Job Title: Data Analyst Activity Manager

With the support of the HQ Epidemiologist, creating, reviewing, and adapting data collection tools according to the project indicators, and coordinating the development, implementation and follow up of Standard Operating Procedures (SOPs) for documentation.
Developing and implementing data quality assurance methods to ensure good performance of the activities and reliability of the information, treating with respect and confidentiality all patient information.
Providing technical support to the medical team and data entry staff in the implementation of routine data recording, collection, and entry for the selected project indicators in clinics and/or hospitals and/or health centres. Organizing and implementing or providing technical support in the establishment of monitoring tools for new activities as initiated in the project.
On a monthly, quarterly or basis of request, implementing detail analysis of recorder data for key indicators for the project to facilitate the definition, redefinition, or reorientation of project activity. This will also include analysis of the district’s (MoH) cohort data, whenever available. Following the analysis, identifying, and reporting any new and interesting indicators for review with the medical team for potential follow up where relevant.
Managing and supervising the work of the data team personnel for quality assurance including identification of training needs and providing coaching for the staff on issues related to data.
Planning and supervising, with support of the HR department, the associated HR processes (recruitment, training/induction, evaluation, potential detection, motivation, development, and internal communication) the data team to ensure having the appropriate team in terms of size, capabilities, and skills.
Participating in meetings and/or trainings as requested and scheduled by the manager or MSF. This includes but is not limited to MSF internal meetings and/or trainings, and local, regional, or international meetings and/or trainings.
On a monthly basis and in collaboration with the medical team, preparing and submitting summary reports on analysed data for both MoH and MSF and preparing and implementing MSF internal monthly or quarterly medical data presentation, including facilitation of team reflection, and sharing of updates to promote team dynamism and reactivity.
Performing additional activities whenever needed and as requested by the supervisor.
In 2022, the state of Kano reported sporadic cases of Diphtheria from May to October, then a progressive increase in cases with around 30 cases in the last 8 weeks of the year. The outbreak was notified by the State MoH in January 2023. The lengthy time-period between the first cases of diphtheria (May 14, 2022) and the eventual recognition of the clinical syndrome as being diphtheria (Dec-2022) depicts clinicians in the area probably un-familiar with a quiet rare disease and its presentation or lack of data and information sharing within the health parameters. This led to subsequent delays in responses.
The identified risk factors and aggravating factors of Diphtheria outbreaks exist in Kano area and its suburbs: missing of routine EPI and low vaccine coverage (VC); poor health access & health-seeking behavior, healthcare manpower dramatically stressed and majorly unskilled esp. with epidemic-prone diseases; IDPs added to pre-existing low to very-low resources populations and crowded living conditions, where person-to-person spread is boosted… We know from previous outbreaks, in Nigeria (Kimba /Biu LGA /Borno) or the huge one in Rohingya refugee camps in Bangladesh that in such conditions, transmission, attack rate and lethality could be very high and difficult to reverse.
In this context, MSF WaCA has launched a Diphtheria emergency response in January 2023, for a 3-month period. A Diphtheria Treatment Center (DTC) is set-up in the Murtala Muhammad Specialist Hospital (MMSH) in collaboration with the MoH. The initial capacity of 80 beds is increased along the two project’s extension: 90 beds until June and 115 beds until end of August 2023. Two contact clinics were open and an iCCM strategy was implemented.
The increased admissions in July forced the team to identify a second structure: the Infection Disease Hospital (IDH) to increase the global bed capacity and reduce the number of beds in MMH not respecting the IPC standards anymore.
Vaccination:
The MoH has launched catch-up campaigns.
MSF-WaCA as part as it strategy will document this outbreak response. The position Data analyst manager will work closely to operational research epidemiologist in the process of documentation our intervention in Kano.
