Team Purpose
The program team provide overall supervision for state office project management and the coordination of CIHP activities at the states and LGAs.
The team has programmatic oversight and coordinates the multidisciplinary health facility quality improvement teams in the states.
It is responsible for managing the coordination and collaboration with government officials, all public sector and NGO partners in the focal states.
Job Summary
The State Program Manager is a key member of the senior management team and will oversee the implementation of various health interventions including comprehensive HIV care and treatment services across supported LGAs in Lagos state.
The position is responsible for coordination and execution of all program activities in the state and brings professional credibility to organizational capability and reputation in program implementation.
The post holder shares in the overall responsibility for the management of the program including direction, supervision, and evaluation of State Technical Leads, Satellite Office Managers and field office staff.
The job holder will supervise multi- disciplinary teams of professionals providing technical support to supported facilities providing HIV/AIDS care and treatment and other health services that are consistent with the organizational goals and project objectives.
As leader of CIHP state programs, the incumbent represents CIHP values and principles in interactions with staff and external audiences.
In particular, the candidate will assist the CEO in representing the organization before donors, government representatives, partner agencies, local institutions, and the media.
Specific Duties & Responsibilities
Oversee the provision of technical assistance, as directed by the CEO to health care facilities supported by the organization. Such assistance includes training of staff, patient database EMR management, facilitation and improvement of community linkages, enhancing laboratory support for patient flow analysis, development or improvement of referral systems, procurement and supplies, improvement of pharmaceutical services.
Develops overarching departmental goals, objectives and budget and obtains necessary approvals; cascades goals, objectives, and budget, where applicable, to direct reports
Works collaboratively with Deputy State Program Manager, Clinical Services and other peers to align cross-department goals and objectives, as and where appropriate.
Leads team in identifying new or enhanced opportunities to streamline and increase overall effectiveness and efficiencies of various program areas, practices and/or other resources.
Uses long-range project plans and objectives to identify, align, build and implement the appropriate infrastructure, organization design, distinct roles & responsibilities, as well as other resources to enable the organization meet or exceed program goals & targets year to year, and therefore over the longer-term.
Guides the development or refinement of materials related to HIV/AIDS care and treatment, including guidelines, protocols, algorithms, training materials and monitoring and evaluation tools;
Work with relevant departments on integrated management of program finances ensuring effective use of resources and achieving program objectives in compliance with donor requirements
Oversees and monitor procurement, laboratory and training, and network plans
Serves as a resource in the evaluation of ongoing programs and in subsequent development of new and/or expanded programs for the care and treatment of HIV/AIDS;
Ensures that all required periodic project narrative and financial reports for donors are prepared and submitted to the central office in a timely manner for review and final submission.
Oversees preparation of detailed project or program development plans. Specifically supports in any budget allocation as well as external vendor identification and negotiations.
Provides management support in organizing major program/project events (trainings, workshops, seminars, etc.) and coordinate with the management support unit on all financial and administrative actions related to program activities.
Develops training plans to further build the skills of program/project staff in technical, managerial, and reporting areas.
In coordination with program support and implementation units, review and provide operational feedback to Program Managers, Officers and Associates on implementation issues, and develop strategies for improving and enhancing program support services
Supports capacity building of facility personnel to better implement their role in the technical planning, management and evaluation of HIV/AIDS and other health programs
Ensures a balance of complementary and diverse skills/knowledge and experience to optimize the team's ability to meet or exceed goals & objectives.
Develops and retains talent and aligns appropriate skills, abilities, knowledge and experience to the requirements of different roles with a strong succession plan for all key positions within the state.
Proactively provides performance feedback on a frequent basis and gives additional coaching/advice/guidance to help individuals and/or the team overall to improve in areas for development as well as leverage existing strengths and capabilities.
Acts rapidly, appropriately, decisively and consistently in cases of observed or reported potential policy violations in project implementation as stipulated by organizational policies and procedures
Plays a leadership role in defining and implementing departmental performance metrics, i.e., key performance indicators for compliance, project effectiveness, as well as efficient and effective vendor contracting.
Provides executive summary status reports and presentations on in-development or completed projects. Includes periodic executive summary reports on program activities, budget and status.
Oversees direct reports and their work to ensure appropriate, thorough implementation plans are completed and implementation activities are undertaken (includes communication, training & development, systems upgrade or modifications, new or enhanced reporting tools and mechanisms, job aides, updates to existing project guidelines, etc.)
Perform other duties as required.
Qualifications & Experience
Postgraduate Master's Degree on Development or other Social Sciences and five years management experience of running country programs, exposure to different countries would be an advantage;
10 years experience of managing public health programs and a working knowledge of the program priorities; at least 5 years substantial experience and knowledge of effective financial and budgetary control and securing and managing grants (e.g., USAID, CDC/PEPFAR and other donor grants);
Ability to analyze information, evaluate options and to think and plan strategically;
In depth understanding of national and international development issues in particular in relation to reproductive health and HIV / AIDS;
Proven track record/abilities to manage large-scale, cross-functional business process improvement strategies, plans, activities and teams
Expert knowledge of best-practice project management and change management methodologies, tools and techniques
Exceptional analytical and problem-solving skills, as evidenced through previous work experience and results achieved; capable of effective and efficient development, management and tracking of large-scale projects
Superior partnering skills, exceptionally strong and highly effective working relationships with internal & external partners / stakeholders
Excellent leadership skills; can manage larger-scale teams, develop individual skills and abilities, while driving teams to meet or exceed targets & goals
Demonstrates leadership among peers and subordinates by consistent application and modeling of the appropriate compliance, behavior and conduct.
Exhibits a positive and professional demeanor in and outside of the workplace that exemplifies and furthers the mission, vision and values of the program; and does not compromise ethics or integrity or undertake legal risks while pursuing program goals.
