Job Title: Supply Chain Coordinator
Location: Maiduguri, Borno
Role Purpose
This role will support Plan International Nigeria Humanitarian response in Maiduguri to ensure supply chain activities in line with organisational and project objectives and donors expectation and guidelines.
The Supply chain coordinator will ensure effective pipeline and inventory management to enable on time delivery at value for money of all procurement for which Plan International is responsible.
S/he will lead in the procurement of project commodities and items either through direct procurement or through donor procurement agents.
S/he will be accountable for the effectiveness of the supply chain, ensuring on time delivery and no stock outs, providing capacity building and conducting spot checks as required.
Dimension of Role
Provides design input and update to the project team on all procurement
Work with the project team to ensure accurate quantification from fit for purpose procurement plan annually
Provides guidance and support to all the admin officers in the procurement team
Designs and provides the appropriate training programs for the Admin officers in the Maiduguri team
Performs other Admin and Logistics duties and procurement in a manner that supports the Maiduguri office and improves Plan International efficiency and effectiveness.
Collate information and produce timely stock reconciliation reports on a monthly basis for all stock within supply chain where the project is accountable
Work with the project managers to ensure forecasted needs are timely and accurate and produce requisitions that are specific to ensure stock outs are avoided and stock are also moved to beneficiaries
Monitor, with supervisory visits and documented spot checks, inventory storage and movement records in the warehouse which hold stock for which the project is accountable
Investigate any losses and ensure that relevant people are held to account for such losses, and that lessons are incorporated into ongoing supply chain process
Setup of Plan International stock management procedures and processes for commodities for which Plan International Nigeria is responsible
Ensure that all stock for which Plan International is accountable for is tracked within Plan International inventory tracking system
Review, design and implement, with project team approval, stock management processes for Plan International Nigeria.
Commodity Sourcing and Distribution:
Develop procurement plans for the project, including commodity quantification and distribution plans using correct assumptions and best practices.
Plan, source (directly or via donor/Plan procurement process) and manage the delivery of all commodities (drugs, medical supplies and equipment, Dignity Kits, Scholastic material etc.) where Plan International is responsible
Ensure that all procurement is done within Plan International automated procurement system, SAP
Support project distribution planning and execution to ensure all stock are received on time at distribution points, and all stock is recorded during the distribution, and reconciled within 1 week of a distribution
Regularly collect, collate and analyse value for money parameters and recommend areas of efficiency gains for Plan International and Donor supply chain.
Building Capacity:
Work with the Country Admin and Logistics manager and the logistics and procurement specialist to design training materials on good storage and distribution practices for Plan International and donor
Provide capacity building support to Plan International staff, local partners staff on procurement, warehouse and inventory management processes, documentation and data management (including procurement, quantification- Procurement Plan, requisition and delivery processes)
Leadership:
Represent and promote Plan International Nigeria as a quality and specialised technical organisation where appropriate.
Work with Country office and project managers to resolve relevant outstanding audit findings and support offices to improve overall compliance with organisational policies.
Ensure all relevant Plan International policies and processes are complied with, including in relation to procurement, inventory and warehouse management, anti-fraud, anti-bribery and anti-corruption and conflicts of interest.
Technical Expertise, Skills and Knowledge
Essential:
Extensive experience in Humanitarian Procurement (including drugs supply)
Educated at a Bachelor's degree level in relevant discipline or equivalent professional experience
