Team Purpose
The Sub-unit support the day-to-day financial management of the sub recipients which includes facilities and community-based organization who are subcontracted to implement specific program activities necessary for program implementation.
Responsible for the efficient and effective management of the sub recipient from the point of engagement to the expiration of the sub agreements as highlighted below;
Work with Sub-contract Officer and program unit in development of Sub recipient budget and scope of work
Support the facilitation of the Sub-contract activities including pre-award assessment and evaluation, developments of sub agreements and implementation of same in line with USG rules and regulation
Support the building of the capacities of sub-recipients on the applicable USG rules and regulations
Assist in the facilitation of external quality assurance review of sub recipient financial documents and ensure corrective actions are implemented.
Conduct financial monitoring including site visit and review of financial reports
Collation and review of monthly financial reports and budget tracking for assigned facilities
Inventory management of program assets at the facilities level for assigned facilities
Job Summary
Support the management of subcontractor contracts and their performance; provide assistance with ensuring that subcontracts are executed and total subcontract packages including scope of work for services and appropriate budget are properly documented.
Specific Duties & Responsibilities
Assist with financial activities associated with developing, managing and monitor sub awards and formal service level agreements including budgets according to CDC and other donor rules and regulation as applicable
Provide support to the Sub contract officer to review the monthly financial report for the Sub recipients
Ensure payment of expenses are in compliance with the rules and regulations of the organization’s and that of the funders.
Review all payments of subcontractors to ensure compliance
Prepare and process all accounting transactions such as disbursement, cash receipts, journal entries and advances which are in accordance with USAID and the organization’s finance and accounting policies and procedures
Support periodic monitoring visits at different levels to subcontracts sites to ensure accountability and fiscal health
Contribute to audit of sub recipients
Support the identification, assessment, selection and close out processes of sub-contracts in line with USG and other donor rules and regulations
Update and maintain information the fixed asset register.
Any other duties as assigned by supervisor or designate.

Internal Customer satisfaction levels
Level of cost control through utilization of available resources and keeping the actual admin expenditures within budgeted expense ratio
Timeliness and accuracy of management reports
Ease of retrieval of financial information and documents
Timeliness and quality of monitoring visits at different levels to subcontracts sites
Quality and effectiveness of fixed asset register managed
Level of compliance and effectiveness of sub-contractor identification, assessment, selection with USG and other donor rules and regulations
Level of compliance with the organization’s SOPs and USG and other donor rules and regulation.
Qualifications & Experience
Bachelor's Degree in Business Administration, Accounting, Finance or in related field with membership and part certification in professional association i.e. ICAN, ACCA or recognized equivalent.
Minimum of one year in financial management, accounting, and administration. Working experience with an international NGO working with USG funding is an added advantage.
Knowledge of CDC, USG/other donor rules, regulations, and procedures concerning subcontracts is an advantage
Ability to work independently with minimal supervision,
Good working knowledge of Word, Excel and Outlook required.
