Summary
Put in place standard process and procedure for monitoring of all custody transfer activities (receiving and discharging) of products from trucks and pipeline to storage tank, devise strategy that ensures security of product (quantity & quality) at tank farm or in transit to customer locations, put in place process that ensures quantity, quality and stock taking certification prior and after discharge of product, develop networks, establish rapport and Liaise with all relevant statutory agencies, design and implement comprehensive review & reporting systems.
Responsibilities
Leadership and People Management:
Provide strong leadership and ensure clear strategic objectives are in place for the department
Support the implementation and facilitation of relevant workshops and training courses
Promote the organization’s core values and a strong team culture
Manage the day to day performance, learning and development of the team, including one on one feedback sessions and conduct performance appraisals
Storage & Dispensing:
Put in place standard process and procedure for discharging of products from production units to storage tanks to ascertain quality and quantity received after production within the first month of placement.
Design and implement Tank Farm’s SOP for dispensing of products from gantry into tankers’ transport delivery and drums within the first three months.
Put in place measure that ensure tank farm and pipe line are cleaned and ready for receiving product within the first month of placement.
Put in place IMS (Inventory Management Systems) process for records of products received and distributed, gauge readings, pumping time, and storage dates.
Design and implement comprehensive review & reporting system that meets needs of future within next six months
Security, Health and Safety:
Put in place mechanism for monitoring flow meters and pressure gauges, turns valves, and starts pumps to transfer products to or from specified tanks to prevent health and safety hazard within two weeks of placement.
Liaise with HSE and security units to design security, health and safety standard operating procedure for the tank farm within 3 months of placement.
Put in place process that inspect pumps, valves, piping, and electrical ground-wire connections and report leakages, temperature and pressure abnormalities, and other potential hazards within six months of placement.
Liaise with security unit to devise strategy that ensures security of product (quantity & quality) at tank farm or in transit to customer locations within 3 months of placement.
Loading and Offloading:
Put in place process that ensures quantity, quality and stock-taking certification for both crude and finished products prior and after discharge of product within the first month of placement.
Put in place process that maintains stock card, periodic update on new receipts, preparation of waybills and reconciliation with accounts within the first month of placement.
Statutory Compliance/Government Agencies:
Develop networks, establish rapport and Liaise with all relevant statutory agencies such as unions (Nupeng, Pengassan, etc), DPR, NIPMS and all other state, federal and local government statutory bodies to ensure compliance with relevant guidelines.
Requirements
Education / Experience:
Bachelor's Degree in Petroleum Engineering, Supply Chain Management or other related Degrees.
Minimum of 10 years’ relevant industry experience (Oil Refinery Operations management and/planning is mandatory or experience as a tank farm manager is compulsory)
An excellent command of English, both written and verbal, is a requirement of the role.
