Job Title: WASH Groundwater Surveillance Project Manager

Objective 1
- To collaborate with the WASH HOD in ensuring coordination/integration among all relevant stakeholders
Tasks and Responsibilities:
- Establish and support government leadership of ground water surveillance technical working group.
- Meetings with key stakeholders to ensure harmonization of projects and approach for project
- Facilitation of MOU with key government stakeholders
- Development of monthly bulletin for external stakeholders validated by technical working group
- Linking with academic institutions and coordination of research into ground water surveillance, safe water abstractions
- Arrange relevant training and capacity building sessions for relevant partners
- Support coordinator to ensure cohesion of the WASH teams within themselves and with the other sector programs
Objective 2
- Implementation of ground water monitoring strategy
Tasks and Responsibilities:
- Establish data monitoring surveillance system to support the early warning system and the national emergency preparedness plan.
- Contribute towards an understanding of trends in groundwater levels over time in Borno and Yobe states and support the general national ground water surveillance system.
- Inform decision-making by government, donors, and NGOs related to the development of new boreholes and management of existing boreholes
- Contribute to the development of early warning networks system at national level
- Contribute to the development of “Nationwide Arsenic and other harmful chemicals mitigation plan”
- Train Government, NGOs and decisions makers on, best drilling practice, borehole management, hydrogeological monitoring and sustainable groundwater management.
Objective 3
- Maintenance and oversight of monitoring system, follow up of national databases
Tasks and Responsibilities:
- Ensure upkeep and functioning of ground water and weather systems and instruments
- Enable and undertook monitoring trips for equipment installation, monitoring with relevant partners
- Working with local communities to explain project and ensure local awareness of project
- Ensure clear database systems up to date and available for relevant parties
- Linking with national databases system for ground water, weather and hydrogeology
- Follow up and protocol respects to access external databases and data sources relevant to the project
Objective 4
- To represent AAH and its interests to donors, partners and counterparts
Tasks and Responsibilities:
- Facilitation of external consultants supporting the project
- Facilitation of workshops supporting the project
- Represent AAH in relevant meetings and conferences when requested.
- Participate in in country relevant meetings related to WASH, including meetings with donors, partners and governmental bodies, in coordination with the WASH HoD
- Encouraging the collaboration with other sector agencies, Support the AAH advocacy activities related to WASH issues (follow up on advocacy plans, press releases), in coordination with the WASH HoD
Objective 5
- To coordinate within the AAH team
Tasks and Responsibilities:
- Collaborate and communicate with other Technical and Support Coordinators, Program Managers, Sector Managers, Country Director, and any other AAH resource people in order to ensure the coherence of activities and report in terms of AAH WASH strategy.
- Informing/updating the WASH HoD on WASH program implementation and any issues on a regular basis
- Participation in weekly coordination team meetings and any other general team or strategy meetings
- Follow up of WASH program budgets in liaison with the Admin coordinator and program managers, to ensure budget expenditure is in line with program objectives and timeline in collaboration with WASH HoD
- Follow up of logistics requirements for WASH programs in liaison with the Logistics Department and in collaboration with program managers
- Participation in the overall mission and program strategy, narrative and financial project proposals and reporting, in collaboration with WASH Co/Log/Admin and other program coordinators as necessary
Internal and External
Internal:
- Supports: Supports HR, Finance, Logs and Procurement in national staff related recruitment matters
- Line Manager: WASH Coordinator.
External:
- WASH Ground Water technical Working Group
- RUWASA, Ministry of Water Resources, BOSEPA, NIHSA, WASH sector, Donor, Universities
- Any other WASH related.
Position Requirements
Qualifications:
- Post graduate level education in Hydrogeology or in another related field
- At least 3+ years of experience in construction, managing construction/WASH programs in underdeveloped/crisis contexts.
- Significant experience might be considered in lieu of educational qualification, but not other way around
Skills And Experience:
Essential:
- Knowledge of humanitarian principles, SPHERE and HAP Standards and other international humanitarian WASH guidelines with a minimum 2-3 years’ experience as a professional in international NGO context, with a sound knowledge of WASH issues in crisis contexts
- Good anticipation, planning skill, especially in changing work contexts.
- Problem solving ability; able to enforce procedures
- Experience communicating in different cultural work environments & with a wide diversity of culture
- Experience in attending and contributing in meetings with government and other agencies
- Good communicator: verbal and written. Diplomatic skills are a plus.
- Ability to work with little or no supervision and attention to details.
- Willingness and ability to travel to the field for program monitoring and supportive visits
Preferred:
- Experience in GIS, Water quality testing and database management
- Facilitation of coordination platforms and stakeholder engagement
- Worked with research projects and supported consultants
- Independent, can lead the department as well as ask for guidance and follow instructions.
- Expertise in planning, formulation, implementation, monitoring and reporting on humanitarian operations.
Minimum Monthly Basic Salary
NGN 424,310 per month.
