Chief Migration Health Nurse at the International Organization for Migration (IOM)

We are recruiting to fill the position below:

Job Title: Chief Migration Health Nurse

Location
: Lagos, Nigeria
Classification: Professional Staff, Grade P2
Type of Appointment: Fixed term, one year with possibility of extension
Estimated Start Date: As soon as possible

Context
  • Under the overall supervision of the Chief of Mission (CoM) in Abuja, and the direct supervision of the Chief Migration Health Officer in Lagos, the successful candidate will be responsible for the carrying out the following duties and responsibilities in relation to the Migration Health Assessment Centre (MHAC) in Lagos, Nigeria
Core Functions / Responsibilities
  • Establish and maintain an optimal workflow in all the migration health assessment nursing and clerical activities in Lagos Nigeria to fulfil the technical requirements of the resettlement countries in the areas of:
    • Medical examinations;
    • Imaging;
    • Laboratory testing;
    • Vaccinations;
    • TB management;
    • Treatment and referrals;
    • Pre-departure procedures and medical movements;
    • Counselling;
    • Documentation, certification and information transmission; and,
    • Other technical areas as may be required.
  • Manage all daily nursing and administrative activities, namely:
    • Assign tasks to nurses;
    • Supervise pre-examination information sessions, counselling; history, follow up and vital signs taking;
    • Ensure implementation of fraud-prevention measures, including testing performed outside of the MHAC; and,
    • Ensure that nurses and program assistants enter information the relevant databases in a timely and accurate manner, in accordance to their specific functions.
  • Ensure proper identification and coding of biological samples, maintain strict client confidentiality; liaise with various health service providers to facilitate handling of biological samples, and coordinate the procedures and supervision of the collection of sputum samples for culture and sensitivity for Tuberculosis (TB).
  • Provide suggestions to the supervisors to improve counselling for all medical testing, including HIV.
  • Conduct/supervise pre-departure treatment and pre-embarkation assessments of 'fitness to travel' as required, maintain current relevant records and reports, supervise the implementation of treatment and follow-up actions for cases on medical hold after health assessment, and supervise Sexually Transmitted Infections (STIs) management and directly observed treatment/ therapy short-course (DOTS) for TB.
  • Follow up with implementing partners to ensure that follow-up actions are done and relevant information flow is maintained. Partners include health service providers, non-IOM panel physicians, other clinicians (e.g., consultants), and IOM Migration Health and Operations staff in Nigeria.
  • Assist the Migration Health Officer in managing and implementing the health assessment programs as follows:
    • Assist in coordinating the administrative duties and leaves of the staff under supervision;
    • Evaluate and recommend purchase of medical supplies; monitor inventory of medical supplies and verify that all Migration Health Assessment Clinics have clear SOP’s regarding medical supply procurement.
    • Ensure the use of best practices, compliance with the partner countries technical instructions, and develop suggestions for improvement for the migration health assessment programmes;
    • Assist the Migration Health Officer in liaising with various health service providers, other departments in IOM Nigeria, other IOM Missions and MHD/HQ on clinical, administrative and financial matters.
    • Ensure Infection and prevention control procedures are observed at all times;
    • Conduct on the job trainings for the nurses and auxiliary staff
  • With the Migration Health Officer, develop and implement Standard Operating Procedures (SOPs) related to health care delivery; share SOPs with the Health Assessment Programmes’ staff and ensure SOPs are followed and implemented. Ensure that standard universal precautions within the MHAC are followed.
  • Draft and finalize medical and administrative reports and program updates as necessary; report any inconsistencies or issues to the Chief Migration Health Officer (CMHO).
  • Coordinate, and perform if needed, the medical escort duties when required to ensure migrants receive continued care throughout all phases of migration (before departure, during the journey and at the final destination).
  • Perform such other duties as may be assigned.
Required Qualifications and Experience
Education:
  • Master's degree in Nursing or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.
Experience:
  • Clinical experience as a registered Nurse;
  • Experience in TB programmes, migration health, disease control, and public health of refugees and migrants as Nurse in an international organization, UN agency or hospital; health sector experience in Africa;
  • Good knowledge of nursing principles, techniques and procedures: knowledge of public health as well as general migration related issues;
  • Demonstrated ability to maintain detail, accuracy and confidentiality at all levels of the health assessment process;
  • Good level of computer literacy;
  • Knowledge of specialized medical software is required. Knowledge of eMedical and Mimosa Web is an advantage.
Languages:
  • IOM’s official languages are English, French and Spanish.
  • For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.

  • Internationally recruited professional staff are required to be mobile.
