Rationale
After nine years of hostilities between Nigerian security forces and non-state armed groups, the humanitarian crisis in north-east Nigeria continues. Civilians bear the brunt of a conflict that has resulted in widespread displacement, lack of protection, destroyed infrastructure and collapsed basic services. Indeed, an estimated 7.1 million people (2.3 million girls, 1.9 million boys, 1.6 million women and 1.3 million men) in the three most affected states of Borno, Adamawa and Yobe now depend on humanitarian assistance for their survival. More specifically, the 2019 Humanitarian Needs Overview estimates that the protection and well-being of 2.7 million children and adolescents (1.5 million girls and 1.2 million boys) in the north-east remain at risk – mainly due to the complex and protracted conflict, with higher vulnerabilities anticipated in inaccessible areas. Community resilience to protect children has been weakened, resulting in negative coping mechanisms.

Both Boko Haram and CJTF (hereinafter referred to as non-state armed group) have been listed by the Secretary General under Security Council Resolution 1612 as recruiting and using children in combat and support roles. Boko Haram has also been listed for abduction. The Office of the National Security Advisor’s 2015 estimate of 8,000 child combatants has not been borne out by the numbers of children rescued or recovered. Still, on 15 September 2017, the Country Task Force on Monitoring and Reporting identified six grave violations committed against children (CTFMR) and CJTF signed an Action Plan to end the use and recruitment of children. This CJTF pledge includes not only identifying and releasing all children to UNICEF but also instructing its members to cease all use and recruitment of children.

The data gathering need is huge to support community-based reintegration for children associated with the Civilian Joint Task Force in target communities in North-East Nigeria and strengthen their understanding of the socio-economic reintegration needs of children and their positive role in communities as agents of peace. Data collection through the number of questions to be filled out for every single child along with the need to perform different analyses will make it practically too cumbersome and exhausting if done without a proper data management system. A proper data management software system is therefore needed to handle aspects related to data entry, representation, and analyses so that useful conclusions could be drawn for proper. At the same time, the choice of system needs to ensure data integrity, validation and allow efficient working in a team-based environment with proper user privileges.

Purpose
UNICEF Child Protection section is looking for a reputable consultant to develop an interactive web-based database (user-friendly version) along with the interactive dashboard which will be used for the data collection and tacking of children’s who were formerly associated with an armed group, detained and released from an administrative custody and track the progress of their reintegration into communities. Major considerations should include as follows:
  • Online user-friendly interface compatible to low-bandwidth internet facilities, as well as offline data collection and synchronization functionality.
  • Online database should be able to capture, archive, and retrieve information of up to 10,000 + project beneficiaries disaggregated by sex, intervention type, and implementing partners and project areas including household profile, training/livelihood supports received.
  • Track the status and historical journey of individual cases as it goes along recruitment, detention, separation and the process of release and reintegration to communities and update information which may receive during follow up by child protection senior facilitators.
  • Total users of this database would be about 50 + including persons involved in data entry, management/validation and reviewers in UNICEF Borno field offices. Data entry staff should be allowed to use tablets and mobile phones to update case records from remote locations.
  •  Different array of data analysis, e.g. number of beneficiaries receiving different reintegration services and other supports from the project; each individual beneficiary should have unique searchable beneficiary code.
  • Compatible to generate IR (Intermediate Result) based results as well as monthly and quarterly achievements for relevant monitoring indicators; to be mentioned that single data can go to multiple IRs and indicators.
  • Ensure a secure password protected login system to allow safe authentication. Different level of access to the web-database needs to be ensured e.g. Project management, Database administrator, implementing partner NGO, donor’s representative and field personnel, etc.
  • Ensure the provision and capability for automated backup of database each month, downloadable by Administrator and project staff and to run different queries based on requirement.
  • Database should have provision to export/import case status in case of any change and migration to CPIMS+
Key Assignments/Tasks
  • Development of an interactive web-based database (user-friendly version) along with the interactive dashboard to track the reintegration status of children’s who were formerly associated to non-state armed group and armed forces.
  • Develop a detailed user manual describing the use of the online database for the respective focal persons at different levels on how to record case status in online database, address trouble shouting in case of any and how to manage administration of different level of access and features in online database.
  • To train a team of officials at central level and core trainers in use of the system.
  • Develop a strategy on integration and migration of individual case status into CPIMS+ to further support complete documentation of case management process.
  • Provide technical support for period of 12 months from the date of roll out of the online database.
Requirements
Work Experience:
  • Proven extensive knowledge in PHP, JavaScript, DHTMLX and other JavaScript frameworks such as jQuery or Bootstrap
  • Extensive experience in application servers such as Windows IIS and XAMPP (Apache) server setup and maintenance
  • Knowledge in using IDEs for software development such Visual Studio 2015 or higher versions and Visual Studio Code
  • Extensive experience in the use of MS SQL Server, MS Reporting Services, MS Analysis Services and MS Integration Services
  • Proficient in back-end, middle-layer and front-end development
  • Excellent knowledge of relational database concepts
  • Good analytical and problem-solving skills, as well as effective communication and independent writing skills.
Competencies:
  • Experience of designing and delivering training on information management systems
  • Excellent knowledge of the latest tool in the field of information management within social science sector
  • Familiarity with child protection and the systems strengthening approach would be beneficial
  • Experience of working on information management and reporting systems within the public sector
  • Experience of undertaking assessments of management information systems.
Language Proficiency:
  • Fluency in English is required. Knowledge of another official UN language  or a local language is an asset.
