Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency.

The PUI Nigerian Mission has been officially opened in April 2016, with a focus on meeting urgent needs, including improving access to food commodities for Internally Displaced People (IDP) and host communities (HC), later adding Primary Health Care and Nutrition activities. This initial intervention was focused on populations living in MMC. The progressive sectorial widening allowed to start implementing an integrated approach from 2017 in Bolori II in food security, livelihoods, nutrition and health, with the support of ECHO, FFP, OFDA and CIAA/CDC, in line with PUI’s global strategy. In mid-2018, PUI has developed its comprehensive response by adding Protection and Community Outreach (PCO) activities to the existing programs in Bolori II.

We are recruiting to fill the position below:

Job Title: Case Management Officer

Location: Pulka, Borno
Employment Type: Full-time

General and Job Summary

  • Under the direct supervision of GBV Supervisor, the case management officer is responsible for planning, implementing and providing quality case management/psychosocial support services to GBV survivors in Bolori II ward of Maiduguri and Monguno LGA.
  • She/he works with a team of GBV volunteers together with community structures and SRH sector in compliance with work plans, donor regulations and PUI policies.
  • She/he will play a key role in providing direct survivor centered case management services to Gender Based Violence survivors including psychosocial support to individual at risk of GBV.

Responsibilities and Task
Activities Implementation:

  • Provide direct and day-to-day survivor centered case management services to Gender Based Violence survivors including psychosocial support to individual at risk of GBV.
  • Assess survivors’ needs, develop an action plan, implement the plan, follow up and close the case in line with the GBV case management standard operating procedures and guidelines on case management.
  • Document cases using the Intake and Assessment form.
  • Follow-up with survivors and other partners to ensure plans are implemented.
  • Ensure case management steps are followed, referrals and documentation are happening in an appropriately and timely manner.
  • Attend GBV meetings as may be required.
  • Regularly update documentation and maintain Database for all documented cases, plan of action and Follow-ups visits using the GBVIMS.
  • Actively develop and maintain effective working relationships with case management actors in the field, including government actors, UN agencies, NGOs, and other relevant actors.
  • Provide referrals for survivors of Gender Based Violence to other services including child protection, sexual and reproductive health services and specialized mental health services, accompany of survivors where appropriate and conduct follow- up to ensure appropriate services have been provided to the survivor.
  • Ensures that survivor centered Approach Guiding principles maintained and enforced in while working with survivors including in safe space for women and girls.
  • Organize regular case conference meetings to addressed challenging cases and ensure survivors received quality services and with dignity.
  • Provide capacity-building and trainings to Protection Volunteers on thematic of protection (including CP, GBV, protection mainstreaming, confidentiality of protection data)
  • Ensure sensitive protection information are safely stored, secured and managed in line with the international standards on confidentiality and respect of privacy
  • Submit weekly and monthly activities report to the supervisor
  • Report immediately any difficulty or delay faced in the implementation of activities to the direct manager
  • Represent PUI at anytime and anywhere when s/he is in duty
  • Assist in the activities of the women and girls safe space
  • Practice self-care
  • The case management officer will be responsible for the management of the safe space for women and girls and will receive supervision support from the GBV Supervisor

Prevention of Sexual Exploitation and Abuse:

  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within PUI and amongst beneficiaries served by PUI.

Compliance & Ethics:

  • Promotes and encourages a culture of compliance and ethics throughout

Team Management:

  • Provide regular supervision to Protection Volunteers
  • Identify and provide capacity building training for Protection Volunteers
  • Conduct regular meetings with Protection Volunteers for debriefing, provide support as may be needed continuously collect feedback from protection volunteers, and ensure the communication to the GBV Supervisor.

Logisitics and Administration:

  • Define the needs in materials and tools required to conduct trainings and outreach activities.
  • Organize and coordinate training sessions: venue, attendees, and support materials.

Reporting and Data Collection

  • Maintain files on all GBV documented cases and follow-ups in all operational areas.
  • Manage Database of documented cases: to include statistics, and all other relevant information.
  • Use the GBVIMS Incident Recorder to analyze cases documented for weekly, monthly and quarterly or upon request
  • Provide statistics as required by program Manager / Coordinator for internal and donor reporting in a timely manner
  • Collect, analyze, store in a database and report information on identified protection cases and referrals -

N.B: The tasks and responsibilities defined in this job description are non-exhaustive and can evolve depending on the project’s needs.

Priorities of the Department

  • Provide support to women and girls at risk of GBV and those who had experienced GBV, with focus on case management, psychosocial support and appropriate external/internal referral
  • reinforce pui’s gbv prevention intervention approach through the conduction of sensitization on gbv core concepts and gbv mitigation and prevention targeting men, boys, community leaders and relevant stakeholders
  • provide tailored individual protection assistance (IPA) through cash support to those individuals facing urgent protection needs

Qualifications and Skills
Mandatory requirements:

  • Language skills
  • Good command in English (speaking, reading & writing)
  • Fluent in local languages - Hausa and/or Kanuri

Education degree:

  • Educated to university level (First degree or HND preferably in Social Science, Psychology or a related Field).
  • Previous training / experience in GBV programming and case management is an asset

Work experience:

  • Demonstrated commitment to helping others.
  • Demonstrated discretion and good judgment
  • Experience working with survivors of GBV an asset
  • Proven experience working in NGOs.

Knowledge and skills:

  • Clear understanding of Gender, power relations, and issues surrounding violence against women
  • Able to apply all GBV guiding principles, counseling ethics and uphold the rights of the survivors at all times.
  • Positive, highly motivated, innovative, with strong organizational and inter-personal skills:
    • Excellent communication (especially in public) and diplomacy skills to manage relationship in potentially tense situation
    • Literacy in reporting
  • Computer Skills:
    • Excellent knowledge of the MS office software including Word, Excel, Outlook, Powerpoint
  • Other:
    • Commitment to the NGO values and principles
