The Project
With financing from the World Bank, the Accelerating Nutrition Results in Nigeria (ANRiN) project aims to increase the utilization of quality, cost-effective nutrition services for pregnant and lactating women, adolescent girls, and children under five years of age in select areas of Nigeria’s territory.
Job Purpose
The position supports the development and implementation of the programs monitoring and evaluation strategy to ensure quality, timely, and accurate information in support of the implementation of the project activities. This position will support the review of proposals to ensure that core sector MEAL activities are adequately captured, as well as ensure project log frames are well designed in line with AYGF measurement standards.
Job Duties and Responsibilities
Support overall management of the MEAL system
Support the MEAL Manager in overseeing and managing the Monitoring, Evaluation, and Learning (MEAL) system and strategy.
Assist in the coordination and maintenance of the new online system for reporting and monitoring of programmes, including testing of the system and ongoing refinement as necessary.
Assist in the design of MEAL procedures, templates, and guidelines to support strong national-level reporting.
Support the monitoring of the overall implementation of the MEAL strategy and online system, and identify gaps or challenges both with regard to the technical components of the M&E system and with regard to the capacity of its users.
Assist in entering entry and storing of data to the monitoring database, help in maintaining this as an accessible source of information on programme activities, results, and (to the extent possible) impact, and ensure data safety and protection.
Support capacity strengthening and training of users of the MEAL system Assist in the training and capacity building activities relating to MEAL, through for example the creation of toolkits, and setting up webinars.
Provide support to regional-level data capturing, analysis, and quality assurance processes.
Support the implementation of quality assurance mechanisms and monitoring checks at the regional level that captures and narrates programmatic results and impact.
Support monitoring, reporting, and evaluation
Share information about reporting requirements and timelines, and follow-up projects to ensure timely submission of reports.
Support the collection of documentation to validate reports, and carry out regular spot checks.
Produce high-quality bi-monthly progress reports, with support from HR.
Education and Experience / Qualifications
The ideal candidate should have;
Master’s Degree in Statistics or Economics or Demography or Anthropology or Development Planning or Social Work or Epidemiology or related subjects of similar scope;
At least 6 years of progressive experience in monitoring and evaluation in public health/nutrition or any large social sector programs;
In-depth knowledge of M & E techniques and methodologies including knowledge of conducting operations research, household surveys, and qualitative assessments; data analysis, interpretation, and reporting; and
Proficient with analytical tools and software such as Stata, SPSS, MS Excel, etc. Knowledge of other Nigerian languages will be an asset.
Skills / Competencies:
Understanding of local and international development issues.
Experience from working within an NGO.
Good understanding of programme design, theory of change functions, and logical frameworks, including links between objectives, indicators, targets, and activities.
Extensive experience in supporting M&E strategies and systems, and writing reports.
Experience in data gathering and analysis.
Excellent writing skills.
Experience with archiving systems and knowledge management.
