Job Title: Emergency Facilitator

Justification
The Facilitators are to support our clients Maiduguri Field Office (MFO) in Humanitarian Program Monitoring (HPM) activities in the Borno state locations. These may include accessible & hard areas. In addition, the Facilitators will play a critical role in conducting program monitoring visits for Rapid Response Mechanism (RRM) interventions. Locations to be monitored may include extremely hard-to-reach areas upon request from our clients emergency team & based on locations of implementation. The Facilitators are needed as the emergency unit doesn’t have any personnel that can be deployed & perform these emergency led initiatives.
Rapid Response Mechanism (RRM):
Our clients MFO has regular programs working through partners to provide humanitarian assistance to IDPs & host communities in crisis affected accessible & underserved hard to reach locations in BAY states. In most of these locations, humanitarian workers including our client can access only within mostly the perimeter of garrison / main towns.
Through the RRM, our client is working with national & international partners to provide timely lifesaving interventions in extremely hard to reach locations (otherwise called inaccessible LGA for regular programs) within the BAY states. The access constraints impact on our clients ability to monitor the RRM supported activities & ascertain the impacts of such services on women & children. It is against this background that our clients MFO is seeking third party monitoring personnel to provide support in conducting on site program monitoring visits in locations where RRM interventions are implemented & submit field monitoring reports outlining the major findings & recommendations to our clients emergency team.
Humanitarian Program Monitoring (HPM):
Our clients emergency plans to engage an external agency to implement the third party monitoring to provide a mechanism for independent program quality monitoring of our clients services & supplies as well as gather program stakeholders feedback. Third party monitoring incorporates collecting & verifying quantitative & / or qualitative monitoring data as well as data triangulation & analysis. The monitoring will examine the delivery of supplies to beneficiaries, ensure quality of services & assess end user satisfaction.
Main Respnsibilities &vTasks
Serve as our clients eyes & ears in the assigned LGAs, wards & settlements / communities, verification of facts & figures reported by the implementing partners in the field (meeting with the partners).
Monitor our client supported programs & activities in accessible & hard to reach LGAs & wards i.e., tracking of our clients supplies from their warehouse to the end user, identifying any delays, bottle necks & undelivered supplies).
Collect data using HPM tool via ODK & transmit same to designated sites.
Conduct end use monitoring of supplies & products.
Represent our client in coordination meetings & other intersectoral activities in the assigned locations.
Support our client & their partners in the implementation of feedback & complaints mechanisms, recording & follow up of complaints (e.g., sexual exploitation & abuse, gender based violence, etc.).
Carry out any other task that may be assigned.
In coordination with our clients emergency team & RRM partners, conduct program monitoring visit for RRM interventions in extremely hard to reach locations to ensure activities are implemented according to plan through direct observations & meeting with beneficiaries.
Documenting key findings highlighting observed status of activities against intervention plans & recommendations for areas of improvement.
Deliverables:
HPM:
Monthly ODK data submission & summary of findings coming from Key Informant Interviews (KIIs), Focus Group Discussions (FGDs) & field observations.
Detailed monitoring progress report including issues of complaints & feedback.
Reports of coordination meetings or other intersectoral activities.
End of assignment reports.
Any other tasks related to HPM as assigned by the supervisor.
RRM:
Program monitoring visit plans (based on requests from our clients emergency unit).
Field observations, KII's & FGD's.
Detailed program monitoring visit field reports for RRM interventions.
End of assignment reports.
Any other tasks related to HPM as assigned by the supervisor.
Project reporting:
This role reports to the line manager.
Key Competencies
University Degree in Social Science, Statistics, Social & Economic Public Policy, Development Economics, International Development or any other related field.
Fluency in English (verbal & written) & knowledge of another UN language is an asset.

Due to the nature of the RRM & HPM’s program needs, the area of operation may not be limited to areas defined by the TOR.
In addition, the RRM focus is mainly in extremely hard to reach locations hence the Facilitators may be required to work in local communities outside the garrison / main towns.
