Duties and Accountabilities
- We are seeking to engage an Extended Term Consultant (ETC) for the Nigeria Country Office with responsibilities for carrying out financial management (FM) work in respect of projects financed by the World Bank Group.
- You will be part of the FM unit within the Governance Team, reporting to the Global Governance Practice Manager (EA2G2) in the Africa Region.
- The successful applicant will work with teams in the Nigeria Country Office and the Governance Group, including colleagues in procurement, disbursement and other technical areas. While specific duties and responsibilities will be agreed with the Global Governance Practice Manager, you are expected to perform a full range of operational FM duties, working under the supervision of senior staff. These will include, but are not limited to:
- Assessing the adequacy of project financial management arrangements for new and ongoing projects covering staffing, budgeting, internal controls, accounting, treasury/funds flow, financial reporting, and auditing arrangements;
- Monitoring compliance in on-going projects with the agreed FM arrangements, the financial covenants including audit and applicable policies, procedures and instructions for FM;
- Conduct reviews of project expenditures, financial reports and audited financial statements, in conjunction with disbursement and procurement staff, to determine eligibility of expenditures for financing and identify any instances of non-compliance with applicable requirements.
- Supporting analytical and advisory work and technical assistance tasks on FM and public financial accountability.
- Providing training, guidance, and advice on FM related aspects to the staff of project implementing agencies and Bank Task Teams.
Selection Criteria
- Qualified professional accountant holding CPA, CA, CMA, CIPFA, or equivalent membership of an internationally recognized professional accounting institute with a Master’s degree in Accounting, Business, Finance, Economics or related subject and, at least, 5 (five) years of post-professional-qualification experience in auditing or financial management.
- Technical Proficiency required: Application of International Financial Reporting Standards (IFRS) and International Standards on Auditing (ISA); Designing and assessing internal control systems using internationally accepted control frameworks such as COSO, evaluating financial management systems; assessing auditor competence and independence; and evaluating / interpreting financial statements.
- Familiarity with public sector financial management and knowledge of International Public Sector Accounting Standards (IPSAS) and the International Standards of Supreme Audit Institutions (ISSAI) would be a distinct advantage. Experience in the design and implementation of computerized financial management systems is desirable.
- Strong analytical capabilities; planning, organization, and time management skills; and ability to function effectively as a member of a multi-disciplinary team.
- Fluency in both written and spoken English language is essential. Good working knowledge of Hausa or other local languages is desirable. Willingness and ability to travel frequently, sometimes at a short notice is necessary.
