Job Title: Project Finance Officer
Location: Maiduguri, Borno
ZOA’s Programme in Nigeria
ZOA started operations in Nigeria December 2016, supporting IDPs and returnees of Boko Haram affected states. In the selection of the beneficiaries, we pay careful attention to include the most vulnerable households. Continuously promoting community governance, inclusion, peace and stability in these fragmented and traumatized communities is a challenging but essential part of ZOA's programme.
ZOA currently have full team in Borno State; respond to the critical needs in Food Security and livelihood and Water Sanitation and Hygiene (WASH).
Purpose of the Position
The Project Finance Officer is responsible for all financial systems of ZOA Nigeria in order to support smooth organisational functioning and effective project implementation. The position is based in Maiduguri.
Key Tasks and Responsibilities
Ensure that an efficient and effective financial system is maintained, in line with the ZOA Nigeria policies and guidelines;
Ensure timely fund transfer to vendors/money agents for beneficiaries’ cash distribution.
Review purchase request, purchase order, and other payment documents as may be delegated from time to time by MGA/CD
Ensure correct coding: Project Instance, budget line and ledger code in line with approved budget and ZOA Accounting Manual and Procedure.
Participate in project kick off meeting and provide budget clarity as may be required.
Keep up to date petty cash impress system.
Ensure financial transactions are in line with ZOA Logistic and Procurement guideline.
Ensure all financial documents are structurally archive (Hard and Electronic copy) in line with ZOA Quality Management System. Ensure that bank and cash books are always up to date and reconcile every week/month.
Support MGA to provide portfolio overview and budget review when requested.
Monitor closely Budget versus Actual (BVA), proactively highlight area of concern to MGA.
Ensure adequate funds are available for programme activities.
Represent finance in programme meeting when requested.
Participate in tender committee and ensure value for money in procurement process.
Assist the Manager General Affairs with budget development;
Assist the Manager General Affairs with the monthly financial closure procedures;
Assist the Manager General Affairs with external audits or ZOA NL audits;
Participate in ZOA Tender committee during procurement processes;
Proactively highlight area of concerns to MGA and necessary support and mitigation.
Qualifications and Competencies
University degree or equivalent (minimally HND, BSc/BA, preferably Accountancy) or relevant field;
Proven working experience of at least 2 - 3 years in the relevant field with at least 1 year in staff management;
Affinity with development work and International NGO’s;
Ability to write clear and concise reports;
Excellent in English in reading, writing and speaking;
Ability to speak one of the local languages (Kanuri, Hausa etc).
Excellent computer skills (accounting systems, Excel, Word and power point).
