Center for Advocacy, Transparency and Accountability Initiative (CATAI) is established in 2018 as registered NGO with Head Office in Maiduguri - Borno State, with offices across Yobe and Adamawa state. We have been visible in Borno Adamawa and Yobe states implementing projects in Education, Protection (Child /GBV), WaSH, Nutrition, Empowerment/Livelihood, Governance and Peace Building. Our approach is aligned with our mission to enhance services delivery and empower citizens, through our Humanitarian, Development, and peace building nexus (HDP).
The consultant will engage the CBOs/CBOs, using a combination of lectures, hands-on exercises, role plays, group working, question & answer, technical assistance, mentoring sessions, and exchange learning approaches. When completed, this activity will directly contribute to enhancing the effectiveness of community CSOs/CBOs in the front lines as first responders to educational and protection threats that emerge.
Purpose of the Assignment:
The purpose of this assignment is to strengthen the capacity of selected women-led organisations, persons living with disabilities (PLWDs), and community-based organisations (CBOs) across 6 Local Government Areas (LGAs) in Borno State. The assignment aims to enhance the effectiveness and efficiency of these organisations in delivering their programs and services. This will be achieved through a series of activities including selection of organisations, organisational capacity assessment, training delivery, mentoring and coaching, and experience sharing workshops.
Supervision:
Direct supervision is provided by the ED CATAI and the Consortium Manager.
The Consultant’s performance will be evaluated by the ED, Consortium Manager, and MEAL Coordinator CATAI, Maiduguri. Any deviations from the initial planning and assignments shall be promptly considered and solved; any conditions beyond the responsibility of the Contractor shall be brought to the attention of CATAI’s Representative.
Travel and work arrangements:
The consultancy will be conducted in Maiduguri, however, it might involve travels within Maiduguri to offices of the participating organisation.
Office, tools and equipment:
The consultant shall use his/her own computer and office space.

Minimum Qualification Requirements
The consultant or firm should have a proven track record of at least 5 years in capacity building and organisational development, particularly with non-profit organisations, community-based organisations, and women-led organisations.
The consultant or firm should possess expertise in conducting Organisational Capacity Assessments (OCAs) and developing capacity building plans. Experience in governance, financial management, program management, and stakeholder engagement is essential.
The consultant or firm should have experience in designing and delivering training programs, preferably for non-profit or community-based organisations. They should be skilled in various training methodologies and techniques.
The consultant or firm should have experience in providing mentoring and coaching support to organisations, with a focus on continuous improvement and sustainability.
The consultant or firm should have strong facilitation skills, with experience in conducting workshops and facilitating group discussions and learning sessions.
Excellent communication skills, both written and verbal, are essential. The consultant or firm should be able to effectively communicate with a diverse range of stakeholders.
They should have strong reporting skills, with the ability to produce clear and concise reports that accurately reflect the findings of the OCAs and the progress of the capacity building process.
The consultant or firm should demonstrate cultural sensitivity and have a good understanding of the local context in Borno State.
A minimum of a Bachelor’s degree in a relevant field such as Social Sciences, Development Studies, Organisational Development, or a related field is required. A Master’s degree or higher would be preferred.
Language: Proficiency in the local language(s) spoken in Borno State would be an advantage.
Expression of Interest:
The CATAI welcomes expressions of interest from seasoned consultants, individuals or firms in academia, social research, or humanitarian evaluation with a background in humanitarian aid, research methods, development economics, development studies, or other related fields.
Technical proposal with clear understanding and interpretation of the ToR, including detailed tasks, recommended methodology summary and proposed schedule, relevant experience, how you meet the profile required and details of time required (maximum 5 pages)
Financial proposal, including daily professional fee and any other associated costs for the assignment. The consultant should itemize all costs for the duration of assignment, lumped up costs will not be accepted in the financial proposal.
CATAI will only cover field related costs while in-country. All costs need to be clearly stated in the bid submission CVs of prospective consultants.
