Background

Volunteerism benefits both society at large and the individual volunteer by strengthening trust, solidarity and reciprocity among citizens, and by purposefully creating opportunities for participation.
UNV contributes to peace and development by advocating for recognition of volunteers, working with partners to integrate volunteerism into development programming, and mobilizing an increasing number and diversity of volunteers, including experienced UNV volunteers, throughout the world. UNV embraces volunteerism as universal and inclusive, and recognizes volunteerism in its diversity, as well as the values that sustain it: free will, commitment, engagement and solidarity.
The communications section of UNV Regional Office for West and Central Africa focuses on clear and effective messaging to increase the visibility and impact of UNV. It documents the status of volunteerism and its contribution to development, raises awareness of volunteerism and its contribution to development among UNV stakeholders, encourages support of volunteerism for development, including observation of IVD, and produces communications and marketing materials that highlight UNV’s support for volunteerism for development and its contribution to the peace and development objectives of UN entity partners.
Photo/video missions are conducted under the guidance and supervision of the Communications associate responsible for Visual Assets at UNV.
Scope of Work, Expected Outputs and Contractual Arrangements
Scope of Work:
- UNV Regional Office for West and Central Africa, based in Dakar (Senegal) requires a photographer to cover UNV activities in NIGERIA, in support of UNV advocacy and outreach activities.
Justification
This mission will be solely focused on capturing the innovative work of UNV Nigeria since its established presence over a year ago. A first photo mission was held last year which showcased the activities of “Volunteer Action Count Campaign” (phase 1) in the North East. The phase 2 was implemented earlier this year. ?UNV has deepened its effort through her increased partnership, increased number of volunteers and expanded activities beyond the North east hence the need to capture the efforts and results of UN volunteers in their various assignments. Currently, UNV is starting a “Street to School” campaign in the North East which is reflected as the Phase 3 of the Volunteer Action Count Campaign. This is in partnership with UNDP, Community Leaders, School Heads and community members. We will also capture what volunteers are doing in other agencies especially those on the field such as Spotlight Initiative, Peace Project e.t.c.
For 2019 Photo mission, one of the main objectives is to showcase the results we have achieved across board with our partners and also to reveal the impact and value of engaging directly with communities through volunteerism
We now have an expanded partnership base and we will be working with 5 UN partners (RCO, UNDP, UNHCR, UNWOMEN, FAO). 10 volunteers (3 internationals and 7 nationals) working on various projects will be reached and interviewed on their specific roles and how this is contributing to their agency’s mandate, the SDGs as well as their career development
Key persons at Nigerian National Volunteer Service and Ministry of Finance, Budget and National Planning will also be interviewed. The mission will run within the period of 28th to 31st October and 1st November to 30th November 2019 across locations in the North East and FCT Abuja
We note that these mission dates are prorated and not expected to be counted for each day of the month
This is as a result of the context, coverage, target interviewees (like the RC and Heads of Agencies), it becomes necessary to have ample time so that targeted partners are involved and reached appropriately
However, a lumped period between 10-15 working days within the stipulated period will be the actual working days.
Expected Outputs/Deliverables
Provision of High-resolution Digital Photographs:
- A minimum of 25 publishable photographs per day engaged.?All photography should be digital, using professional quality equipment.
- Final, high-resolution images and captions are required to be delivered electronically (e.g. by email, FTP or disk) within 5 working days of return to the point of origin. We seek high resolution images suitable for high resolution printing. This can be in RAW format or 2400x1600 pixels in tiff or jpeg.? It is preferred if the images are shot in RAW and supplied as high-resolution jpegs.
Photography of UN Volunteer(s) Interacting with Communities:
- Setting should show the natural surroundings in which volunteers live and work. We need vertical and horizontal shots; full length shots, close-ups, pairs and small groups, and a wide range of subjects. Avoid posed photos and subjects facing the camera. ?
- It might work if the subject is a UN Volunteer, but we are also looking for photos of volunteers in action. As often as possible, the photographs should include some clear form of UNV branding such as caps, t-shirts, vests or lanyards (worn by UN Volunteers).? Also possible are UNV posters, banners, stickers etc. in the background.

Detailed captions in English for each photograph, embedded in the metadata, and specifying accurately the following details:
- Date of the photograph
- Location of the photograph
- Names of the main subject(s)
- Job titles and organizations represented, of the main subjects
- A brief description of the activities photographed
- Name of the project involved, or another relevant context
- Name of the photographer.
Recording of up to 10 UN Volunteers on video snippets which can be used by headquarters on social media or as part of a Public Service Announcement. There is no editing involved. Just filming up to 10 UN Volunteers with following instructions:
- This will be elaborated in consultation with the Communications Associate responsible for Visual Assets at UNV, based on the photo mission subject and nature of intervention.
- Delivery of video footage of up to 10 UN Volunteers in quick time mov format and raw file on flashdisk within two days after filming.
Institutional Arrangement:
- The photographer will be contracted by UNDP, will work under the direct supervision of the UNV regional office/field level representative, but will be briefed by the Communications Associate in Dakar. Transportation will be provided by the UNDP.
- Duration of Work:Thirty Five (35) Days
- Duty Station: FCT, Maiduguri, Adamawa, Damaturu.
- Payment terms: Payment of the total amount due will be made upon satisfactory delivery against these terms of reference, following approval by the Communications Specialist responsible for Visual Assets at UNV headquarters.? The regional office or field unit is responsible for uploading the photos, including captions and credits (as specified above) on the Visual Asset Management system for approval.
Competencies
Core Competencies:
- Interest in the UN system and general knowledge of development issues;
- Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
- Ability to work in a multicultural environment.
Functional Competencies:
- Ability to capture and edit broadcast quality video and audio: HD 1920x1080 or better;
- Have Final Cut Pro X and/or Adobe Premiere editing skills;
- Have Apple Motion or Adobe After Effects skills;
- Have knowledge of different video formats and video file conversions;
- Have knowledge of converting of video files from multiple formats;
- Have online video publishing and file transfer skills;
- Have sound mixing and mastering skills.
Required Skills and Experience
Qualifications of the Successful Contractor:
- University Degree in Communications, Journalism, Arts, Media or other related areas. Formal training in still photography;
- At least 3 years work experience in photography in social/development area;
- Strong photo editing skills and experience using the Adobe CS suite.
