The Alliance for International Medical Action (ALIMA) is an independent humanitarian medical NGO that was created in 2009 by professionals of humanitarian medicine. ALIMA’s mission is to provide medical care in emergency situations or medical catastrophes.

Job Title: Safety Security and Access Manager
Location: Abuja with regular missions in the field (North East Region, North West Region, South West Region)
Line Manager: Head of Mission
Technical Manager: Security Referent in the headquarters
Mission and Main Activities
The Safety, Security and Access Manager is responsible for continuously monitoring the security situation in the country and in all of ALIMA's areas of intervention.
He/she will support the project teams in the implementation of safety and security management protocols and work closely with the Head of Mission and the Project Coordinators on risk mitigation.
Objective
Objective 1 - Context and risk analysis:
Establish and maintain an active information network, which includes NGOs, the UN, security forces, local communities and their leaders, and other national and international security actors to obtain credible and relevant safety information.
Ensure that the fields provide data related to incidents (weekly incident report) and oversee the updating of the incident dataset for the whole mission.
Provide timely and credible security information and contextual analysis of the local security situation through daily alerts, weekly and monthly reports.
Provide strategic advice based on changes to the context.
Participate in security/risk assessment update at project level and coordination level twice a year and every time needed.
Conducts comprehensive security analysis sessions with field, coordination and headquarters teams twice a year during the Mini MAP and MAP.
Identify safety and security conditions that are specific to the geographical areas where ALIMA intervenes and safety and security factors that may impede access to the beneficiaries of ALIMA.
Objective 2 - Security management:
Participate in designing ALIMA humanitarian access strategy in the country.
Develop and update Country Security Plans, SOPs and Contingency Plans.
Lead and monitor the implementation and compliance of ALIMA safety and security risk management framework, and reduce risks by seeking solutions for mitigation.
Undertake regular missions in the field and provide technical support and security advice to the Project Coordinators and Head of Mission.
Make ALIMA staff aware of security environment, procedures and rules.
Conduct security briefing for each new international staff arriving in country.
Identify the weak points and design training modules in order to address them.
Evaluate security and safety training needs and integrate them into the mission training plan.
Conduct hibernation and evacuation simulations under the supervision of the Project Coordinator and the Head of Mission.
Objective 3 - External representation:
Participate in security meetings with partners, donors and different authorities
Assess and consolidate ALIMA acceptance in geographical areas where ALIMA intervenes.
Effectively represent, promote and protect ALIMA’s mandate of independence, impartiality and neutrality.
The tasks and responsibilities defined in this job description are non-exhaustive and can evolve depending on the needs.
Qualifications and Required Skills
Mandatory requirements:
At least 2-year experience in a relevant position and an experience in an international NGO is a strong asset.
Excellent knowledge of the country's context and security situation.
Fluency in English (written and spoken) and at least two local languages (Hausa, Kanuri, Yoruba).
Graduate level education in a relevant field or equivalent work experience.
Demonstrable understanding of humanitarian safety and security practices and principles.
Commitment to humanitarian principles and values.
Proficient user of MS Office (especially word and excel).

Strong pedagogical skills and strong commitment to supporting capacity building within teams.
