Job Title: Short Term Consultant (STC) - CAF ESG Advisory Services

IFC provides Environmental, Social and Governance (ESG) Advisory Services (AS) both to its clients and at the market level. The AS team responsible for the Middle East, North Africa and Sub-Sahara Africa (MEA) region is currently implementing several AS programs supporting both individual IFC FI clients with enhancing their ESG practices and getting them investment ready, as well as a complementary market-level program engaging with banking sector regulators and industry associations on developing sector-wide E&S risk management principles, training market level institutions (training institutes, consultants) and providing awareness raising and capacity building activities for FIs in selected countries in Sub-Sahara Africa (Nigeria, Ghana, South Africa) under the ESRM program.
Purpose of the Assignment and Scope of Work:
IFC’s CEG department seeks to employ an international STC to provide support to the ESG AS team managing the ESRM program in Nigeria as well as the Enhanced Client Support project, including the following key tasks:
ESRM Program Nigeria (50% of time):
- Support the development of the project’s impact measurement methodology, lead on the follow-up required with the Central Bank of Nigeria (CBN) and finalization of the Nigerian Sustainable Banking Principles (NSBP) KPI development for the CBN.
- Preparation and delivery of CBN training on the NSBP, as well as supervision and scorecard approach.
- Oversee finalization and roll-out of Chartered Institute of Bankers of Nigeria (CIBN) ESRM course and support training delivery, ensuring long-term sustainability
- Management including delivery of additional training for banks (CRO breakfast briefings, sector-specific trainings, green financing opportunities) as well ToT for consultants.
- Finalizing the legal agreement with the Lagos Business School and joint delivery of training for Directors on ESRM for FIs.
- Regular inputs to update the ESRM website and overseeing the development of an online training module on the NSBP.
- Preparation of project status reports as well as the project completion report ensuring Advisory Services Operations Portal (ASOP) and M&E framework updates are submitted in time and in accordance with IFC’s AS operational guidelines.
- Support the project budget management and undertake procurement for activities financed under the project.
- Manage current project donor relationship, including (but not limited to) preparing donor reports, attending meetings, and managing donor relationships in local country offices.
- Cross support to other project countries and initiatives as needed.
Enhanced Client Support Program - FI subcomponent (50% of time):
- Manage all activities implemented under the FI sub-component of the project and support the Project Leader with overall project management as needed.
- Support identification of clients undertake diagnostics of FIs’ E&S practices including review of E&S capacity and identifying training needs for the FIs, develop client engagement plans, budget and cost estimates based on diagnostics prepared, and draft legal agreements and oversee negotiations with clients.
- Lead on the implementation of AS support provided to FI clients agreed upon, which will typically include (but is not limited to): (i) developing training plans and materials, and deliver training session for key staff of the FI (e.g. board, E&S team, loan officer etc.) at HQ and subsidiaries as needed; (ii) coach the FI’s E&S staff; (iii) support clients in developing/enhancing their Environmental and Social Management Systems (ESMS), including Environmental and Social Due Diligence (ESDD) screening tools and guidance materials and integration into the loan review/due diligence and monitoring processes/manuals, and (iv) review ESDD undertaken by the FIs, providing feedback and recommendations, and training FI staff on how to undertake adequate ESDD including through site visits to sub-projects financed by the FI.
- Provide day-to-day oversight of AS implementation support provided to all clients.
- Identify additional consultants as needed to support implementation of client level support, including contracting and supervision of work program delivery.
- Draft and process all program related documents including e.g. workplans, terms of reference, IDDs, project updates, budgets, inputs to Project Status and monitoring reports.
- Ensure all project related information in ASOP and supporting systems is up to date, all monitoring and evaluation related information is collected and entered in ASOP appropriately, and legal agreements are filed.
Selection Criteria
- Post-graduate or graduate degree in relevant discipline (environmental, social sciences)
- Minimum of 10 years of practical experience in working (with Financial Institutions) on environmental and social risk management internationally
- Practical Experience working with FIs on environmental and social risk management, including demonstrated understanding of the concept of management systems for FIs
- Familiarity with financial sector products, financial institutions, private equity funds and how these operate, as well as sustainable finance opportunities
- Experience with the IFC Performance Standards essential
- Demonstrated track record of designing and delivering training on E&S for Financial Institutions
- Experience and proven ability to work with senior management of financial institutions and financial sector regulators
- Experience working in Sub-Saharan Africa, particularly in Nigeria
- Familiarity with IFC’s Advisory Services, including polices and systems a plus
- Good interpersonal skills and ability to work in a multi-disciplinary and multicultural team
- Ability to work under pressure and handle multiple tasks simultaneously
- Excellent English communication and presentation skills. French a plus.
