Northeast Nigeria is currently facing a growing humanitarian crisis with a vast number of Internally Displaced Persons in need of emergency assistance. These IDPs are living among host communities, lacking access to livelihoods and resources, ultimately leading to unprecedented levels of malnutrition and food insecurity.
FHI 360 has been working in Nigeria for over 30 years and responded to the humanitarian crisis in the NE for five years. In anticipation of a new project, and in support of ongoing ones, FHI360 seeks an experienced Senior Technical Officer Monitoring & Evaluation to support our response to the humanitarian crisis in NE Nigeria.
Job Purpose
Under the overall supervision of the Consortium Coordinator, the Senior Technical Officer Monitoring & Evaluation (STO, M&E) will; implement the M&E plan for the BHA consortium, ensuring partners are supported to regularly collate and report data.
In addition, the STO, M&E will harmonize and standardize data and information management across the consortium, ensuring consistent understanding and application of consortium-level M&E commitments.
Duties and responsibilities
Monitoring:
Ensure that the project has a solid MEAL plan, Indicator Performance Tracking Tables (IPTT).
Support the consortium Program and MEAL teams in updating the indicator tracking tables and provide necessary MEAL guidance regarding project performance.
Lead in the development of harmonized tools and guidelines for data collection, collation and reporting across the consortium.
Maintain a program database and ensure that the databases are updated regularly.
Capacity building of program staff on project related M&E templates/forms for data collection;
Organize field visits to monitor program activities/interventions against work plans and Quality Benchmarks/Quality Checklists and produce & share reports with program team as well as management team based on quality and accountability findings; and carry out follow-up monitoring visits to follow up on actions agreed.
Lead in conducting data quality assessments to ensure that data reported is validated, is accurate and consistent while providing feedback as necessary to program teams;
Analyze program performance data against established indicators and targets on a monthly basis;
Collaborate with program teams in developing quality program reports as per reporting calendar.
Evaluation:
Work with the technical teams to develop and implement an innovative plan for generating and sharing evidence to identify key issues for adaptive management and sharing feedback to consortium members and wider stakeholders on findings.
Provides leadership, strategic direction, and oversight of the consortium’s learning approach.
Working in close coordination with the technical teams to provide problem driven and adaptive evaluation approaches, using the results of evaluations to adapt programme activities.
With support from communications, MEAL and programs teams develop quality monitoring activities and impact documentation
Accountability:
Work with the technical teams to develop and implement a strong accountability plan, adopting the use of digital innovation to better leverage beneficiary feedback, information sharing, and promote transparency, dialogue and trust around devolution processes.
Ensure the consortium Accountability framework and Complaint Feedback Mechanism (CFM) are functional and accessible to beneficiaries.
Ensure that the agreed action plans are followed in timely manner by program team and that the feedback loop is closed.
Maintain a consortium complaints and feedback database while performing regular analysis of the feedback data.
Learning:
Work with the technical teams to develop an innovative learning plan for the programme, providing leadership and oversight of the consortium’s learning approach.
Adopt the use of digital technology to facilitate innovative strategies for shared learnings across all stakeholders and ensure the key learning's are incorporated in upcoming plans and interventions.
Perform other duties as assigned by Supervisors.
Qualifications and Requirements
Bachelor's Degree in Statistics, Computer Science, Information Management, Economics, or information technology with 7 - 9 years relevant experience. Or
Master's Degree in Statistics, Computer Science, Information Management, Economics, or information technology with 5 - 7 years relevant experience. With minimum of 5 years practical experience in M&E system development coordination/implementation in a large international non-governmental organization or other international relief/development body for large and complex grants, consortium experience is an added advantage.
Experience in MEAL for humanitarian projects is preferred.
Knowledge, Skills & Attributes:
Excellent knowledge of digital data collection tools and accountability systems
Excellent advanced quantitative and qualitative data analysis skills
Demonstrable track-record in data management, with the ability to manage large datasets and databases.
Ability to analyze and disseminate complex information to a range of stakeholder audiences.
Computer literacy, particularly in Word, Excel, and PowerPoint;
Strong familiarity with project management cycle [design/implementation/M&E]
Experience of solving complex issues through analysis, adapting and innovating where necessary, and defining a clear way forward and ensuring buy in.
Highly developed cultural and political awareness and ability to work well in an international and matrix management environment with people from diverse backgrounds and cultures;
Excellent planning, coordination, and reporting skills, with the ability to organize a substantial workload comprised of diverse tasks and responsibilities;
Strong communication and interpersonal, with experience working in multicultural teams;
Commitment to FHI360 values; uses ethical considerations to guide decisions.
Solid understanding of Safeguarding and Accountability to Affected Populations (AAP).
Flexible, respectful, willing to cooperate with and support project stakeholders including colleagues, beneficiaries, local community, and local leaders.

Proven experience in working with IDPs or refugees, returnees, and host communities.
Experience in multi-sectoral approaches in humanitarian work is essential covering at least two of the following sectors: Health, WASH, Protection, Nutrition, Shelter and Settlement, Agriculture, Food Assistance, Multipurpose Cash Assistance and Economic Recovery and Market System.
