Job Title: EOI - Senior System Configuration and Development Consultant - TCIS
The African Development Bank hereby invites Individual Consultants to indicate their interest in the following Assignment: Senior System Configuration and Development Consultant.
The objective will be to provide consulting services in the area of SharePoint development, surveys and online forms configurations as well as projects and activities coordination.
Duties
The consultant's duties will include the following:
Coordinate projects and activities related especially for the Bank’s General Secretariat
Interact with users to define business requirements:
Develop applications or follows up developments with other teams.
Prepare documentation.
Train users
Perform Sharepoint on-premise sites to Sharepoint Online Migrations
Design, develop and maintain sites or applications using SharePoint Server Platform, Sharepoint Online;
Implement SharePointsites.
Implement Sharepoint advanced features or applications.
Implement SharePoint-based workflows.
Implement Business Intelligence dashboards using Power BI
Train users
Configuration of dedicated tools (Survey and advanced online forms tool, content management):
Design configurationsoImplement configurations.oProduce appropriate documentation related to configuration done.
Deliverables
The following is the list of expected deliverables during the assignment:
System and program tests
System and program documentation▪Full documentation of the developed solutions
Issue diagnostics and fixes
Deployment and support for Software bug fix/feature releases
Required Skills and Qualifications
The candidate must have the following skills and qualifications:
Master's Degree or equivalent in Computer Science or Software Development.
Minimum of 5 years’ experience in implementing IT systems in an enterprise environment.
Experience with SharePoint Server and SharePoint Online
Experience with SharePoint On Premise to SharePoint Online migration
Knowledge of the Bank’s Secretariat General processes and procedures is a plus.
Knowledge of advanced survey and online form tools (Opinio preferably)
Knowledge of ECM platforms (IBM Filenet preferably)
Mastering of HTML/HTML5, CSS/CSS3, JavaScript and JavaScript Frameworks (JQuery, AngularJS, ReactJS), REST Web Services, OData,
Experience with Power BI
Experience in Mobile Apps development
Experience in using Azure DevOps and/or Microsoft Team Foundation Services and GIT.
Excellent troubleshooting and debugging skills.
SQL knowledge and experience
Experience with Sharegate tool is a plus.
Experience of working with the Agile methodologies
Skills in SAP and SharePoint Integration tools is a plus.
Skills in Content Management Interoperability Services (CMIS), or other ECM integration tools is a plus.
Proven track record to work to strict business deadlines.
Self-management and strong organization skills

A shortlist of three individual consultants will be established at the end the request of expressions of interest.
The consultants to be shortlisted will be assessed based on the following criteria on the basis of their updated resume :
Level of education in general - 20%
Educational level compared to the field of mission - 20%
Years of experience in general - 20%
Number of years of experience relevant to the mission - 40%.
Note
The eligibility criteria, the establishment of a short list and the selection procedures shall be in conformity with the Bank’s procedures for the acquisition of consulting services funded by the administrative or capital expenditure.
Please, note that interest expressed by a consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist.
The duration of services is twelve (12) months, and the estimated starting date is 15 June, 2023.
