractor management system that pre-qualifies contractors, ensures fairness to competing (community) contractors and manages the post award and completion activities for compliance.
Ensure the maximization of commercial value for the organization and the JV partners from all supply chain activity partner and joint venture agreements – manage relationships with end users and vendors to deliver agreed value.
Build (community) contractor & vendor capability e.g. on HSSE, quality delivery in line with Company`sstrategy.
Develop and oversee an enterprise order-supply-procure-receive-pay system and a robust cost estimation system in alliance with Finance and end users.
Develop, Implement, and manage a user-friendly materials management and control system and an effective Asset Maintenance system in support of facility and equipment maintenance at all Assets.
Oversee the resourcing, training, development, and retention of Supply Chain personnel through the implementation of a Competence Based Development system.
Management of Stakeholders interests including communities, partners, and government officials.
Ensure that the Company adopts and applies good C&P business practices, maximizes the commercial benefit from its expenditures, minimizes adverse implications to its reputation.
Manages risk exposure in all C&P activities. Determine which risks are likely to affect the work. Evaluate risks to assess the range of possible project outcomes, mitigate risks by proposing corrective actions.
Responsible for JV partner and regulatory relationships and approvals for C&P
Develops and execute contract schedule plans to meet business objectives.
Lead all commercial negotiations with contractors.
Ensures that appropriate contractual provisions and processes relating to company HSSE requirements, are incorporated into the contracting process – including pre-qualification requirements, routine performance monitoring and feedback and HSSE compliance checks.
Responsible for compliance with Nigerian Content Directive.
Project delivery (schedule delay due to contracting issues).
Value of Transactions (ca. 70% of ’s Annual Budget)
Qualifications and Experience
Over 15 years E&P professional experience in Supply Chain Management or in a technical role (with at least five years in a managerial capacity) with a mid-sized or major E&P operation
Exposure and working experience with an International Oil firm for at least 10 years is an added advantage.
A First Degree in Engineering, Finance, or another related field; an MBA will be an added advantage.
Familiarity with regulatory stakeholder processes and relationships.
Experience in managing Joint Venture partner relationships.
Demonstrated responsibility in tendering, evaluating, negotiating and execution of High Value E&P contracts.
Demonstrated responsibility for developing and implementing Supply Chain Management processes and controls.
