The Economic Community of West African States (ECOWAS) is a regional group of fifteen West African countries. Founded on 28 May 1975, with the signing of the Treaty of Lagos, its mission is to promote economic integration across the region.

Role Overview

  • Under the supervision of the Director of Agriculture and Rural Development, the incumbent shall undertake, initiate, monitor and coordinate the actions of ECOWAS Commission in the sectors of animal husbandry in the rural area and Livestock development, Pastoralism and Transhumance, Fisheries and Aquaculture, Meat and Dairy Value Chains and Poultry value chains, etc.
  • The incumbent shall contribute to Design, Develop and Implement Sectoral Strategies toward the implementation of the ECOWAS Agricultural Policies (ECOWAP) in line with management community decisions that support good farming/livestock practices and the contribution of livestock, fisheries to poverty alleviation, rural employment, food security and food safety; and address the associated technical and policy issues.
  • As a Head of Division, the incumbent shall support and represent the Director in the management tasks assigned.

  • Program Officer Livestock Development – Pastoralism & Transhumance
  • Program Officer Marine & Continental Fisheries
  • Program Officer Aquaculture Development
  • Program Officer Meat and Dary value chains development

Role and Responsibilities

  • Initiate, monitor and implement the Regulations in the Animal and fisheries resource.
  • Coordinate ECOWAS Member State Agenda in the Animal and Fisheries Sector.
  • Produce regular analytical reports (dashboard) on Livestock, transhumance, pastoralism and Fisheries sector.
  • Collaborate with Development Partners, Regional and International Institutions partner of ECOWAS in the Animal and Fisheries Sector such as AU Commission, UEMOA/WAEMU, FAO, AU Commission, CORAF, ILRI.
  • Formulate and develop regional projects and actions to allow Management to mobilize international funds for their implementation.
  • Develop, support and implement ECOWAS’s Field Program, in livestock development, and small-scale dairying in particular, aquaculture development, fisheries, and advise ECOWAS Members States on formulating and implementing related development programs.
  • Develop and implement the necessary good animal husbandry practices to ensure compliance with food/feed safety/quality standards.
  • Develop and advise on programs to facilitate the effective supply of goods and services to enable sustainable livestock production and ensure animal products of consistent quality; – contribute to and technically support livestock production aspects program.
  • Contribute and participate to ECOWAS Regional Animal Health Center activities, international and regional institutions, NGO networks and producer organizations as they relate to animal production, fisheries and aquaculture.
  • Keep up-to-date and informed on relevant developments and design and conduct analytical studies on specific technical and policy issues affecting animal and fisheries resources development.
  • Plan, organize and participate in scientific and technical meetings; prepare and edit reports, manuals, guidelines and other specialized publications concerning the sector.
  • Assist ECOWAS Member States through partners in planning/establishing training, extension, research and human resources development programs for the animal and fisheries sector.
  • Perform other related duties as required.

Academic Qualifications and Experience

  • Advanced University Degree, Engineer, or Master of Science Degree (or equivalent) in Animal Production Sciences / Livestock Development / Fisheries and Aquaculture, any other relevant field from a recognized University.
  • Have at least ten (10) years of professional experience in developing livestock production, including dairying, in fisheries and aquaculture which included working experience in a diverse range of developing countries.
  • Broad experience as a program/project manager, project manager and programs in Animal and Fisheries resources development programs.
  • Demonstrated experiences in the fields of livestock production, or Fisheries and aquaculture, transhumance, and pastoralism, etc.
  • Skills in Animal and Fisheries Development policy formulation, project / program formulation, strategic planning, or institutional and regulatory framework.
  • Extent of knowledge of and experience in the small-scale dairy sector
  • Depth of understanding of the technical, institutional and policy constraints of major livestock production systems and fisheries sector
  • Extent of knowledge of and experience in project formulation and funding requirements of major multilateral and bilateral funding agencies
  • Extent of experience in institution and capacity building in the livestock sector.

  • Be below 50 years old. This provision does not apply to internal candidates.

  • Fluency in oral and written expressions in one of the ECOWAS official languages of the Community (English, French & Portuguese). Knowledge of an additional one will be an added advantage.
  • Organizational and project/program management skills with significant experience identifying timelines, targets, costs and resources necessary to deliver on operational/program/project outputs in line with result-based management approach.
  • Ability to set effective goals and targets for self, others, and the work unit and adjusting work or project priorities in response to changing circumstances.
  • Ability to use participatory approach in project planning and identify gaps affecting the achievement of program/project expectations and to design and implement intervention plans required to build the desired task.

Salary
UA66,123.98 / USD104,330.42 Annually.
